Introduction

A security contractor or specialty trade that has already been declined by standard business owner’s policy markets is not in the same public queue as a software company using Hartford’s industry page. Harper markets hard-to-place classes, including armed security work. Hartford’s public software-as-a-service path does not advertise armed-guard classes. Whether Harper will submit to a Hartford company, or Hartford will write the class, is a quote question—not an assumed appointment. They are complements only if a Hartford company is the named issuer on a Harper placement. 8 19

Wholesale-Capable Broker Versus Issuing Group

Harper Global Enterprises Inc. dba Harper Global Insurance Agency is the brokerage; privacy copy names Harper Group Corp. without explaining the relationship. Georgia independently listed the agency as active when checked. Harper also markets wholesale access and claimed binding authority on programs it does not name on those materials. 2 4

The Hartford’s subsidiaries issue policies. Direct sale is available; agents are optional. Texts cannot bind Harper placements. 22 2

Class Appetite and Bonds

Harper’s directory includes WC, garage, liquor, medical malpractice, product liability and surety, with a security-guard page covering armed work. Bond buyers may have to repay the surety. Hartford’s inland marine and surety exist in midsize/agent channels; small-business commercial auto is not online. Do not assume Harper’s guard program is a Hartford product. 7 11 35

Timing Claims and Fees

Harper advertised 24–48 hour coverage in a 2026 announcement; it says AI drafts are reviewed by licensed staff and carriers. Hartford advertises minutes for eligible small-business quotes. Those are company marketing statements, not a deadline for a surplus or specialty class. Harper does not publish buyer fee schedules; referring agents may receive 50% of Harper’s commission. The Hartford is the brand of The Hartford Insurance Group, Inc., a financial holding company whose subsidiaries underwrite property-and-casualty insurance, employee benefits and other financial products. Independent agents and brokers, and Hartford employees who sell insurance, distribute those products. The brand is not itself the insurer on a policy. 22,43,39,25

Customer focus

Its advertised customers include contractors, restaurants, auto dealers, childcare and adult-care providers, manufacturers, and transportation businesses. Harper emphasizes operations that are difficult to place with an insurer. 8,13

The Hartford markets small-business insurance to SaaS companies, software startups, cloud and IT consulting firms, and other small businesses, and separately sells midsize/large commercial and employer benefits products. 19,20,42,41

Coverage lines

Harper’s privacy policy says it does not currently offer health or life insurance. The life qualification on its Georgia agency license does not establish that a life product is available through Harper. 3,4

Harper advertises general and professional liability, commercial property and auto, cyber, garage liability, umbrella coverage and bonds. Its coverage directory also lists workers’ compensation, equipment, liquor liability, medical malpractice and product liability; the intake selector includes a business owner’s policy combining property and liability. 1,7

Harper’s security page includes armed guards, event security and mobile patrol businesses. It describes liability for guard actions and professional negligence alongside equipment and vehicle protection. The page does not supply the insurer or policy wording for a particular security operation. 11

Harper also arranges license, permit, contract, dealer, court and fiduciary bonds. Its bond page explains that the buyer may have to repay amounts the bond company pays on a claim. Ask for the bond and indemnity agreement—the repayment promise—when reviewing this part of a proposal. 12

The reviewed product pages are coverage summaries. They do not provide a specimen policy tied to a named insurer, state and form edition from which to establish common limits, deductibles or exclusions. Ask for the actual forms and endorsements, which change or add to the policy. 7,9,11

Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 34

Application process

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13

The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Fees and compensation

Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 15

The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 15,17,9,2

The Hartford discloses that it pays independent producers base commissions (a percentage of premium or a fixed amount per policy), and may also pay contingent or supplemental commissions, fees for services, delegated-underwriting compensation and other benefits. Employees who sell insurance may receive extra compensation beyond salary. Producers may charge their own customer fees that are not Hartford premium. The reviewed pages do not publish the commission rate or any Hartford-charged service fee that would apply to a particular buyer’s policy.
