What Is The Hartford?
How The Hartford underwrites small-business and SaaS insurance, which affiliates may issue a policy, and what to confirm on a California quote.
The Hartford sells commercial insurance as an insurer group, not as a broker that shops unrelated markets for you.
The Hartford is the brand of The Hartford Insurance Group, Inc., a financial holding company whose subsidiaries underwrite property-and-casualty insurance, employee benefits and other financial products. Independent agents and brokers, and Hartford employees who sell insurance, distribute those products. The brand is not itself the insurer on a policy. 4,25,21,7
The Hartford markets small-business insurance to SaaS companies, software startups, cloud and IT consulting firms, and other small businesses, and separately sells midsize/large commercial and employer benefits products. 1,2,24,23
Pros and Cons
Pros
- SaaS and other software companies have a dedicated starting catalogue. The Hartford’s SaaS page builds coverage around a business owner’s policy (BOP) that packages general liability, commercial property and business income, then lists add-ons such as workers’ compensation, data-breach/cyber coverage and commercial auto. That is a concrete place to start if a customer contract is asking for those labels, without treating the marketing page as your policy. 1 9
- Technology professional liability is a named product, not only a glossary term. FailSafe Technology E&O is described as covering errors and omissions together with security, data-privacy and network-security, personal-injury, intellectual-property and media liability features, aimed at software developers, systems integrators and related technology businesses. Cyber pages also distinguish BOP-endorsed data-breach cover, stand-alone CyberChoice First Response and FailSafe. Those distinctions matter when a SaaS contract asks for “tech E&O and cyber” as separate grants. 14 13
- You can apply without appointing a retail broker. The company says small-business buyers can quote online or by phone and can purchase without an agent, while still offering independent-agent distribution for other products or preferences. The public quote-and-buy portal shows a multi-step path through coverages, price, payment and confirmation. 7 8
- Certificates and claims intake are documented self-serve channels. The small-business site advertises 24/7 online certificates of insurance. Claims can be opened by phone or online, including a cyber FirstResponse hotline. Workers’ compensation pages add pay-as-you-go billing and an injured-worker portal. 2 27 12
Cons
- The brand on the website is not automatically the company on the policy. Coverages may be written by one or more listed subsidiaries. Hartford Fire Insurance Company is an authorized California property-and-casualty insurer, but the reviewed sources do not say it issues every California BOP or technology E&O policy. 4 28
- Not every advertised line is on the same purchase path. Commercial auto for small businesses is not currently offered on The Hartford’s own online quote flow and may go through a local agency or Tivly. Management-liability packages, including directors and officers coverage in Private Choice Premier, tell buyers to find an agent. Inland marine is positioned for midsize and large accounts. 17 19 23
- California employment-practices packaging is narrower than the national BOP story. The EPLI page says there is no built-in EPL coverage in California (and in Minnesota, North Dakota and New York) and that the program described there does not apply to EPL written in California. A Bay Area buyer should not assume the BOP automatically answers an EPLI contract requirement. 16
- Availability is underwriting, not a nationwide catalogue promise. Product pages repeat that products are not available in all states or for all businesses. Workers’ compensation cannot be bought from a private insurer in some states. Published average premiums are estimates, not your price. 2 12
How It Works
The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Management-liability pages direct buyers to find a local agent. 2,1,8,7,17,19
If you use an independent agent, that producer is typically appointed to sell Hartford products and is paid by The Hartford under its producer-compensation rules; the agent may also charge you a separate fee. Direct Hartford sales employees are another distribution channel. Neither path turns The Hartford into a broker comparing non-Hartford insurers unless a surplus-lines or partner arrangement is disclosed on the quote. 25 7
Coverages described on Hartford sites may be offered by one or more property-and-casualty subsidiaries listed in the Legal Notice. Hartford Fire Insurance Company (NAIC 19682) is authorized in all U.S. states and the District of Columbia according to that notice, and California CDI independently confirms its California authorization. Employee-benefits pages also name Hartford Life and Accident Insurance Company. The reviewed sources do not identify the writing company that would appear on a specific SaaS, BOP or technology E&O policy. 4,21,10,24,28
Coverage and Availability
Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. Actual forms, limits and availability vary by product, state and underwriting. 1,9,13,14,15,16,17,18,19,21,24,23
The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 2,4,12,9
The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 3,28,4
The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 16
Technology professional liability is described separately from miscellaneous professional liability. The professional-liability page even lists a distinct “Errors & Omissions Insurance for Technology Companies” cost row. FailSafe pages also warn that many E&O policies do not cover contract-breach claims, which is a frequent issue in SaaS customer agreements. Read the actual form rather than the product name. 15 14
Service and Compensation
The Hartford says small-business policyholders can retrieve certificates of insurance online at any time, manage billing and policy details through My Account or its mobile app, and, for workers’ compensation, use pay-as-you-go premium based on actual payroll and a My Workers’ Comp Connection portal. Cyber policyholders are described as having access to a Cyber Center with training and related resources. The reviewed sources did not disclose a published schedule of certificate, endorsement or installment-service fees charged to the insured. 2,12,13,15,26
The Hartford discloses that it pays independent producers base commissions (a percentage of premium or a fixed amount per policy), and may also pay contingent or supplemental commissions, fees for services, delegated-underwriting compensation and other benefits. Employees who sell insurance may receive extra compensation beyond salary. Producers may charge their own customer fees that are not Hartford premium. The reviewed pages do not publish the commission rate or any Hartford-charged service fee that would apply to a particular buyer’s policy. Published “average premiums” are company-reported estimates, not quotes. 25,7,2,1
The Hartford provides phone and online claim reporting, including 800-327-3636 for general liability and other commercial claims, a cyber FirstResponse hotline at 800-370-0605, online claim-status tools and a mobile app. Offering claims intake is not evidence of how any claim would be paid. 26,27,13,11
What to Confirm in a Quote
Ask the quote and specimen policy to name the writing company, the producer of record (Hartford employee versus independent agency), and whether any Tivly or other partner is involved for commercial auto.
For California operations, confirm whether workers’ compensation, professional or technology E&O, cyber and employment practices are actually offered on the same paper, and do not rely on BOP marketing for EPL. Reconcile Hartford Fire’s California authorization with the company named on the declarations. 3 16
Match contract insurance exhibits to grants, not labels: tech E&O versus cyber, hired/non-owned auto versus owned commercial auto, additional insured and waiver wording, and whether FailSafe’s intellectual-property or media features apply to your products.
Get the premium, taxes, fees and any producer-charged fee in writing, plus certificate turnaround in My Account. Reporting instructions for liability, property, workers’ compensation and cyber incidents can differ; copy the numbers from the policy, not only from marketing pages. 25 27
