CFC’s technology application asks about tangible products and installation, while Harper emphasizes difficult-to-place commercial operations and describes workers’ compensation payroll support. The buyer question is how to coordinate product liability and field-work exposures, not whether an AI-labelled purchase replaces an underwriting review. 3 37 39

Key Differences Between CFC and Harper

Software Failure and Employee Duties Need Different Submissions

CFC’s technology brochure discusses financial loss as well as bodily injury or property damage arising from products and services. Harper markets a wider brokerage catalogue for operations including contractors and manufacturers. Ask the broker to distinguish liability caused by the technology from risks arising from installation, vehicles and the actual work of employees. The public descriptions do not identify one universal policy for all of them. 2 36 37

Harper says it helps classify payroll and prepare premium-audit information. That is a specific operational service to scope for mixed office and field teams. CFC’s technology package should not be treated as a substitute for a workers’ compensation placement merely because it describes bodily-injury liability. 39 2

AI-Assisted Brokerage Still Requires Human and Carrier Decisions

Harper’s privacy policy describes AI extracting information and preparing communications, with licensed professionals and carriers reviewing final decisions. Its messaging terms say a text does not bind or change insurance. CFC’s process instead documents a detailed form returned to the broker and broker trading through Connect. In either workflow, give the reviewer enough detail about field activities and obtain written confirmation before dispatching a crew. 32 31 3 6

Harper also has distinct referral and wholesale arrangements. Under its referral program it says it owns the account and handles service; its wholesale page offers other options. If another agent brings Harper into the placement, agree who handles certificates and payroll changes instead of assuming the introducing agent remains responsible. 44 43

Market Access and Incident Support Are Not the Same Promise

Harper’s insurer logos and reported underwriter relationships do not identify the carrier for a field-operation quote. CFC’s disclosures likewise do not settle the insurer for the buyer’s technology policy. The two roles could complement each other, but no Harper-to-CFC route is established by these records. 30 42 4

CFC publishes specific cyber incident channels and technical response services. Harper describes brokerage claims assistance, while its reviewed sources do not establish a dedicated after-hours reporting procedure. Obtain a loss-type-specific contact list: an employee injury, a vehicle accident and a cyber outage may need different recipients. 8 7 46 45

What to Confirm in Quotes

Harper is a commercial insurance brokerage: it helps businesses find insurance from other companies and arrange the purchase. You can request a quote online or speak with a specialist, who gathers information, approaches insurers and explains the options. 31,38

Harper’s text-messaging terms identify the brokerage as Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency. Its privacy policy instead names Harper Group Corp. The reviewed disclosures do not explain the corporate relationship between those names. 31,32

Harper separately markets wholesale access for other brokers, including specialty and non-admitted insurers. That page claims binding authority on selected programs but does not identify the delegating insurers, products, states or authority limits. It is not evidence that Harper itself bears the insured risk. 43

Application process

The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 3,6

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 30

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 35

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 32

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 32

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 31

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 42

Access to insurers

CFC’s regulatory page identifies Lloyd’s Syndicate 1988, managed by Asta Managing Agency Ltd. The reviewed U.S. technology materials do not name the insurer or participating syndicates for a California buyer’s actual policy; ask for those names on the quote and declarations. 4,2,3

Harper’s homepage displays insurers including Progressive, Kinsale, USLI, Atlantic Casualty, James River, GEICO, AIG and Hiscox. Its February 2026 announcement reports relationships with more than 165 underwriters and plans for more direct appointments. An underwriter count is not a count of distinct insurers that will quote your account. 30,42

An older Harper article says it uses only AAA-rated carriers, without specifying the rating agency, legal insurers or dated rating records. That does not establish a financial-strength rating for the insurer on your quote. Request that insurer’s exact name and current rating evidence. 46

Servicing and renewals

CFC says its cyber service includes threat monitoring and alerts, a response app and round-the-clock technical incident support. These are company-described services; access, scope and any conditions should be checked against the proposed policy. 7

The reviewed Connect and technology application pages do not specify a customer-facing renewal timetable, certificate turnaround or dedicated account-management commitment for California technology buyers. Confirm those arrangements with the placing broker. 6,3

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 39,47

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 44,43

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 45

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 46,31

Claims assistance

CFC’s U.S. claims page provides a general claim-reporting form, email and telephone route, plus a separate cyber-incident phone route and app reporting. These channels establish how CFC invites notifications, not claims payment speed or the outcome of a coverage decision. 8

Harper says its team assists with claims documentation and communication, and advocates with the carrier. This describes brokerage assistance. The insurer named in the policy remains the company responsible for covered losses; claims support is not a promise that a claim will be paid. 46,47

A dedicated claims-reporting procedure, after-hours response commitment and policy-specific notice address were not established in the reviewed Harper sources. Obtain those instructions with your policy. Harper’s messaging terms warn against relying on texts for urgent matters. 46,45,31
