Describe What Happens Outside the Office

Alliance Risk’s catalogue includes technology E&O, product liability, equipment and workers’ compensation. Harper advertises manufacturing and other operationally complex industries, alongside product liability, equipment and commercial auto. Those overlaps support asking both about the field activity, but they do not prove that one policy covers a defective device, software failure and an employee injury. Ask for a coverage map tied to installation, testing, repair and customer use. 9 19 18

Harper specifically says it helps classify payroll by employee duties and prepare audit information. Alliance Risk’s technology submission asks for employees and existing coverage, but its reviewed pages do not document the same audit service. For employees moving between coding and physical installation, ask who gathers the job descriptions and supports the premium audit rather than classifying everyone under the company’s technology label. 21 10

Automation Does Not Approve the Risk

Harper says AI extracts documents, prepares messages and organizes work, while licensed professionals and carriers review final decisions. Its privacy policy also distinguishes internal model training from its vendors’ foundation-model practices. Alliance Risk’s published technology workflow describes broker review and carrier marketing. Before sharing sensitive contracts or employee information, ask what material is required and how the applicable service handles it; neither an automated intake nor an advisor conversation establishes underwriting acceptance. 14 10

Harper’s texting terms expressly say messages cannot bind, change, renew or cancel insurance. Alliance Risk’s contact form likewise does not present a bindable offer. A project manager should therefore receive formal effective-date confirmation before scheduling uninsured field work, even if the initial exchange feels complete. 13 6

Verify the California Engagement, Not Just a Published Number

Harper’s Georgia agency license was independently checked in the canonical research, but that does not verify California authority; its California lookup remained unresolved. Alliance Risk also publishes a California identifier without a completed regulator verification and has inconsistent nationwide availability language. Harper describes brokerage claims assistance but its reviewed sources do not establish a dedicated urgent-reporting procedure. Alliance Risk’s public claims scope is similarly unresolved. The general quote page advertises a quote within 24 hours, while the technology page gives 48–72 hours for standard software risks and five to ten business days for hardware, fintech, healthtech and AI. Treat timing as company estimates, not a binding deadline. 6,1

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 12

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 17

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 14

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 14

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 13

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 24

Servicing and renewals

Alliance Risk offers a no-charge review of existing technology E&O policies, including gaps, retroactive dates and market alternatives. This is a company-described service, not evidence of review quality. 10

Alliance Risk advertises online program access and 24/7 support. Its contact page lists weekday telephone hours of 9am–6pm EST; an after-hours response commitment and renewal timetable were not established in those pages. 8,7

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 21,29

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 26,25

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 27

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 28,13

Alliance Risk publishes California license number 6014559 and producer NPN 21240567. These are company disclosures; current regulator status, authorized lines and the insurer or surplus-lines route for a California startup remain unverified. 5,8

The technology page says Alliance Risk places startup insurance in all 50 states, but section 4 of its terms limits products and services to selected states. Confirm California availability for each requested line. 1,3

Georgia’s regulator-linked lookup listed Harper Global Enterprises Inc. as an active resident principal agency, license 237101, when checked on September 15, 2026. It showed property, casualty and life qualifications and an expiration date of September 30, 2028. This is an agency license, not authorization for Harper to act as the insurer. 15

Harper serves US commercial businesses. Its website also displays California license 6017784, but that license was not independently verified in this research. The reviewed sources did not establish a complete current availability list by state and product. Confirm the writing insurer and availability for each business location. 14,12,16
