Harper vs Layr

How Harper’s referral brokerage and Layr’s broker-branded service differ for a business that wants better insurance administration.

Introduction

Harper is a commercial insurance brokerage that handles placement and ongoing service, including referred accounts that its partner program assigns to Harper. Layr supplies software and licensed support behind a participating brokerage’s brand while that brokerage can remain broker of record. For a business seeking easier insurance administration, these are different ways to change the service team and the relationship behind it. 2 15 20 23

Key Differences Between Harper and Layr

The Service Experience and the Account Relationship

If a restaurant group’s agent proposes outside help with its small-commercial policies, establish whether the account is moving to Harper or staying with the existing brokerage using Layr. Harper’s referral terms give the referring agent commission participation without ongoing service rights or duties. Layr’s broker materials say the brokerage retains its appointment and commissions while Layr handles sales, service and support. The restaurant needs to know who will answer the next coverage question, not only whose logo appears on the portal. 15 20

Harper also has a separate wholesale offering with white-label options. Do not assume every Harper-assisted placement is the referral arrangement. Ask for the chosen agreement and name the party responsible for advice, policy changes and claim communication. Layr’s branding model likewise does not make the support operator the insurer taking the risk. The issued policy should identify that separate company. 14 24 20

Coverage Scope at a New Location

the restaurant group plans another location with alcohol service and delivery. Harper explicitly markets liquor liability and commercial auto alongside property and workers’ compensation. Layr’s current New Business Capture illustration shows common commercial lines, including auto and property, but does not establish a complete current restaurant package. Its FAQ allows products to be added for a brokerage. Request the participating broker’s actual supported products and any specialist placements outside Layr. 7 1 22 24

The broader agency may supply a line that the Layr demonstration does not show. Conversely, Harper listing liquor or auto does not prove that this location and these drivers are eligible. Send the lease, alcohol operations, vehicle use and employee duties together; ask each team to map those facts to the proposal’s exclusions and endorsements. That establishes whether the new service arrangement can support the expansion, rather than merely process the existing policies. 7 10 24

Cyber remains in Layr’s current demonstration, but its detailed product URL was unavailable in a later source check. Do not use the historical feature table as current policy terms or infer that the category disappeared. If the restaurant wants cyber protection for its digital operations, request the currently available insurer and form through the broker, and apply the same request to Harper’s cyber offering. 22 25 1

Renewal Authorization Before Business Changes

Layr describes hands-free handling for automatic-renewal policies and gathering updates in advance for others. Harper describes annual coverage reviews and renewal communications. If the new location opens near expiration, ask who updates the operation and who authorizes the new term. An automatic process is useful only when the business’s approval and changed exposure are captured. 24 17 2

Layr’s public FAQ does not specify the opt-out deadline for an automatic renewal. Harper’s description of annual review does not promise re-shopping every policy. Request a calendar covering exposure updates, market search, receipt of terms and authorization. For both arrangements, ask what happens if the business does not respond, especially when the introducing agent is no longer performing service duties. 24 17 15

Certificate access should also have a separate change path. Harper’s portal and Layr’s portal materials describe document functions, but a new landlord’s coverage requirement may require insurer-approved wording. Ask who receives the contract, identifies any endorsement and confirms its issuance. Harper expressly prohibits changing coverage by text; Layr’s submission-to-underwriting description similarly leaves insurer acceptance as a separate step. 16 2 23 29

Agency Economics and the Buyer’s Bill

Harper’s referral commission split is not a customer-fee schedule. Layr’s current broker FAQ says it receives a percentage of premium while the broker keeps commissions; a separate consumer disclosure describes carrier commissions and a possible finance fee. Ask which arrangement applies and whether any costs are passed to the restaurant. Neither keeping commissions nor joining a referral program without a fee establishes the buyer’s total charge. 15 24 26

For claims, Harper describes advocacy and document assistance; Layr describes claims activity and licensed support in its portal. Preserve the insurer’s notice details and identify the escalation contact after the service transition. 17 23

What to Confirm in Quotes

  • An account-responsibility agreement: Identify the broker of record, service operator, referral or wholesale arrangement and the original agent’s remaining duties. 15 14 20
  • A restaurant coverage schedule: Confirm current liquor, vehicle, property and payroll placements, including any work outside the Layr implementation. 7 24
  • A renewal authorization calendar: Set change collection, shopping scope, approval and automatic-renewal opt-out steps. 17 24
  • A complete cost and contact sheet: Reconcile compensation and financing, and retain insurer notice details after any account handoff. 15 26 23

Service Comparison

Harper vs Layr: documented services and availability

CriteriaHarperLayr
Customer focus

Its advertised customers include contractors, restaurants, auto dealers, childcare and adult-care providers, manufacturers, and transportation businesses. Harper emphasizes operations that are difficult to place with an insurer. 8,13

Layr provides insurance workflow software and licensed support for independent brokerages serving small-commercial accounts. Policyholders use a broker-branded experience rather than necessarily buying from a storefront carrying the Layr name. 20,21,23

Business role

Harper is a commercial insurance brokerage: it helps businesses find insurance from other companies and arrange the purchase. You can request a quote online or speak with a specialist, who gathers information, approaches insurers and explains the options. 2,9

Harper’s text-messaging terms identify the brokerage as Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency. Its privacy policy instead names Harper Group Corp. The reviewed disclosures do not explain the corporate relationship between those names. 2,3

Harper separately markets wholesale access for other brokers, including specialty and non-admitted insurers. That page claims binding authority on selected programs but does not identify the delegating insurers, products, states or authority limits. It is not evidence that Harper itself bears the insured risk. 14

Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 27,19,20,23

The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 27,28,30

Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 20,24

Application process

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13

Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 22,29

Servicing and renewals

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2

Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 23,30

Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 24

Fees and compensation

Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 15

The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 15,17,9,2

Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 24,26

Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 26
