Cowbell vs
Harper
How Cowbell’s cyber programs and incident-response services compare with Harper’s brokerage for security-guard operations.
Introduction
Cowbell distributes cyber insurance and related specialty programs through agents, with security tools and a dedicated incident-response service. Harper is a commercial brokerage that explicitly markets to security-guard businesses and uses AI to assist submissions and insurer follow-up. For a security company, the question is how to coordinate insurance for what guards do at a site with insurance for the data and systems used to run that operation. 8 22 21 33 35

Key Differences Between Cowbell and Harper
Physical Security Work and Cyber Coverage
A security company is adding mobile patrol work while storing client access instructions and incident reports in a cloud system. Harper's security page explicitly discusses armed and unarmed guards, event work, mobile patrols, use-of-force risks and professional negligence. That gives a submission starting point: describe patrol duties, weapons, vehicles and contractual responsibilities so the broker can seek appropriate insurer terms. The page establishes a focus on these operations, not automatic acceptance of every security assignment. 33
Cowbell's cyber programs address a separate question: what cover applies if client information is exposed or systems are disrupted? Its Prime 100 overview describes security-breach expense, liability and business-income cover with specific conditions. Give the cyber broker the data inventory and reliance on the cloud system alongside the physical-work description. Harper's explicit security appetite does not establish Cowbell's acceptance of that same business; request a program-specific appetite decision. 11 33
Harper also lists cyber within its broader coverage directory, so it can be asked to coordinate both discussions. Cowbell also offers technology E&O and management-liability programs, so “cyber specialist” is not an exhaustive catalogue description. The useful arrangement may be a broader broker assembling several policies with a specialist program for one part. Confirm the actual access relationship; the reviewed sources do not establish that Harper can place Cowbell. 29 16 18 8
Business Interruption and Service Errors
For the patrol company, losing access to dispatch or incident records could interrupt operations even without a data breach. Cowbell's Prime 100 business-income description excludes system failure and voluntary shutdown, while Prime 100 Pro lists system-failure and contingent-business-interruption enhancements. These are reasons to ask which offered form addresses an outage at the company or a service provider. They are not interchangeable promises under every Cowbell policy. 11 12
Ask Harper to make the same event-based comparison across its proposed cyber markets. Its security page's professional-liability discussion concerns allegations about security services; it should not be assumed to replace cover for the company's own system outage. Request separate answers for a missed patrol allegedly harming a client and a cyber interruption costing the company income. 33 29 12
Placement Tools and Security Services
Harper describes AI assisting document ingestion, applications and follow-ups, with professional and carrier review of final decisions. That may help assemble a submission containing guard duties, payroll and loss information. Cowbell describes security connectors, risk insights and training used to understand and improve the insured's cyber practices. One set of tools supports insurance administration; the other includes activities inside the insured's security program. Ask who on the company team must provide documents versus configure or act on security tools. 35 25 22 11
Cowbell's service catalogue includes both bundled or trial access and paid subscriptions. Security tools are therefore part of a service and cost discussion, not proof of a better claims result. Harper's published placement-speed claims are likewise company marketing rather than a tested turnaround for this security company. Establish the information and insurer approvals still needed for the actual account. 22 35
Renewals, Binding Authority and Emergency Notice
Adding patrol duties also affects the physical program. Harper's workers' compensation materials discuss payroll classification and audit preparation. Give the team the new duties rather than only the increased payroll total. For Cowbell, the renewal process depends on the product: Prime 100 proposals use prior-year details and are generated roughly 60 days ahead; Prime 250 requires a signed application and review. Updated operations and cloud dependencies need to reach the relevant team before the proposal is accepted. 32 20
Harper's SMS terms say a text does not bind, change, renew or cancel cover; written confirmation from Harper and the applicable insurance carrier is required. They also direct urgent matters away from SMS. Cowbell describes 24/7 in-house cyber claims and incident-response access. Save the insurer-specific contact for a live cyber event separately from the guard-liability and workplace-injury contacts. Routine messaging convenience does not establish an emergency response route. 24 21
Both businesses operate as intermediaries in the relevant placements; actual insurer identity and authority matter. Harper's wholesale page describes selective binding authority without a universal product or insurer list. Cowbell's disclosure says it may act as a general agent. Ask which entity can bind this policy and which insurer owes the coverage, rather than treating automation or program branding as that authority. 36 8
Premiums, Fees and Security Subscriptions
Cowbell publishes a 2.99% card fee for direct billing and separate financing arrangements; agency billing goes through the agent. Harper's partner commission split concerns compensation between producers, not a customer discount or a public retail fee schedule. Request the premium, insurer and agency charges, payment costs and optional security subscriptions for the same scope. Pricing only cyber against Harper's whole security program would compare different purchases. 20 22 37 39
