Alliance Risk vs
CFC
Compare Alliance Risk’s brokerage role with CFC’s technology underwriting package, broker distribution and California management-liability restriction.
Introduction
A California startup evaluating CFC’s technology package still needs someone to coordinate the rest of its insurance. Alliance Risk is a brokerage, while CFC operates an MGA model with underwriting functions for insurance capacity providers. These can be different roles in a placement, rather than mutually exclusive suppliers. The reviewed evidence does not establish that Alliance Risk is appointed to access CFC. 2 16 15 17

Key Differences Between Alliance Risk and CFC
Compare a Proposed Package with the Broker’s Coverage Design
CFC’s U.S. technology brochure combines E&O, cyber, media/IP infringement and general liability descriptions, including liability arising from client contract breaches. The purchased sections and exclusions still need to be identified. Alliance Risk describes reviewing technology E&O gaps and retroactive dates and marketing the submission to insurers. Ask the broker to explain how a specific package answers the actual contracts, rather than treating a broad brochure as the coverage decision. 13 10
Intellectual-property language needs particular care. CFC separately markets IP insurance addressing defense, enforcement and patent exposures. Those capabilities should not be assumed to sit inside the narrower IP provisions of its technology package. Alliance Risk also lists IP coverage in its technology offering, which gives a reason to request a separate comparison if the company’s concern extends beyond media infringement. 25 13 1
California Management Liability Is a Separate Placement Question
CFC’s reviewed management-liability brochure specifically declines California-domiciled business and standalone EPL. That restriction belongs to the described management offering; it does not establish that all CFC technology or cyber products exclude California. Conversely, CFC’s company-reported California producer authorization and historical admitted technology launch do not prove current technology-product eligibility. 22 15 40
Alliance Risk markets D&O and other management coverage, but its California producer disclosure and differing national and selected-state statements leave the specific route to be established. A finance team considering CFC technology coverage should ask where the management policies would be placed and who will coordinate them. Neither catalogue creates an automatically available California bundle. 11 5 1 3
Broker Administration and Technical Response Need Separate Owners
CFC’s technology application instructs a senior staff member to return information to the company’s broker; Connect is a broker-trading portal. Its Response service describes monitoring, alerts and technical incident support. These functions differ from annual brokerage work such as program review and certificates, whose customer-facing commitments are not established by the reviewed Connect and application materials. 14 17 18
Alliance Risk’s public materials describe policy access and review without a detailed claims-service commitment. If a CFC quote is being considered through any broker, document both the technical incident route and the broker’s responsibility for coordination. A response app is not evidence that every subsequent insurance or contractual issue is handled through that app. 8 10 7 19
What to Confirm in Quotes
- Which CFC technology sections, form and issuing insurers apply, and what establishes their availability for this California company?
- Does the IP concern require separate coverage, and how do patent, contractual-liability and media provisions differ between the proposals?
- Where will D&O and EPL be placed given the reviewed management brochure’s California restriction?
- Which broker can access the proposed product, what compensation and charges apply, and who owns incident reporting, certificates and renewals?
Service Comparison
Alliance Risk vs CFC: documented services and availability
| Criteria | Alliance Risk | CFC |
|---|---|---|
| Business role | Alliance Risk describes itself as an independent commercial insurance brokerage and risk advisor. Its terms and privacy policy identify Alliance Risk Insurance Services LLC as the subsidiary agency. 2,3,4 The terms name Alliance Risk Holding Company LLC, while the privacy policy names Alliance Risk, Inc. as the parent. The reviewed disclosures do not resolve that naming discrepancy. 3,4 | CFC is a specialist insurance provider operating an MGA model: a managing general agent performs underwriting functions for insurance capacity providers. Its disclosures identify CFC Underwriting Limited and the U.S. producer CFC USA, Inc.; the CFC brand should not be treated as the name of every policy’s insurer. 16,15 |
| Coverage lines | Alliance Risk lists general liability, cyber, professional E&O, D&O, employment practices, crime, workers’ compensation and umbrella coverage. Its catalogue separately lists technology E&O and fiduciary liability. These are marketed lines, not a single policy. 9 Its catalogue also lists property, commercial auto, business owner’s policies, builders risk, equipment breakdown, inland and ocean marine, key person, liquor liability, media liability, product liability and product recall. 9 Alliance Risk’s technology offering lists intellectual property protection. It also offers to recommend a management liability package or standalone structure. Neither description establishes the terms available to a particular startup. 1,11 Additional marketed products include environmental liability, flood, wildfire, terrorism, business interruption, delay in completion, installation floaters, assault and battery, sexual abuse and molestation, and construction wrap-up programs. 