Harper is a commercial insurance brokerage: it helps businesses find insurance from other companies and arrange the purchase. You can request a quote online or speak with a specialist, who gathers information, approaches insurers and explains the options. 2,9
Its advertised customers include contractors, restaurants, auto dealers, childcare and adult-care providers, manufacturers, and transportation businesses. Harper emphasizes operations that are difficult to place with an insurer. 8,13

Pros
- A focus on difficult commercial risks. Harper markets to businesses that can be harder to place, including security operations and other specialized industries. Its offering combines a broad coverage menu with brokers who approach insurers for the applicant. 13 8 11
- AI assists the brokerage team with routine work. Harper describes extracting document information, drafting messages and organizing follow-ups, while licensed professionals and carriers review final eligibility and binding decisions. That gives buyers a more concrete explanation of the service than the AI label alone. 3
- Help beyond the initial quote. Its published services include annual coverage reviews, policy administration and claims advocacy. The customer portal advertises access to certificates, policy documents, payments and application status. 17 16
- A documented option for referrals from another agent. Harper Partners explains the commission split and assigns quoting, placement, service and renewals to Harper. Buyers introduced through that program can identify which agency is meant to handle the ongoing account. 15
Cons
- Buyer-paid fees are not set out in a public schedule. The referral program explains payments between agencies, but it does not establish your account's commission or total charges. An itemized quote is needed to distinguish premium, fees and financing costs. 15 17
- Specialty-market authority needs proposal-level confirmation. Harper advertises wholesale access and binding authority on selected programs without identifying the full insurer, product and state scope. Its underwriter-network count does not show how many distinct insurers will quote a particular business. 14 13
- Its disclosed AI data use deserves attention before uploading files. Harper says customer communications and policy information help train its own models. That is separate from its enterprise vendors' statements about not training their foundation models on customer data. 3
- A quick conversation is not binding confirmation or an urgent claims channel. Harper's terms prohibit binding or changing coverage by text and warn against relying on texts for time-sensitive matters. Customers need written coverage confirmation and policy-specific claims instructions. 2
How It Works

Harper’s introduction to its brokerage service
The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

What The AI Does
The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6
Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3
The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3
From A Quote To Active Coverage
Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13
Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2
Agency And Insurers
Harper’s text-messaging terms identify the brokerage as Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency. Its privacy policy instead names Harper Group Corp. The reviewed disclosures do not explain the corporate relationship between those names. 2,3
Georgia’s regulator-linked lookup listed Harper Global Enterprises Inc. as an active resident principal agency, license 237101, when checked on September 15, 2026. It showed property, casualty and life qualifications and an expiration date of September 30, 2028. This is an agency license, not authorization for Harper to act as the insurer. 4
Harper’s privacy policy says it does not currently offer health or life insurance. The life qualification on its Georgia agency license does not establish that a life product is available through Harper. 3,4
Harper serves US commercial businesses. Its website also displays California license 6017784, but that license was not independently verified in this research. The reviewed sources did not establish a complete current availability list by state and product. Confirm the writing insurer and availability for each business location. 3,1,5
Market Access And Binding Authority
Harper’s homepage displays insurers including Progressive, Kinsale, USLI, Atlantic Casualty, James River, GEICO, AIG and Hiscox. Its February 2026 announcement reports relationships with more than 165 underwriters and plans for more direct appointments. An underwriter count is not a count of distinct insurers that will quote your account. 1,13
Harper separately markets wholesale access for other brokers, including specialty and non-admitted insurers. That page claims binding authority on selected programs but does not identify the delegating insurers, products, states or authority limits. It is not evidence that Harper itself bears the insured risk. 14
For a proposal using a non-admitted insurer, ask which broker places the coverage and what disclosures apply in your state. In California, the insurance department explains that surplus-line policies do not receive protection from the state’s insurance guaranty association. 18
An older Harper article says it uses only AAA-rated carriers, without specifying the rating agency, legal insurers or dated rating records. That does not establish a financial-strength rating for the insurer on your quote. Request that insurer’s exact name and current rating evidence. 17
Coverage And Availability
Harper advertises general and professional liability, commercial property and auto, cyber, garage liability, umbrella coverage and bonds. Its coverage directory also lists workers’ compensation, equipment, liquor liability, medical malpractice and product liability; the intake selector includes a business owner’s policy combining property and liability. 1,7

Details That Depend On Your Operation
Harper’s security page includes armed guards, event security and mobile patrol businesses. It describes liability for guard actions and professional negligence alongside equipment and vehicle protection. The page does not supply the insurer or policy wording for a particular security operation. 11
For a security business, ask whether the proposed wording covers your actual duties, including armed work or use-of-force incidents. 11
For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18
Harper also arranges license, permit, contract, dealer, court and fiduciary bonds. Its bond page explains that the buyer may have to repay amounts the bond company pays on a claim. Ask for the bond and indemnity agreement—the repayment promise—when reviewing this part of a proposal. 12
The reviewed product pages are coverage summaries. They do not provide a specimen policy tied to a named insurer, state and form edition from which to establish common limits, deductibles or exclusions. Ask for the actual forms and endorsements, which change or add to the policy. 7,9,11
Fees And Referrals
Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 15
Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14
The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 15,17,9,2
A useful comparison holds the coverage, limits, deductibles and policy period constant, then separates the insurance price from the cost of arranging or financing it. 18 15
Service, Renewals And Claims
Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2
Harper says its team assists with claims documentation and communication, and advocates with the carrier. This describes brokerage assistance. The insurer named in the policy remains the company responsible for covered losses; claims support is not a promise that a claim will be paid. 17,18
A dedicated claims-reporting procedure, after-hours response commitment and policy-specific notice address were not established in the reviewed Harper sources. Obtain those instructions with your policy. Harper’s messaging terms warn against relying on texts for urgent matters. 17,16,2
What To Confirm In A Quote
Use the proposal to resolve the details that the public pages leave open:
- Who is arranging and insuring it? Ask for the agency and issuing insurer’s legal names for each coverage, the insurer’s status in your state, and any rating your contract requires. A producer license and an insurer’s financial strength answer different questions. 4 18
- Which markets actually considered your business? Ask which insurers were approached, which returned quotes, and whether placement uses Harper’s direct appointment, a wholesaler or a delegated program. The public marketing does not map those relationships to your account. 13 14
- Does the wording fit the work? Request the forms, limits, deductibles and exclusions. For security operations, confirm the duties covered; for workers’ compensation, confirm payroll and job classifications; for bonds, confirm repayment obligations. 11 10 12
- What is the total cost? Separate premium, taxes, broker or service fees, financing charges and producer compensation. If you came through another agent, ask who receives compensation and who will service the account. 15 18
- What starts coverage, and who handles the next request? Obtain written coverage confirmation, the service contact, renewal responsibilities and policy-specific claims instructions. Do not treat a text exchange or a portal invitation as confirmation that coverage has begun. 2 16
