At-Bay’s technology errors and omissions combining professional liability and cyber, including advertised service-credit damages, is not Hartford FailSafe and is not workers’ compensation. At-Bay markets miscellaneous professional liability (MPL) on a primary basis for businesses of all revenue sizes, with limits up to $5 million and state restrictions. The product page describes claims-made-and-reported coverage, a duty to defend and a tailored definition of professional services. 4

At-Bay advertises excess Cyber and Tech E&O alongside primary coverage. The excess catalogue entry refers to those specialist lines; it does not establish a general commercial umbrella offering. 3,2

Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 29

At-Bay lists California P&C and surplus-lines license number 0L73812 for At-Bay Insurance Services LLC. This is a company disclosure, not an independently checked California Department of Insurance record or confirmation that a particular product is available. 5

The reviewed product and licensing pages do not establish current California eligibility for a specific startup, product and issuing insurer. At-Bay warns that products may not be available in every state, and MPL has state restrictions; obtain California placement confirmation through the broker. 5,2,3,4

The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 15,17,25,22

The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 16,41,17

Servicing and renewals

At-Bay Stance offers vulnerability monitoring, fraud defense, employee security training and access to cyber advisors. Access is tied to the policy’s Embedded Security Fee and Endorsement; optional managed detection and response (MDR) is a separate purchase from At-Bay Security, LLC. 7

At-Bay markets Stance MDR for endpoints and email, plus managed extended detection and response (MXDR) spanning endpoint, email, identity and cloud. It says MDR is optional for insurance and available beyond its policyholders. Coverage enhancements and premium credits have qualifying conditions. 7

At-Bay describes broker dashboard access to active policies and renewals, with rapid and manual renewal paths. Its platform page says rapid renewals bind automatically 15 days before expiry; buyers should confirm enrollment, terms and change deadlines with their broker. 6

The Hartford says small-business policyholders can retrieve certificates of insurance online at any time, manage billing and policy details through My Account or its mobile app, and, for workers’ compensation, use pay-as-you-go premium based on actual payroll and a My Workers’ Comp Connection portal. Cyber policyholders are described as having access to a Cyber Center with training and related resources. The reviewed sources did not disclose a published schedule of certificate, endorsement or installment-service fees charged to the insured. 15,25,26,28,39

At-Bay announced in August 2023 that eligible new E&S Cyber and Tech E&O business would be quoted on At-Bay Specialty Insurance Company paper. That historical announcement does not identify the insurer on a current California quote or establish the issuer for MPL. 11

The current MPL product page does not name its issuing insurer. A September 2023 announcement names United Specialty Company for MPL, but that historical reference is insufficient to establish the current contracting insurer or California placement. 4,13

Coverages described on Hartford sites may be offered by one or more property-and-casualty subsidiaries listed in the Legal Notice. Hartford Fire Insurance Company (NAIC 19682) is authorized in all U.S. states and the District of Columbia according to that notice, and California CDI independently confirms its California authorization.
