How Harper’s complex-risk placement differs from Vouch’s technology and contract-review services.

Introduction

Harper helps commercial businesses find insurers for complex operations, including contractors, care providers and transportation businesses. Its specialists use AI to organize submissions and follow-up work. Vouch arranges insurance for growing companies, with a technology practice and reviews of insurance requirements in customer agreements, leases and funding arrangements. 13 8 19 37

The practical question is which brokerage can connect the operating risks with the obligations in the next contract. A business selling security software and adding an on-site guard service would need both activities explained. Harper’s documented guard appetite and Vouch’s technology focus provide different starting points for that conversation; neither establishes acceptance of the combined business. 11 25

Key Differences Between Harper and Vouch

Work Descriptions and Policy Names

Harper’s security page specifically addresses armed guards, event security and mobile patrols, alongside liability for guard actions and professional negligence. If the company begins supplying guards rather than only software, send the duties, training arrangements and contracts for review. Ask Harper which proposed forms address those activities and whether any exclusion changes the answer. Its stated appetite is evidence of a placement focus, not confirmation that a particular guard operation is insured. 11

Vouch’s technology catalogue separately identifies technology errors and omissions, cyber, directors and officers, and product liability. For the software side, ask how the proposal describes the product and its implementation services. A policy labelled professional liability should not be assumed to treat a software failure, a guard’s conduct and a data breach identically. The comparison needs the covered-services definition and exclusions for the mixed operation. 25 26 11

Growth can also change the insurance question without changing the product. If a financing agreement introduces a directors and officers requirement, Vouch has a documented coverage and contract-review service to discuss. Harper markets management liability through its partner offering, but that label alone does not identify the selected coverage parts. Give both brokers the actual financing clause and ask for a separate explanation of the leadership protection proposed. 25 37 15

Contract Reviews, Endorsements and Certificates

Harper’s general-liability page asks buyers to send the certificate request as written and describes specialist-led placement. Vouch explicitly offers to review lease, customer and investor insurance requirements. These services overlap at the point where a business must translate a contract into insurance documents; they do not establish that either broker can satisfy every clause. 9 37

For the security contract, separate three deliverables: the broker’s review of the requirement, an endorsement changing the policy if needed, and a certificate summarizing the resulting insurance. Vouch’s certificate guide explains that listing a certificate holder does not itself give that party additional-insured protection. Request the underlying endorsement when the customer asks to be covered under the policy. 39

Fast communication matters when a job has a start date, but the milestone must be clear. Harper’s messaging terms require written confirmation from Harper and the applicable carrier; a text cannot bind or change coverage. Vouch likewise explains that coverage must be bound and reach its effective date, with applicable conditions satisfied. Ask for that confirmation before treating either an application response or certificate request as permission to start insured work. 2 27

The Brokerage and Each Proposed Insurer

Both companies arrange coverage with insurers. Harper’s privacy policy describes human and carrier review of final eligibility and binding decisions. Its wholesale page separately claims authority on selected programs, without mapping that authority to every product or state. The existence of AI tools or a delegated program does not make Harper the company responsible for all policy obligations. 3 14

Vouch’s current disclosure names Vouch Specialty Insurance Services, LLC as the broker. Older material about Vouch’s underwriting business needs care: Hiscox announced a transaction involving Corix and Vouch Insurance Company while describing Vouch as remaining an independent broker. Hiscox’s subsequent annual report records the Corix acquisition closing. That does not make every new Vouch proposal a Hiscox-issued policy. Ask whether each offer uses Corix or another market and read the insurer’s legal name. 20 28 29 26

For a mixed software-and-field operation, an account-specific market list is more useful than a network count: which insurers received the complete description, which would cover both activities, and which require separate policies? Harper’s underwriter relationships and Vouch’s combined presentation of carrier options describe access processes, not a promised number of suitable quotes. 13 26

Service Costs and Premium

Harper Partners describes a commission-sharing referral arrangement in which Harper handles placement and ongoing service. That arrangement tells an introduced buyer where the service relationship is intended to sit; it does not price the buyer’s policy or establish that there are no separate charges. Vouch discloses commissions and possible performance compensation, with additional payment or financing costs depending on the arrangement. Request the actual compensation disclosure and payment alternatives from each. 15 20

Harper advertises policy administration and annual coverage reviews, while Vouch describes coordination across carriers and contract reviews. For a business adding field staff, agree who will collect changed employee duties, payroll and operations before renewal. Harper specifically describes payroll classification and audit assistance; Vouch’s renewal guidance calls for updated business information. These are services to define in the engagement, without assuming a fixed renewal price or an automatic expansion of coverage. 17 10 26 40

Both describe claims assistance. Harper discusses documentation and insurer communication; Vouch advertises a dedicated advocate at no cost to clients. Those descriptions do not establish comparative claims quality. Obtain the insurer’s reporting instructions and ask how the broker will help if a loss could involve both the technology and field-service policies. 17 41 42

