Introduction

Harper describes itself as a market for businesses with complex commercial risks and lists industries such as security, contracting and transportation, with workers’ compensation classification support. 1 8 Lockton’s technology page names electronic hardware, IT, internet, medical equipment, semiconductors, software and telecommunications; casualty pages describe liability, auto and workers’ compensation programs. 20 23

A robotics hardware startup that also runs field technicians in vehicles needs workers’ compensation, cargo and general liability. Harper may be the better conversation if underwriters treat the field operations as contracting- or transportation-like. Lockton may be the better conversation if underwriters treat it as a technology account that still needs casualty. Overlap on workers’ compensation does not make the firms interchangeable for every class code. 10 25

Key Differences Between Harper and Lockton

Appetite Language

Harper’s security-guard and surety materials show specialty products outside a typical software package. Lockton’s private-equity and technology lists include directors and officers (D&O) liability, cyber and transaction insurance. Match the operations, not the word “technology.” 28

Wholesale and Surplus Lines

Harper describes wholesale authority that can matter when admitted markets decline. Lockton’s terms separately allow surplus-lines proposals. Both can involve non-admitted paper; neither public page names the surplus-lines broker that would appear on a California filing. 14 31

Who Owns Class Codes

Harper emphasizes payroll classification and audit preparation. Lockton lists actuaries, claims advisors and safety specialists on its workers’ compensation page. Ask who will own class codes and audits on the proposal. 10 25

What to Confirm in Quotes

Coverage lines

Harper’s privacy policy says it does not currently offer health or life insurance. The life qualification on its Georgia agency license does not establish that a life product is available through Harper. 3,4

Harper advertises general and professional liability, commercial property and auto, cyber, garage liability, umbrella coverage and bonds. Its coverage directory also lists workers’ compensation, equipment, liquor liability, medical malpractice and product liability; the intake selector includes a business owner’s policy combining property and liability. 1,7

Harper’s security page includes armed guards, event security and mobile patrol businesses. It describes liability for guard actions and professional negligence alongside equipment and vehicle protection. The page does not supply the insurer or policy wording for a particular security operation. 11

Harper also arranges license, permit, contract, dealer, court and fiduciary bonds. Its bond page explains that the buyer may have to repay amounts the bond company pays on a claim. Ask for the bond and indemnity agreement—the repayment promise—when reviewing this part of a proposal. 12

The reviewed product pages are coverage summaries. They do not provide a specimen policy tied to a named insurer, state and form edition from which to establish common limits, deductibles or exclusions. Ask for the actual forms and endorsements, which change or add to the policy. 7,9,11

For technology clients, Lockton highlights cyber liability and directors and officers liability, plus related services such as contract review and international program design. Dedicated US product pages describe brokerage for casualty lines (auto, cargo, general and product liability, umbrella and excess, workers’ compensation), commercial property, fiduciary liability for employee-benefit-plan fiduciaries, and People Solutions employee benefits. A private-equity capabilities list also names errors and omissions, crime and financial-institution bonds, employment practices liability, surety, key-person insurance, transaction insurance including representations and warranties, and portfolio-company programs. Application process

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13

Public US application starts as an inquiry: the US contact form (Ask an Expert) and industry pages invite buyers to connect with a team. The privacy notice refers to soliciting an insurance policy quote. The Cyber & Technology page publishes cyber@lockton.com. Reviewed pages do not describe a self-serve bind flow, published quote turnaround, or an unauthenticated online application that issues a policy without a Lockton representative. 30,19,33,21,32

Access to insurers

Harper’s homepage displays insurers including Progressive, Kinsale, USLI, Atlantic Casualty, James River, GEICO, AIG and Hiscox. Its February 2026 announcement reports relationships with more than 165 underwriters and plans for more direct appointments. An underwriter count is not a count of distinct insurers that will quote your account. 1,13

An older Harper article says it uses only AAA-rated carriers, without specifying the rating agency, legal insurers or dated rating records. That does not establish a financial-strength rating for the insurer on your quote. Request that insurer’s exact name and current rating evidence. 17

Lockton says it is not obligated to use any particular insurer, is generally not authorized to bind insurers except in circumstances it says it will try to disclose, and does not guarantee placement on acceptable terms. Cyber pages refer to insurer partners without naming them. The workers’ compensation page claims access to more than 100 regional, global and program markets without listing those markets. Surplus-lines insurers may appear in a proposal when admitted markets cannot meet requested terms. Named issuing companies for a buyer’s policies were not disclosed on the reviewed pages. 31,21,25

Servicing and renewals

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2

Casualty pages say the same dedicated service team stays with the client through the process. Technology pages describe a round-the-clock service model. Terms of Business cover day-to-day servicing, risk control, insurance renewal services, policy administration and the use of intermediaries (including Lockton affiliates) in servicing and placement. Property pages say the team that meets the client also negotiates with markets rather than a remote broking center.
