Section 321N.1 says the driver transports passengers for compensation. A courier dropping groceries is not the prearranged ride in that definition. The $1 million figure is the passenger-ride limit, not a parcel-cargo limit. 2
Log-On and the Ride Use Different Limits
Section 321N.4 keeps $50,000/$100,000/$25,000 until the driver is engaged in the prearranged ride, then moves to $1 million. A single combined limit that ignores the logged-on period leaves the availability window uninsured at the statutory floor. Ask which policy is primary in each period. 1
Do Not Invent a Delivery Chapter
The opened 321N materials regulate transportation network companies and passenger rides. They do not enact a delivery-network insurance schedule. If a broker cites a delivery-network bill, ask for the enacted section, because this chapter is not it. 3

Iowa Insurance Division
The Iowa Insurance Division licenses insurance producers and maintains separate lists for licensed insurers and surplus-lines insurer categories.
