The Hartford vs Travelers

How The Hartford’s SaaS-focused small-business packages compare with Travelers CyberRisk Tech and technology-services programs for similar buyers.

Introduction

A bootstrapped software-as-a-service (SaaS) company with a small staff may use The Hartford’s online small-business quote-and-buy path and, separately, receive a Travelers CyberRisk Tech proposal from an independent agent. Both are insurer groups with multiple subsidiaries—not interchangeable brands. The Hartford names Hartford Fire Insurance Company and Hartford Underwriters Insurance Company among writing companies; Travelers names The Travelers Indemnity Company and affiliates. Compare the legal insurer on each declarations page, not the group logo. 4 35 1 31

Where Each Provider Shines

Where The Hartford Shines

  • The Hartford designs small-business packages for SaaS and other software companies, typically starting from a business owner’s policy. 1,2,24,23
  • Small-business buyers can start an online quote-and-buy flow or call, or use an independent Hartford agent; commercial auto is not sold on that self-serve path. 2,1,8,7,17,19

Where Travelers Shines

  • Travelers markets technology insurance to startups and established tech companies, with CyberRisk Tech that can combine cyber and technology E&O. 29,32,30
  • U.S. business insurance is sold through independent agents; many small risks can be quoted and issued in an agent platform, while specialty technology accounts still need underwriting. 34,51,29,31,57,50

Key Differences Between the Hartford and Travelers Insurance

Competing Insurer Groups

The Hartford is the brand of The Hartford Insurance Group, Inc., a financial holding company whose subsidiaries underwrite property-and-casualty insurance, employee benefits and other financial products. Independent agents and brokers, and Hartford employees who sell insurance, distribute those products. The brand is not itself the insurer on a policy. 4,25,21,7

Travelers is a property-casualty insurance group. The Travelers Companies, Inc. is the public holding company; policies are issued by subsidiaries such as The Travelers Indemnity Company and affiliates, not by the holding company itself. 56,57,49,35

The Hartford Insurance Group, Inc. is a holding company; Hartford Fire Insurance Company (National Association of Insurance Commissioners code 19682) is listed as authorized in all U.S. states and the District of Columbia on the legal notice. Travelers Companies, Inc. (NYSE: TRV) describes Business Insurance as distributed through independent agencies. Each quote’s issuing company must be read from that policy. 4 57

SaaS BOP Versus Travelers Technology Stack

The Hartford’s SaaS page starts from a business owner’s policy (BOP) combining general liability, commercial property and business income, with add-ons for workers compensation, data breach, commercial auto, cyber, employment practices liability (EPL) and technology professional liability. Travelers lists CyberRisk Tech, a technology-services BOP, property, workers compensation, commercial auto and umbrella on technology pages, plus management-liability lines on separate pages. Product labels differ; neither listing is a bind guarantee. 1 29

The Hartford’s EPL page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York and that its described EPL program does not apply to California EPL written there. Travelers employment-practices materials describe a different buyer set—confirm EPL availability for your state and class on each quote. 16 39

Quote Paths and Geographic Caveats

The Hartford offers a public quote portal with steps through payment and says certificates are available online 24/7 for small-business customers. Travelers tells buyers to use an independent agent; MyTravelers real-time certificates are limited to certain account types. 2 2 34 46

Both groups state products are not available in all states or for all businesses. The Hartford commercial auto is not sold on the self-serve path. Travelers Global Companion Plus+ is described as non-admitted for U.S. product purposes. 2 47

What to Confirm in Quotes

  • Writing company National Association of Insurance Commissioners code on Hartford versus Travelers declarations. 4 58
  • Technology errors and omissions form—Hartford FailSafe/technology professional liability versus Travelers CyberRisk Tech. 14 31
  • Employment practices liability availability in California if you have employees there. 16
  • Agent fees if using a Hartford agent versus Travelers producer compensation disclosure. 7 35
  • Umbrella underlying requirements if stacking limits across carriers. 54 21

Service Comparison

The Hartford vs Travelers Insurance: documented services and availability

CriteriaThe HartfordTravelers
Business role

The Hartford is the brand of The Hartford Insurance Group, Inc., a financial holding company whose subsidiaries underwrite property-and-casualty insurance, employee benefits and other financial products. Independent agents and brokers, and Hartford employees who sell insurance, distribute those products. The brand is not itself the insurer on a policy. 4,25,21,7

Travelers is a property-casualty insurance group. The Travelers Companies, Inc. is the public holding company; policies are issued by subsidiaries such as The Travelers Indemnity Company and affiliates, not by the holding company itself. 56,57,49,35

Travelers says it primarily sells U.S. insurance through independent agents and brokers, whom it calls producers and who are not Travelers employees. It also owns Simply Business, Inc. and InsuraMatch, LLC, licensed digital independent agencies it says operate nationwide. 35,34,57

Customer focus

The Hartford markets small-business insurance to SaaS companies, software startups, cloud and IT consulting firms, and other small businesses, and separately sells midsize/large commercial and employer benefits products. 1,2,24,23

Travelers markets technology insurance to startups and established industry leaders, including software developers and platforms, technology consultants, IT staffing companies, network integrators, electronics manufacturers, telecommunications firms and platform-economy companies. A separate small-business technology-services BOP is described for classes such as software development, web developers and IT consultants. 29,32,30

Coverage lines

Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. Actual forms, limits and availability vary by product, state and underwriting. 1,9,13,14,15,16,17,18,19,21,24,23

The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 16

On its technology pages, Travelers lists CyberRisk Tech (technology E&O and cyber options, including media and regulatory-proceedings agreements on the cyber page), Global Companion Plus+, general liability, commercial property, workers compensation, commercial auto and umbrella. Other current offering pages list a small-business technology-services BOP, management-liability lines (D&O, EPL, fiduciary, fidelity and crime, kidnap and ransom), professional E&O, inland marine including cargo, equipment breakdown, surety and commercial umbrella/excess including a Northfield surplus-lines option. 29,31,30,36,55,41,43,42,54

Application process

The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Management-liability pages direct buyers to find a local agent. 2,1,8,7,17,19

Travelers tells business buyers to get a quote through an independent agent, using a public agency locator. Its 2025 Form 10-K says Select Accounts uses an automated underwriting platform so agents can quote, bind and issue a substantial amount of small-business risks, while more complex risks are underwritten with company personnel. Technology and CyberRisk Tech pages likewise tell buyers to consult an agent or Travelers representative; a direct public bind path for technology packages was not found on the reviewed pages. 34,51,29,31,57,50

Availability

The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 2,4,12,9

The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 3,28,4

Travelers describes Business Insurance as offered primarily in the United States, with additional operations in the United Kingdom, Ireland and other markets including Lloyd’s. Domestic business insurance is marketed through independent agents and brokers rather than as a single nationwide self-serve shop for every product. 57,56,49

California’s insurance department lists The Travelers Indemnity Company (NAIC 25658) and Travelers Casualty and Surety Company of America (NAIC 31194) as property-and-casualty insurers with Unlimited-Normal licenses. Travelers’ agent directory also lists agencies in California. Those facts do not establish that a specific technology product, CyberRisk Tech form, BOP class or Global Companion Plus+ coverage is available or admitted for a particular California risk. 58,59,52,47
