Last-mile delivery insurance in Georgia
House Bill 529 revises O.C.G.A. § 33-1-24 with two automobile schedules: (a)(5)(A) is $50,000 for one person and $100,000 for all persons, plus $50,000 for property of others excluding cargo, and (a)(5)(B) is $1 million for death, personal injury, and property damage, plus at least $1 million uninsured and underinsured motorist coverage. The enrolled act points those schedules at cross-referenced periods and does not say which one is logged-on versus on a trip. Driver Services Rule 375-5-5 defines a ride-share network service as connecting passengers, so do not treat either schedule as a parcel-cargo filing. 1,2
What Is Last-Mile Delivery?
Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. Read the national Last-mile delivery guide.

What to Watch for in Georgia
The Act Does Not Label the Periods
The enrolled bill assigns the two schedules to subparagraphs (a)(5)(A) and (a)(5)(B) without reprinting which subparagraph is the logged-on period and which is the trip. Ask the broker to open the current cross-reference before you assume the $1 million schedule starts at acceptance. Do not guess the mapping from another state's statute. 1
The Property Figure Excludes Cargo
Schedule (a)(5)(A) states the $50,000 property amount as loss of or damage to property of others, excluding cargo. A grocery or parcel load is not inside that property figure. Buy cargo coverage separately if the shipper requires it. 1
Ride-Share Rules Connect Passengers
Rule 375-5-5 defines a ride-share network service as connecting passengers for prearranged transportation for hire or donation. A food or package route is not that definition. Do not buy the passenger schedules as if they were a delivery-network mandate. 2
Who Regulates Insurance in Georgia

Georgia Office of Commissioner of Insurance and Safety Fire
Georgia’s elected Insurance and Safety Fire Commissioner licenses and regulates insurance companies and insurance professionals, investigates insurance fraud, and oversees consumer complaint services. The Office’s state license lookup covers agents, agencies, and companies. 3,4,5
Surplus-lines tax and stamping office
Reported tax rate: 4% of total premium when Georgia is the home state Georgia charges 4% on the total premium written and received by a surplus-lines broker when Georgia is the insured’s home state. Current fee treatment is not described here because the Department’s latest fee bulletin could not be retrieved as readable text; ask your broker for the policy-declaration and tax breakdown. This record does not state a Georgia-specific guaranty-fund conclusion. 6
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
Questions to Ask Before You Buy in Georgia
- Which current subparagraph is the logged-on period, and which is the trip, in the cross-reference House Bill 529 uses?
- Does the quote treat the $50,000 property amount as excluding cargo, the way (a)(5)(A) is written?
- Is this operation connecting passengers under Rule 375-5-5, or delivering goods the ride-share rule does not describe?
