Last-mile delivery insurance in Vermont
Beginning July 1, 2018, 23 V.S.A. § 750 requires $50,000 per person, $100,000 per incident, and $25,000 property damage while a driver is logged on and not on a prearranged ride. On a prearranged ride it requires $1 million liability, $1 million uninsured and underinsured motorist coverage, and $5,000 medical payments. The section recognizes use of a vehicle to transport passengers for compensation. Section 751 separately tells the company to collect proof of financial responsibility in the amounts the company requires, which can sit above the statutory floor. 1,2

The Ride Needs Three Coverages, Not One Limit
Section 750 does not stop at $1 million liability. The prearranged ride also needs at least $1 million uninsured and underinsured motorist coverage and $5,000 medical payments. A liability-only quote misses two of the three on-ride requirements. The logged-on period stays at $50,000/$100,000/$25,000. 1
The Company Can Require More Than the Statute
Section 751 says the driver application must include proof of financial responsibility for the personal vehicle of a type and in the amounts required by the company, and the company must confirm automobile liability insurance. The statutory floor in § 750 is not a promise that the company's own prerequisite is the same number. Ask for the company's required amounts before you bind only the statute. 2
The July 1, 2018 Duty Is Passenger Transportation
Section 750 requires insurance that recognizes the driver uses a vehicle to transport passengers for compensation. A parcel or grocery delivery is not that passenger trip. The $1 million ride package is not a goods-delivery minimum. 1
