A security-guard or construction account that cannot finish online through Hiscox’s small-business path often needs a brokerage that will talk to surplus-lines and specialty markets. Harper advertises that kind of commercial placement and even shows Hiscox on its homepage alongside Progressive, Kinsale and others. Hiscox sells small-business insurance directly to eligible professional and service businesses. Seeing the Hiscox logo on Harper’s site does not mean your Harper quote is a Hiscox policy. 1 34

Hiscox NOW appetite and About Hiscox US say admitted small-business products described there are underwritten by Hiscox Insurance Company Inc., a Chicago-based insurer licensed in all 50 states and D.C. Hiscox refers small-business buyers to other insurers or marketplaces for several products: workers’ compensation is underwritten by Hartford Fire Insurance; the commercial-auto page refers customers to GEICO and affiliates; medical malpractice is accessed through NOW Insurance, which Hiscox says is not affiliated with the Hiscox group; short-term liability is underwritten by Markel Insurance Company through Thimble. A separate other-insurance page instead partners with CyberPolicy for commercial auto, umbrella, directors and officers, and employment practices liability. Hiscox Inc. says it is an approved Lloyd’s coverholder and underwrites surplus-lines business on behalf of Lloyd’s Syndicates 33 and 3624, with U.S. surplus-lines placements made by licensed surplus-lines brokers. Terms also say Hiscox Inc. may place admitted and surplus-lines business with Hiscox Insurance Company Inc., other domestic insurers, and Lloyd’s syndicates. The public quote form asks for your contact and business details, state, estimated annual revenue, business activity and requested coverage. It includes an existing-customer checkbox and a text-message consent choice. The visible form starts an inquiry; it does not display a final premium or issued policy. 1

The founders describe Harper Hub as internal software that helps complete forms, identify carriers and underwriters, and manage client communications. Their Y Combinator launch describes full autonomy as a direction for the business. 6

Harper’s privacy policy says AI extracts document information, drafts messages for review, organizes follow-ups and assists staff. It says licensed professionals and carriers review final decisions, including eligibility and binding. AI marketing therefore does not establish that a machine can approve your coverage on its own. 3

The privacy policy describes collecting applications, loss records and business documents. It also says customer communications and policy information train Harper’s own models, while its enterprise AI vendors state they do not train their foundation models on customer data. These are different uses of your information. 3

Harper’s messaging terms say a text cannot bind, change, renew or cancel insurance. Coverage takes effect only with written confirmation from Harper and the applicable carrier; quotes sent by text remain subject to underwriting and final documentation. 2

Harper’s February 2026 announcement advertises coverage within 24–48 hours. That is a company timing claim, not a deadline established for your application. Ask what information and approvals are still outstanding before arranging work around a proposed start date. 13

Hiscox says eligible buyers can get a small-business quote online by entering a zip code and answering questions, and that general liability, professional liability, cyber and BOP are offered online. Licensed advisors are available by phone at posted Eastern Time hours. The general-liability FAQ says that after the application is completed, the policy is issued by email and a certificate appears in welcome documents. These are company-described steps; eligibility and binding conditions require confirmation on the actual application. 34,25,19

Servicing and renewals

For workers’ compensation, Harper says it helps classify payroll by the work employees perform and prepares information for premium audits. Its cost FAQ identifies payroll, job categories and claims history as pricing factors. An audit can reconcile the information used to price the policy; Harper’s service description is not a promise that your premium cannot change. 10,18

Under that referral program, Harper says it owns the account and handles quoting, placement, servicing, renewals and claims; the referring agent has no servicing duties. Its separate wholesale page offers white-label options. If another agent introduces you, clarify which arrangement applies and who will be your ongoing contact. 15,14

Harper’s public portal entry page advertises access to certificates, policies, payments and application status. Sign-in uses the email address associated with a Harper invitation; the page directs customers without an invitation to its service team. Features behind sign-in were not tested. 16

Harper describes ongoing policy management and annual coverage reviews. Its messaging terms list reminders about renewals, billing and premium finance, along with communications about changes and certificates. These service descriptions do not specify a guaranteed renewal price or a commitment to re-shop every policy. 17,2

Hiscox describes an online policyholder account for downloading policy documents, generating ACORD certificates, adding an authorized person, changing a same-state address or business name, requesting a loss run or waiver of subrogation, updating a certificate holder and submitting documents. Payment-method, new-state address, limit, additional-location, coverage-adjustment and cancellation requests are listed as phone-assisted. Harper says its team assists with claims documentation and communication, and advocates with the carrier. This describes brokerage assistance. The insurer named in the policy remains the company responsible for covered losses; claims support is not a promise that a claim will be paid. 17,18
