The Ride Limit Is $500,000
Do not quote a $1 million engaged-ride limit into Pennsylvania. Both opened chapters set $500,000 of primary automobile liability on a prearranged ride. The logged-on period stays at $50,000/$100,000/$25,000. A form that uses another state's $1 million ride number is not these sections. 1,2
Medical Benefits Are Split by Who Is Hurt
Section 57A07 lists first-party medical benefits under 75 Pa.C.S. § 1711, including $25,000 for pedestrians and $5,000 for a driver, and the matching chapter uses the same medical structure for passengers and pedestrians versus the driver. A liability-only quote that skips those medical benefits is incomplete. 1
City and Utility Chapters Match, and Both Are Passenger Rides
Title 53 and Title 66 print the same liability figures, so you do not get to pick a higher out-of-state number because two Pennsylvania chapters exist. Both define a prearranged ride as transportation of a passenger, ending when the last passenger departs. A goods delivery is outside both. 2

Reported tax rate: 3% of gross premium (2% for eligible surplus-lines risk retention groups) Pennsylvania charges 3% of gross surplus-lines premiums (2% for an eligible surplus-lines risk-retention group); the tax is in addition to premium, is borne by the insured, and is collected by the producer. For multistate risks, the 2025 Revenue instructions say all gross premiums are taxable when Pennsylvania is the home state, while Insurance Company Law §1621(d) says tax is levied only on premium reasonably ascribable to Pennsylvania risk; confirm allocation with your producer or the state. Surplus-lines coverage is excluded from the guaranty association, and qualifying large risks or exempt commercial purchasers may use distinct no-search routes, with the ECP route requiring disclosure and written request. 6,7,8,9