What to Confirm in Quotes
- Operations and data submission: provide patrol duties, vehicles, payroll, client records and cloud dependencies; request separate insurer acceptance for physical and cyber risks. 33 32 11
- Outage and service-error wording: distinguish the company's income loss from a client's allegation about a missed security service, with any system-failure or provider-outage endorsements attached. 12 33
- Service responsibility file: identify the placing broker, binding authority, security-tool owner and emergency reporting contact for each policy. 8 21 36 24
- Renewal and annual cost: include payroll updates, cyber application requirements, all fees and paid services rather than a partner commission illustration. 32 37 20 22
Service Comparison
Cowbell vs Harper: documented services and availability
| Criteria | Cowbell | Harper |
|---|---|---|
| Business role | Cowbell is a specialty-insurance platform and agency, not the insurer named on every policy. Cowbell Insurance Agency LLC says it is a U.S. property-and-casualty producer and may act as a general agent for one or more carriers; the issuing insurer remains responsible for the policy. 1,5,2 Cowbell identifies Zurich as a $60 million Series C investor and partner, while Zurich describes Cowbell as its technology collaborator for Select Plus. The reviewed sources do not describe Cowbell as a Zurich subsidiary or say that Zurich underwrites every Cowbell product. 4,19,3 | Harper is a commercial insurance brokerage: it helps businesses find insurance from other companies and arrange the purchase. You can request a quote online or speak with a specialist, who gathers information, approaches insurers and explains the options. 24,31 Harper’s text-messaging terms identify the brokerage as Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency. Its privacy policy instead names Harper Group Corp. The reviewed disclosures do not explain the corporate relationship between those names. 24,25 Harper separately markets wholesale access for other brokers, including specialty and non-admitted insurers. That page claims binding authority on selected programs but does not identify the delegating insurers, products, states or authority limits. It is not evidence that Harper itself bears the insured risk. 36 |
| Application process | A U.S. buyer works through an insurance agent or broker. Cowbell provides a state-filtered agent directory, while appointed agents use Cowbell's platform to quote, bind and issue eligible products; no direct-to-buyer quote path was documented in the reviewed sources. 8,1,9,11 | The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 23 The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 28 Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 25 The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 25 Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 24 Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 35 |
| Servicing and renewals | Cowbell describes continuous risk ratings, policyholder insights, security connectors, cybersecurity training and resiliency support alongside its cyber products. Some services are complimentary or limited to a trial or first policy year; managed detection, penetration testing, identity monitoring and compliance support also appear as subscription services for qualified customers. 22,11,15 Cowbell's FAQ directs policyholders to their agent for cancellation and directs agents to Cowbell for endorsements. It describes different renewal workflows: Prime 100 proposals are generated roughly 60 days before expiration, while Prime 250 requires a signed renewal application and underwriting review before a quote is released. 20 | For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 32,40 Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 37,36 Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 38 Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 39,24 |
| Fees and compensation | For direct-billed policies, Cowbell lists ACH or wire, e-check, credit card, phone payment, check and premium financing. Its FAQ discloses a 2.99% credit-card processing fee and says a financing selection shows the amount financed, payment schedule and finance charge before enrollment. 20 The reviewed U.S. sources did not disclose Cowbell's producer commissions or other insurer-paid compensation, and they did not publish policy premiums applicable across buyers. Ask the broker for an itemized quote and any compensation disclosures that apply to the placement. 2,20,5,10 | Harper Partners advertises a payment of 50% of Harper’s commission to an appropriately licensed referring agent, paid 60 days after the account settles. It says the underlying commission varies by coverage line, premium and carrier. The percentage is a share of commission, not a discount on the buyer’s premium. 37 The reviewed Harper pages do not disclose a buyer-facing schedule of brokerage fees or account-specific commission rates. Its statement that partner agents can join for free does not establish that buying insurance through Harper carries no fees. Request an itemized total, including premium, taxes, fees and any financing charges. 37,39,31,24 |
| Claims assistance | Cowbell says its in-house cyber claims team and incident-response panel are available around the clock. Its public intake instructions ask for the policy number or company name, the incident date and details, and a point of contact; coverage and claim payment still depend on the issuing insurer and policy. 21,11,14 | Harper says its team assists with claims documentation and communication, and advocates with the carrier. This describes brokerage assistance. The insurer named in the policy remains the company responsible for covered losses; claims support is not a promise that a claim will be paid. 39,40 A dedicated claims-reporting procedure, after-hours response commitment and policy-specific notice address were not established in the reviewed Harper sources. Obtain those instructions with your policy. Harper’s messaging terms warn against relying on texts for urgent matters. 39,38,24 |
