Harper vs
Pie Insurance
How Harper and Pie Insurance compare for a security business managing workers’ compensation, changing payroll and contract requirements.
Introduction
Harper arranges commercial insurance and specifically markets security operations, including armed guards and mobile patrols. Pie Insurance’s affiliated insurers write its small-business workers’ compensation program, which offers a payroll-based payment option. For a security business with fluctuating staffing, compare the accepted employee duties and payment mechanics while separately addressing guard-conduct and vehicle liability. 2 11 23 36

Key Differences Between Harper and Pie Insurance
Accepted Operations and Quote Inputs
If an event-security company adds seasonal staff and occasional armed assignments, Harper’s documented security focus gives it a specific set of duties to discuss. Pie’s small-business workers’ compensation page describes payroll and class-code inputs, but does not establish acceptance of this particular security operation. Request written confirmation of the actual duties and locations each insurer is willing to cover before comparing premiums. 11 21 22
Harper’s industry positioning is also not a guarantee of coverage for every use-of-force allegation. Ask for the operational liability wording as well as the workers’ compensation proposal. Pie offers other selected products through outside carriers, but its workers’ compensation quote should not be assumed to replace that broader program. An advisor can coordinate separate placements; the public sources do not establish that Harper is an appointed Pie agent. 11 23 20
If patrol vehicles are part of the expansion, Pie’s discontinued commercial-auto program is a concrete boundary. Its FAQ says no new or renewal policies are issued under that former offering. Harper markets commercial auto, subject to insurer acceptance, so ask who will arrange the vehicle coverage and align it with the guard services. Continuing claims links on Pie’s website serve legacy business and do not establish new availability. 32 1
Classification Advice and Payroll-Based Payments
Harper says it helps classify employees by their work and prepare premium-audit information. Pie’s pay-as-you-go option bases payments on reported payroll, while its annual audit reconciles estimated and actual information. These services address related but different tasks: describing the work correctly and keeping payments aligned with staffing. Ask who handles both under each proposed arrangement. 10 36 37
For the security company, give the insurer the different duties, payroll and any subcontractor use. Pie’s audit page asks for job-duty records, expense information and subcontractor certificates. If payroll reporting misses a category or the business changes, a monthly payment tied to payroll does not itself settle the final premium. Harper’s audit-help description likewise does not promise the premium cannot change. Request the audit rules and process for correcting a disputed classification. 37 10
Compare available payment plans on those same inputs. Pie publishes conventional schedules as well as pay-as-you-go. Its 3% credit-card convenience fee is stated for new single-state workers’ compensation policies, except in Florida, Nebraska, Maryland and Rhode Island; the disclosure does not describe this fee for multi-state or renewal policies. Harper does not publish an equivalent buyer-facing fee schedule in the reviewed sources. Ask for the full annual premium, deposit, payment-method charges and any agency or financing costs; an agency commission split is not a retail discount. 35 36 15 17
Venue Requirements and Endorsements
Harper’s security materials discuss contracts and certificates; its portal advertises certificate access. Pie’s account tutorial also describes instant and custom workers’ compensation certificates. Those are useful document routes for an event business, but the venue’s insurance clause must be checked against the relevant policy rather than copied onto proof of insurance. 11 16 33
Pie’s workers’ compensation FAQ says that line does not use additional-insured status and separately handles waiver-of-subrogation requests. If the venue asks the insurer to give up recovery rights, obtain the appropriate waiver endorsement, its state-dependent charge and effective date. Ask Harper to distinguish the venue’s workers’ compensation request from any additional-insured requirement under the liability policy it arranges. A certificate alone does not make either change. 34 9
State Service and Event Assignments
Harper’s public materials do not establish a complete product-by-state map. Pie’s public footprint counts conflict, and its claim-handler list does not reconcile with every advertised location. For security staff working events across state lines, confirm the accepted work locations and applicable claim administrator in the actual policy documents. A producer license or a state listed in a marketing selector cannot answer those policy questions. 1 3 29 39
Pie publishes workplace-injury reporting channels and asks for prompt reporting, with CorVel handling certain states. Harper describes broker advocacy but warns against relying on text for urgent matters. Prepare a reporting instruction sheet the event supervisor can access, naming the insurer or administrator and the broker contact separately. 38 39 17 2
What to Confirm in Quotes
- Accepted operations: List armed and unarmed duties, payroll, subcontractors and states, with insurer confirmation and the separately arranged liability and auto policies. 11 21 32
