The Hartford vs USI Insurance Services

How The Hartford’s small-business insurer quote path, including California EPL limits, differs from appointing USI as broker.

Introduction

A software company in California that clicks The Hartford’s small-business quote is buying (if eligible) Hartford paper through Hartford’s process. Appointing USI is hiring a broker who might submit to Hartford, to PrivaSafe, or elsewhere—only the proposal settles that. The Hartford’s employment-practices page states there is no built-in employment practices liability in California on that program; that constraint travels with Hartford employment practices liability, not with “whatever USI places.” 16 38

Where Each Provider Shines

Where The Hartford Shines

  • The Hartford designs small-business packages for SaaS and other software companies, typically starting from a business owner’s policy. 1,2,24,23
  • Small-business buyers can start an online quote-and-buy flow or call, or use an independent Hartford agent; commercial auto is not sold on that self-serve path. 2,1,8,7,17,19

Where USI Insurance Services Shines

  • USI’s Technology practice says it works with software, hardware and related companies from early seed stage through IPO. 30,38,49
  • USI says it is customarily paid insurer commissions and may receive additional contingent compensation, with details available on request. 36

Key Differences Between the Hartford and USI

Insurer Versus Broker

Hartford Fire Insurance Company and other subsidiaries issue coverage. USI Insurance Services LLC produces it. 4 36

Direct Digital Path

Eligible small-business Hartford quotes can start online or by phone, or through independent agents. Hartford’s “minutes” language is a company claim and still underwriting-controlled. USI has no equivalent public bind flow. 8 33

California Product Notes

Hartford operates a California small-business page listing business owner’s policy, general liability, workers’ compensation, auto, property, and professional liability. USI’s California eligibility remains unresolved on practice pages. If employment practices liability is required in a customer contract, do not assume Hartford’s California business owner’s policy includes it. 3 16 50

Catalogue

Hartford documents BOP packages and tech E&O among other commercial lines. USI documents cargo, D&O, PrivaSafe, and benefits consulting. Midsize Hartford commercial is a different buying motion than the small-business portal. 14 38

Issuing Companies

Hartford names subsidiaries in its legal notice. USI does not name issuers. 4 43

What to Confirm in Quotes

  • If using Hartford direct: employment practices liability treatment in California and whether a separate placement is required. 16
  • If using USI: whether Hartford is on the market list and which subsidiary would write each line. 4 43
  • Cyber FirstResponse versus USI cyber claims-consultant routing. 26 47
  • Benefits: Hartford employee-benefits products versus USI’s consulting practice are different purchases. 24 42

Service Comparison

The Hartford vs USI: documented services and availability

CriteriaThe HartfordUSI Insurance Services
Business role

The Hartford is the brand of The Hartford Insurance Group, Inc., a financial holding company whose subsidiaries underwrite property-and-casualty insurance, employee benefits and other financial products. Independent agents and brokers, and Hartford employees who sell insurance, distribute those products. The brand is not itself the insurer on a policy. 4,25,21,7

USI describes itself as a U.S. insurance brokerage and consulting firm that arranges property and casualty, employee benefits, personal risk, program, and retirement solutions. The reviewed official pages do not identify USI as the insurer that issues commercial policies. 30,29,36,49

USI’s commissions page states that, as a licensed insurance producer, it may advise on insurance contracts, sell insurance, and obtain coverages for clients. Privacy and staff materials identify the operating company as USI Insurance Services LLC. Current California producer-license status remains independently unverified. 36,35,50

On 31 August 2026, Aon plc announced a definitive agreement to acquire USI from KKR and other shareholders for a $17.0 billion purchase price, with closing expected in the fourth quarter of 2026 subject to customary conditions including regulatory approvals. Aon stated that Aon and USI will continue to operate independently until the closing date. The reviewed announcement does not establish that the transaction has closed. 49

Application process

The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Management-liability pages direct buyers to find a local agent. 2,1,8,7,17,19

USI does not publish a self-serve commercial quote flow on the reviewed pages. Technology and P&C inquiries are directed to pcinquiries@usi.com or a local office. The contact page includes a website message box that USI warns is not secured in transit and should not be used for sensitive information. Small- and medium-sized management-liability inquiries are also directed to Select.Business@usi.com. No public binding timetable or online eligibility tool was found. 38,37,33,45

Availability

The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 2,4,12,9

The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 3,28,4

USI states that it is headquartered at 100 Summit Lake Drive, Suite 400, Valhalla, New York, with more than 10,000 professionals across over 200 U.S. offices, and that it serves every state. That is a company description of its office network and service footprint. It does not, by itself, establish that a particular commercial product is admitted, surplus-lines, or otherwise available in California or any other named state. 32,30,33,29

A USI Insurance Services LLC staff biography lists a San Francisco office and prints CA DOI License # 0G11911. The reviewed usi.com practice pages do not state which commercial products are available to California-domiciled startups, whether placements are admitted or surplus lines, or which licensed entity would appear on a California policy. Current California producer-license status remains independently unverified. A California office address is not treated as product eligibility. 50,38,37,32

Coverage lines

Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. Actual forms, limits and availability vary by product, state and underwriting. 1,9,13,14,15,16,17,18,19,21,24,23

The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 16

USI’s Technology practice lists insurance placement for property; business income and contingent business income; worldwide cargo and stock; errors and omissions; product liability; directors and officers liability; network security / USI PrivaSafe; and international. Those labels describe brokerage services. Limits, exclusions, insurer, and whether a given startup qualifies remain in a quote and policy. 38,43

USI’s commercial property and casualty pages describe advice and placement on workers’ compensation, property, general liability, auto liability, umbrella/excess, executive and professional risks, cyber, environmental, product liability, and related claims and risk-control services. Other industry pages add employment practices, crime, fiduciary, professional E&O, kidnap and ransom, representations and warranties, medical professional (malpractice) liability, and required bonding in the healthcare practice. Availability and wording vary by client, insurer, and jurisdiction. 37,39,40,41,45

USI’s employee-benefits practice describes consulting to design, price, and administer employer benefit programs, including underwriting analytics, HR administration support, population health, compliance/healthcare reform guidance, pharmacy and ancillary consulting. The private-equity practice separately lists employee health and welfare insurance services after a transaction. These pages describe consulting and placement services, not a specific insured health plan or carrier. 42,40

Access to insurers

Coverages described on Hartford sites may be offered by one or more property-and-casualty subsidiaries listed in the Legal Notice. Hartford Fire Insurance Company (NAIC 19682) is authorized in all U.S. states and the District of Columbia according to that notice, and California CDI independently confirms its California authorization. Employee-benefits pages also name Hartford Life and Accident Insurance Company. The reviewed sources do not identify the writing company that would appear on a specific SaaS, BOP or technology E&O policy. 4,21,10,24,28

USI’s reviewed product and PrivaSafe pages do not name the insurers that issue its commercial, technology, or cyber placements. Privacy materials say USI may disclose personal information to third-party insurance carriers as needed to provide insurance services. A 2021 claims kit lists many insurer claim-reporting contacts for clients who already have those carriers; that directory is not a current placement panel or underwriting list. 43,38,37,35,47
