Complex-Operations Broker Versus Carrier

Harper advertises contractors, restaurants, auto dealers, care providers, manufacturers and transportation accounts, with emphasis on operations that are difficult to place. Chubb’s technology practice pages are aimed at software, services, communications and hardware companies. Those are different advertised audiences. Harper might still seek Chubb paper for a class Chubb will write; these pages do not show that placement. 51 4

Harper’s Georgia agency license and wholesale authority support placement, not California product eligibility by themselves. Chubb’s admitted California companies likewise do not prove Harper can bind Chubb for a given class. 47 41

Workers’ Compensation Classification Versus Package Tech

Harper emphasizes workers’ compensation classification and payroll audit support. Chubb markets small-business workers’ compensation up to $30 million in revenue with its own claims and medical-management descriptions. If the account’s main problem is class codes and field payroll, Harper’s service description is the relevant comparison; if the problem is technology E&O wording, DigiTech is. 53 8

Harper’s text-messaging terms identify the brokerage as Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency. Its privacy policy instead names Harper Group Corp. The reviewed disclosures do not explain the corporate relationship between those names. 45,46

Harper separately markets wholesale access for other brokers, including specialty and non-admitted insurers. That page claims binding authority on selected programs but does not identify the delegating insurers, products, states or authority limits. It is not evidence that Harper itself bears the insured risk. 57

Customer focus

Chubb markets technology insurance to software and systems developers, technology services and consulting firms, communications and network providers, and electronics and hardware manufacturers, describing appetite from small startups and venture-backed private companies through public and multinational corporations. Its small-business BOP lists technology among more than 500 classes for businesses with up to $30 million in revenue. 4,7,5

Its advertised customers include contractors, restaurants, auto dealers, childcare and adult-care providers, manufacturers, and transportation businesses. Harper emphasizes operations that are difficult to place with an insurer. 51,56

Coverage lines

For technology companies, Chubb markets DigiTech Enterprise Risk Management as a single policy addressing technology errors and omissions, media and cyber exposures, alongside Cyber ERM for cyber, privacy and media and Pro ERM for professional, media and cyber. Chubb’s U.S. commercial catalogue for technology and other businesses also includes package policies (BOP, Benchmarq and Customarq combining property, business income and general liability), workers’ compensation, commercial auto, umbrella and excess, ForeFront management-liability parts (including D&O, employment practices, fiduciary and crime), property, inland marine, builders’ risk, equipment breakdown, ocean cargo, environmental/pollution, surety, product recall, and representations and warranties for large-account multinational programs. 4,7,11,15,25,27

Harper’s privacy policy says it does not currently offer health or life insurance. The life qualification on its Georgia agency license does not establish that a life product is available through Harper. 46,47

Harper advertises general and professional liability, commercial property and auto, cyber, garage liability, umbrella coverage and bonds. Its coverage directory also lists workers’ compensation, equipment, liquor liability, medical malpractice and product liability; the intake selector includes a business owner’s policy combining property and liability. 44,50

Harper’s security page includes armed guards, event security and mobile patrol businesses. It describes liability for guard actions and professional negligence alongside equipment and vehicle protection. The page does not supply the insurer or policy wording for a particular security operation. 54

Harper also arranges license, permit, contract, dealer, court and fiduciary bonds. Its bond page explains that the buyer may have to repay amounts the bond company pays on a claim. Ask for the bond and indemnity agreement—the repayment promise—when reviewing this part of a proposal. 55

The reviewed product pages are coverage summaries. They do not provide a specimen policy tied to a named insurer, state and form edition from which to establish common limits, deductibles or exclusions. Ask for the actual forms and endorsements, which change or add to the policy. 50,52,54

Application process

Appointed agents and brokers can quote, and for eligible risks issue, small-business and cyber accounts through Chubb Marketplace, and can use Cyber Central for an express cyber quoting path. Marketplace cyber quoting is described for eligible risks with less than $100 million in revenue; referred risks go to underwriters. Businesses seeking coverage are directed to an agent, a U.S. contact form, or chubbsmallbusiness.com for small-business quote inquiries. The reviewed public pages do not describe a general-public online bind for middle-market technology programs. 9,10,30,31,12

The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 44

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 49

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 46

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 46

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 45

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 56

Access to insurers

The issuing insurer is a Chubb-group underwriting company named on the policy. Reviewed sources identify Federal Insurance Company as a primary U.S. underwriting company, ACE American Insurance Company as a U.S. issuing company on surety materials, and Westchester Fire Insurance Company or Westchester Surplus Lines Insurance Company (and, for some Westchester business, Illinois Union or other ACE paper) depending on the placement. Buyers should read the declarations rather than assume a single “Chubb” legal insurer. 30,25,28,36,41

Harper’s homepage displays insurers including Progressive, Kinsale, USLI, Atlantic Casualty, James River, GEICO, AIG and Hiscox. Its February 2026 announcement reports relationships with more than 165 underwriters and plans for more direct appointments. An underwriter count is not a count of distinct insurers that will quote your account. 44,56

An older Harper article says it uses only AAA-rated carriers, without specifying the rating agency, legal insurers or dated rating records. That does not establish a financial-strength rating for the insurer on your quote. Request that insurer’s exact name and current rating evidence. 60
