Last-mile delivery insurance in Oregon
The 2023 Oregon Revised Statutes text does not set separate liability dollar limits for a logged-on period and a prearranged ride. ORS 742.520 requires a transportation network company to provide a motor-vehicle liability policy with personal injury protection while the driver is providing passenger transportation, and ORS 742.524 lists medical expenses of not more than $15,000 among those PIP benefits. ORS 742.518 defines a private passenger motor vehicle as one not used as a public or livery conveyance, and it excludes utility and panel-type vehicles used for wholesale or retail delivery other than farming. 1

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. Do Not Import a 50/100/25 Liability Split
Bills that printed $50,000/$100,000/$25,000 and $1 million transportation-network liability limits did not become that schedule. The enacted ORS sections that opened require a liability policy with personal injury protection during passenger transportation, and they state PIP medical expenses of not more than $15,000. Ask the broker for the liability limit in the form, because the statute text that opened does not set one. 1,2
Retail Delivery Is Outside the Private-Passenger Definition
ORS 742.518(8) says a private passenger motor vehicle is not a public or livery conveyance, and it treats certain utility, pickup, sedan-delivery, and panel trucks as private passenger vehicles only when they are not used for wholesale or retail delivery other than farming. A grocery or parcel route can fall outside that definition. Do not assume a personal-auto PIP grant covers the delivery. 1
The PIP Duty Is Passenger Transportation
ORS 742.518(12) defines a transportation network company as a digital application whose express purpose is to connect a prospective passenger with a driver. The PIP duty covers the driver, passengers, and pedestrians struck by the vehicle while the driver is providing those passenger services. It is not a food-delivery insurance requirement. 1
