A SaaS founder buying an office policy may encounter a cyber add-on before a dedicated technology liability proposal. The Hartford’s pages distinguish BOP cyber, CyberChoice First Response and FailSafe Technology E&O. CFC describes a technology package with E&O and cyber features. The useful comparison is therefore between specified forms, not between a basic office quote and an unspecified “technology” bundle. 42 2

Key Differences Between CFC and the Hartford

Start with the Loss the Software Business Needs Insured

The Hartford’s SaaS page presents a BOP foundation, while its FailSafe materials address technology liability, privacy/network security, media and IP features. Those are distinct product descriptions. A customer allegation that the software failed should be tested against technology E&O wording; the presence of a data-breach add-on does not establish equivalent protection. CFC’s combined brochure is also only a description until the proposed form and endorsements are supplied. 30 43 2

The Hartford’s catalogue includes workers’ compensation and other small-business lines, while its management-liability page directs buyers to an agent. The finance team should separate the office and payroll purchase from any board or employment-liability decision, even if one brand appears throughout the proposal. 41 48

California Restrictions Need Their Exact Boundaries Preserved

The Hartford’s EPL page says built-in EPL is unavailable in California and that the described program does not apply to EPL written there. That does not establish that every separately structured California EPL placement is unavailable. CFC’s reviewed US management-liability brochure declines California-domiciled business, a restriction on that offering rather than its entire technology catalogue. Neither brand’s broader marketing resolves the startup’s employment or board requirements. 45 11

The Hartford has a California small-business page and independently documented authorization for Hartford Fire. Those are useful route indicators, but do not select the writing affiliate or prove acceptance of a particular FailSafe risk. CFC’s technology-specific California route remains unresolved. 32 57 4

Online Purchase Does Not Describe Every Product’s Route

The Hartford’s public small-business portal shows quote-and-buy steps, and buyers can also use an agent or phone. Its commercial-auto page says that coverage is not currently offered through the small-business online route. CFC’s technology application is returned to a broker. Compare the path needed for the actual insurance schedule, rather than applying an online speed claim to every line. 37 36 46 3

What to Confirm in Quotes

  • Is the proposal BOP cyber, standalone cyber, FailSafe or a CFC technology form, and what software-performance claims does it address?
  • What specific California EPL and D&O route is proposed, with separate limits and exclusions stated?
  • Which lines can actually be bound online, which need an agent, and what producer fees or commissions apply beyond quoted premium?

CFC offers fintech insurance combining financial and technology liability with other financial-sector risks, eHealth for digital-health businesses, and life-science packages for businesses such as device or drug developers and nutraceutical companies. These sector products require their own underwriting and terms. 23,19,22

CFC’s U.S. product pages also market professional E&O, property and general liability, media liability, medical malpractice, product recall, kidnap and ransom, and umbrella protection over professional liability, general liability or cyber. This catalogue does not mean every line is included in a technology policy or available for every California risk. 12,13,21,20,16,15,18

CFC markets representations and warranties insurance, small-business buyer and seller protection, and secondary-liquidity transaction solutions. These are transaction-specific products rather than ordinary operating-company liability coverage. 17

Other CFC specialty offerings include carbon-credit delivery, cancellation and lender non-payment insurance; a CORSIA guarantee product; standalone sexual abuse and molestation liability through Safeprotect; terrorism insurance; and marine hull-war and kidnap-and-ransom cover. Their presence on the U.S. site does not resolve California placement eligibility. 25,26,27,28

Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 45

Availability

CFC reports that CFC USA, Inc. holds producer licenses in all 50 states and Washington, D.C., plus excess and surplus lines authorization in California, Georgia, New York and Texas. It identifies its California licensing name as CFC General Insurance Agency, Inc. This is CFC’s disclosure, not an independently checked California license record or confirmation of product eligibility. 4

CFC’s January 2026 U.S. management-liability brochure lists California-domiciled business and standalone employment practices liability under risks it declines. This restriction is specific to the described management-liability offering; it does not establish a California exclusion for every CFC product. 11

The reviewed U.S. technology page, brochure and application do not establish the currently available admitted or surplus-lines route for a particular California startup. CFC announced admitted technology E&O in 2023, but the reviewed materials do not supply a current California product eligibility schedule. 1,2,3,29

The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 31,33,41,38

The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 32,57,33

Application process

The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 3,6

The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Fees and compensation

The reviewed U.S. technology brochure, application and Connect page do not disclose a buyer-specific premium, producer commission rate, broker fee or complete schedule of policy charges. Request a written breakdown of premium, taxes, fees and intermediary compensation before purchase. 2,3,6

The Hartford discloses that it pays independent producers base commissions (a percentage of premium or a fixed amount per policy), and may also pay contingent or supplemental commissions, fees for services, delegated-underwriting compensation and other benefits. Employees who sell insurance may receive extra compensation beyond salary. Producers may charge their own customer fees that are not Hartford premium. The reviewed pages do not publish the commission rate or any Hartford-charged service fee that would apply to a particular buyer’s policy.