9 | CFC’s U.S. technology brochure describes errors and omissions, cyber, media/IP infringement and general liability protection, including liability arising from client contract breaches. The brochure describes a package; the quote and wording determine which sections and exclusions apply. 13 CFC’s U.S. cyber catalogue lists Cyber Proactive Response, admitted cyber, Corporate cyber and cyber excess. These are distinct offerings; an admitted label on the website does not establish California eligibility or identical wording across products. 20 CFC markets management liability covering directors and officers, employment practices, fiduciary exposures and crime, and separately lists Side A DIC excess protection for directors and officers. Its U.S. management-liability brochure declines California-domiciled business; do not read these catalogue entries as California availability. 21,22 CFC separately markets intellectual-property insurance for infringement defense, enforcement and related IP risks, including patent exposures. Its scope should be compared with the narrower IP provisions in any technology quote. 25,13 CFC offers fintech insurance combining financial and technology liability with other financial-sector risks, eHealth for digital-health businesses, and life-science packages for businesses such as device or drug developers and nutraceutical companies. These sector products require their own underwriting and terms. 34,30,33 CFC’s U.S. product pages also market professional E&O, property and general liability, media liability, medical malpractice, product recall, kidnap and ransom, and umbrella protection over professional liability, general liability or cyber. This catalogue does not mean every line is included in a technology policy or available for every California risk. 23,24,32,31,27,26,29 CFC markets representations and warranties insurance, small-business buyer and seller protection, and secondary-liquidity transaction solutions. These are transaction-specific products rather than ordinary operating-company liability coverage. 28 Other CFC specialty offerings include carbon-credit delivery, cancellation and lender non-payment insurance; a CORSIA guarantee product; standalone sexual abuse and molestation liability through Safeprotect; terrorism insurance; and marine hull-war and kidnap-and-ransom cover. Their presence on the U.S. site does not resolve California placement eligibility. 36,37,38,39 |
| Availability | Alliance Risk publishes California license number 6014559 and producer NPN 21240567. These are company disclosures; current regulator status, authorized lines and the insurer or surplus-lines route for a California startup remain unverified. 5,8 The technology page says Alliance Risk places startup insurance in all 50 states, but section 4 of its terms limits products and services to selected states. Confirm California availability for each requested line. 1,3 | CFC reports that CFC USA, Inc. holds producer licenses in all 50 states and Washington, D.C., plus excess and surplus lines authorization in California, Georgia, New York and Texas. It identifies its California licensing name as CFC General Insurance Agency, Inc. This is CFC’s disclosure, not an independently checked California license record or confirmation of product eligibility. 15 CFC’s January 2026 U.S. management-liability brochure lists California-domiciled business and standalone employment practices liability under risks it declines. This restriction is specific to the described management-liability offering; it does not establish a California exclusion for every CFC product. 22 The reviewed U.S. technology page, brochure and application do not establish the currently available admitted or surplus-lines route for a particular California startup. CFC announced admitted technology E&O in 2023, but the reviewed materials do not supply a current California product eligibility schedule. 12,13,14,40 |
| Application process | The quote page starts with a contact request for company, website, contact details and a message. It advertises a free, no-obligation quote; the visible form does not provide a bindable offer. 6 For technology E&O, Alliance Risk requests service details, revenue, employee count, major client contracts, existing coverage, five-year claims history and customer concentration. It says it reviews the current program and approaches specialist carriers. 10 The general quote page advertises a quote within 24 hours, while the technology page gives 48–72 hours for standard software risks and five to ten business days for hardware, fintech, healthtech and AI. Treat timing as company estimates, not a binding deadline. 6,1 | The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 14,17 |
| Servicing and renewals | Alliance Risk offers a no-charge review of existing technology E&O policies, including gaps, retroactive dates and market alternatives. This is a company-described service, not evidence of review quality. 10 Alliance Risk advertises online program access and 24/7 support. Its contact page lists weekday telephone hours of 9am–6pm EST; an after-hours response commitment and renewal timetable were not established in those pages. 8,7 | CFC says its cyber service includes threat monitoring and alerts, a response app and round-the-clock technical incident support. These are company-described services; access, scope and any conditions should be checked against the proposed policy. 18 The reviewed Connect and technology application pages do not specify a customer-facing renewal timetable, certificate turnaround or dedicated account-management commitment for California technology buyers. Confirm those arrangements with the placing broker. 17,14 |
