Last-mile delivery insurance in Ohio
Ohio Revised Code section 3942.02, effective March 23, 2016, requires at least $50,000 for one person, $100,000 for two or more, and $25,000 property damage while a driver is logged on and not engaged in transportation network company services. While engaged, the primary limit is at least $1 million. Section 3942.01 starts those services when the driver accepts a rider's request and ends them when the last requesting rider leaves the personal vehicle. The $1 million duty in section 3942.02 runs through transport and ends when the last rider departs. The Split Has Been in Force Since March 23, 2016
Section 3942.02 took effect March 23, 2016. A policy issued for an Ohio driver still has to show the logged-on floor and the $1 million engaged limit. There is no separate delivery-network dollar schedule in the sections that opened. 1
The Trip Is a Rider's Request
The definition is a ride requested by a rider and transportation of that rider. Accepting a restaurant or parcel order is not that request. Do not price a goods route on the $1 million rider-services limit. 2

Reported tax rate: 5% of gross premium, net of return premiums For Ohio-home-state surplus-lines placements, Ohio sets a 5% tax on gross premiums after returned premiums and requires the surplus-lines broker to collect it when the policy is delivered. A diligent search usually applies; a qualifying exempt commercial purchaser may request nonadmitted placement in writing after disclosure that authorized-market coverage may offer greater protection, and the policy requires a signed notice of no Ohio guaranty-association benefits. 6,7,8