- A payroll and audit plan: Name the reporting owner, classification-review contact and required records, including how payroll-based payments are reconciled. 10 37
- Venue documents: Separate certificates, workers’ compensation waivers and liability additional-insured requirements, with applicable charges. 9 34
- State claim instructions: Give supervisors the correct reporting recipient and escalation contact for each work location. 2 39
Service Comparison
Harper vs Pie Insurance: documented services and availability
| Criteria | Harper | Pie Insurance |
|---|---|---|
| Customer focus | Its advertised customers include contractors, restaurants, auto dealers, childcare and adult-care providers, manufacturers, and transportation businesses. Harper emphasizes operations that are difficult to place with an insurer. 8,13 | Pie markets its workers’ compensation program to small businesses, both directly and through local, regional and national insurance agencies. 20,21 |
| Application process | The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1 The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6 Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3 The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3 Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2 Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13 | A small business can start a workers’ compensation quote on Pie’s website or work through an insurance agent; appointed agencies use a separate partner portal. 20,19,21 The live direct quote starts with the business ZIP code. Pie’s workers’ compensation page says applicants also need their name, business name, annual payroll and class-code information. 24,21 Pie advertises an online workers’ compensation quote in about three minutes, while expressly stating that individual quote times vary. This is a company claim and does not establish how long underwriting or binding will take for a particular risk. 21,19 |
| Access to insurers | Harper’s homepage displays insurers including Progressive, Kinsale, USLI, Atlantic Casualty, James River, GEICO, AIG and Hiscox. Its February 2026 announcement reports relationships with more than 165 underwriters and plans for more direct appointments. An underwriter count is not a count of distinct insurers that will quote your account. 1,13 An older Harper article says it uses only AAA-rated carriers, without specifying the rating agency, legal insurers or dated rating records. That does not establish a financial-strength rating for the insurer on your quote. Request that insurer’s exact name and current rating evidence. 17 | Pie says workers’ compensation is underwritten by The Pie Insurance Company (NAIC 21857) and affiliates. AM Best says Pie began writing all of that business through The Pie Insurance Company and Pie Casualty Insurance Company (NAIC 10997) on January 1, 2024. 23,40,41,42 AM Best affirmed Pie Casualty Insurance Company’s pooled A- (Excellent) financial strength rating with a Stable outlook, effective April 24, 2026. A rating is an opinion of insurer financial strength, not a guarantee that a claim is covered or paid. 40 Pie says business owner’s, general liability and professional liability policies are underwritten by unaffiliated third-party insurers, and its cyber page refers to carrier partners. The reviewed public pages do not name the currently participating insurers for these products. 23,25,26,27,28 |
| Servicing and renewals | For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18 Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14 Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16 Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2 | Pie’s policyholder account tutorial describes payment-method updates, instant or custom workers’ compensation certificates, policy details and downloads for policies, state posters, certificates and endorsements. Agent-served customers may need their agent for a custom certificate. 33,34 Pie requires an annual workers’ compensation premium audit that replaces estimated payroll with actual payroll information. Its audit partner may request payroll and employee records, cash-expense details and subcontractor certificates, so the final premium can differ from the initial estimate. 37 Pie says it sends a workers’ compensation renewal quote about 30 days before the current term ends for the policyholder’s review and acceptance. 34 |
| Fees and compensation | Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 15 The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 15,17,9,2 | Published workers’ compensation options include annual, semi-annual, quarterly and monthly schedules, plus pay-as-you-go. The monthly schedule requires 16.6% upfront followed by ten monthly payments; pay-as-you-go uses reported payroll and no initial deposit. 35,36 Pie publishes a 3% credit-card convenience fee for new, single-state workers’ compensation policies, except in Florida, Nebraska, Maryland and Rhode Island. Its page does not describe this fee for multi-state or renewal policies. 35 Pie says each specific or blanket waiver-of-subrogation request carries a charge set by state rules and disclosed individually; the public FAQ does not give a dollar schedule. 34 Pie says partner agents receive commissions on new and renewal workers’ compensation policies, and its legal footer says compensation rates can vary among insurers. The reviewed current pages do not publish the standard rate or the amount attached to a buyer’s policy. 39,23 |