What to Confirm in Quotes

  • A written activity map: Identify software, installation, guard duties and vehicle use, then ask each broker which policy responds to each activity and where an exclusion needs attention. 11 25
  • A marked-up insurance requirement: Request the proposed limits and endorsements against the customer or funding agreement, separately from the certificate. 9 37 39
  • An insurer and program schedule: Distinguish Harper’s placement route and any Vouch/Corix program from the legal insurer named on each policy. Include state eligibility and binding confirmation. 14 26
  • An account-service and cost proposal: Name the contact for changing operations, renewals and claims, and itemize buyer charges and payment costs. If introduced to Harper by another agent, confirm which referral or wholesale arrangement applies. 15 14 20 41

Coverage lines

Harper’s privacy policy says it does not currently offer health or life insurance. The life qualification on its Georgia agency license does not establish that a life product is available through Harper. 3,4

Harper advertises general and professional liability, commercial property and auto, cyber, garage liability, umbrella coverage and bonds. Its coverage directory also lists workers’ compensation, equipment, liquor liability, medical malpractice and product liability; the intake selector includes a business owner’s policy combining property and liability. 1,7

Harper’s security page includes armed guards, event security and mobile patrol businesses. It describes liability for guard actions and professional negligence alongside equipment and vehicle protection. The page does not supply the insurer or policy wording for a particular security operation. 11

Harper also arranges license, permit, contract, dealer, court and fiduciary bonds. Its bond page explains that the buyer may have to repay amounts the bond company pays on a claim. Ask for the bond and indemnity agreement—the repayment promise—when reviewing this part of a proposal. 12

The reviewed product pages are coverage summaries. They do not provide a specimen policy tied to a named insurer, state and form edition from which to establish common limits, deductibles or exclusions. Ask for the actual forms and endorsements, which change or add to the policy. 7,9,11

Vouch lists technology errors and omissions, cyber liability, directors and officers, general liability, workers’ compensation, employment practices liability, key person, crime, product liability and umbrella coverage for technology companies. The list describes options, not a package that automatically includes every line. 25

A public Corix Cyber and E&O application names United Specialty Insurance Company and offers selectable cyber, errors and omissions, and media liability coverage. Its first page describes claims-made liability coverage and says defense costs reduce the available limit unless the policy is endorsed otherwise. 33

Corix’s other documented programs include management liability with directors and officers, employment practices and fiduciary options, and a commercial package with general liability, property, hired and non-owned auto, and employee benefits liability options. 34,35

The reviewed Vouch pages and Corix materials did not establish a complete current policy form, endorsement set or insurer-by-product schedule for a new Vouch buyer. Ask for those documents with the proposal, especially when a quoted policy comes from a different insurer or program. 21,26,32,34,35,33,45

Corix’s cyber/E&O page describes system-failure business interruption and a form combining professional and technology E&O. It also warns that social engineering, AI activities and intellectual-property disputes can have conditions, sublimits or exclusions. 32

Corix’s management liability page describes an option to use defense counsel outside its panel, subject to conditions such as sharing costs. Crisis-management expenses have sublimits, and pre-claim assistance is an optional extension with its own terms. 34

Application process

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13

Vouch’s public application starts with your legal business name, website, business address and location type, followed by your role and contact details. There is a separate sign-in path for an existing application or policy. 24

Vouch says its platform presents carrier options together, with differences in coverage, exclusions, endorsements and pricing explained by advisors. The reviewed pages do not promise a fixed number of quotes or a search of every insurer. 26

Vouch says many technology companies can arrange coverage within days, with smaller programs sometimes completed in minutes. Those are company timing claims. Its buying guide says coverage requires binding confirmation and the effective date, with underwriting and payment conditions satisfied. 25,27

Fees and compensation

Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 15

The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 15,17,9,2

Vouch Specialty earns commissions on insurance sales and may also receive compensation based on the performance of the products sold. Its disclosure invites questions about compensation on a specific proposal or placement; it does not publish a commission percentage. 20

Vouch may pass through credit-card, debit-card or ACH transaction fees where permitted. Its disclosure lists wire and check as alternatives and says premium financing may be offered through Slash Eureka, Inc., doing business as Ascend, or an affiliate. 20

Servicing and renewals

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2

Vouch offers a complimentary coverage review that it describes as identifying gaps and comparing a program with industry peers. It also offers reviews of insurance requirements in leases, customer agreements and funding arrangements. 36,37

Vouch says customers can request certificates of insurance through their account and include a third party in the request. A certificate summarizes insurance; the policy and any required endorsements determine that third party’s actual coverage. 38,39

Vouch says it coordinates documentation, communication and renewal cycles across carriers. Its renewal guide asks buyers to prepare updated financials, claims history and business changes, starting 30–60 days before renewal. That is preparation guidance, not a guaranteed service timetable or automatic renewal commitment. 26,40
