Last-mile delivery insurance in Kentucky
KRS 365.532, effective for motor-vehicle liability policies issued or renewed on or after January 1, 2025, requires coverage during both the delivery-available period and the delivery-service period of at least $50,000, $100,000, and $25,000, or the amounts in KRS 304.39-110(1)(a) if those are greater. The passenger-network rule is different: pre-trip acceptance under KRS 281.655 is $50,000/$100,000/$25,000, but a prearranged passenger ride uses the for-hire passenger table, $100,000/$300,000/$50,000 for a vehicle with seven seats. Do not put a goods delivery on that passenger table. 3,1
What Is Last-Mile Delivery?
Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. Read the national Last-mile delivery guide.

What to Watch for in Kentucky
Both Delivery Periods Use the Same Floor
KRS 365.532 does not jump to $1 million when a delivery is accepted. The delivery-available period and the delivery-service period share the $50,000/$100,000/$25,000 floor, unless KRS 304.39-110(1)(a) is greater. That cross-referenced section was not the page opened here, so have the broker read it before you assume $50,000 is the higher number. 3
The Delivery Statute Attaches at Renewal
The Legislative Research Commission note on KRS 365.532 says the statute applies to policies issued or renewed on or after January 1, 2025. A policy issued before that date does not pick up the delivery-network floor until renewal. Ask which expiration date actually brings the statute onto the form. 3
A Passenger Ride Uses a Different Table
For a transportation network company, KRS 281.655 sends the prearranged ride to the passenger-vehicle minimums in subsection (4), which for seven seats is $100,000/$300,000/$50,000, not a flat $1 million. KRS 281.010 defines TNC service as prearranged passenger transportation. A goods delivery belongs in KRS 365.530 and 365.532, not on the seven-seat passenger line. 1,2,4
Who Regulates Insurance in Kentucky

Surplus-lines tax and stamping office
Reported tax rate: 3% on Kentucky-home-state premiums and other premium consideration; separate 1.8% surcharge on eligible risks located in Kentucky, subject to statutory exceptions; applicable local-government premium tax may also apply When Kentucky is the insured's home state, the state tax is 3% of premium and other consideration treated as premium; local-government premium taxes may also apply. A separate 1.8% surcharge generally applies to Kentucky risks, but state law exempts multistate nonadmitted risks and specified government and nonprofit premiums. The broker must make a diligent effort to place coverage with an admitted carrier before using surplus lines. 8,11,9,10,12
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
