Last-mile delivery insurance in Minnesota
Minn. Stat. § 65B.472 sets primary liability of $50,000 per person, $100,000 for two or more persons, and $30,000 property damage in period 1, when the driver is logged on and has not accepted a ride offer. In periods 2 and 3, proceeding to the pickup and transporting the rider, primary coverage is not less than $1.5 million, and the company must also maintain personal-injury reimbursement of not less than $1 million per incident at no cost to the driver. Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. What to Watch for in Minnesota
The Engaged Periods Are $1.5 Million
Do not quote a $1 million ride limit into Minnesota. Section 65B.472 sets not less than $1.5 million for death, injury, or property damage in periods 2 and 3. Period 1 stays at $50,000/$100,000/$30,000 and is not the engaged-period number. 1
The Company Buys a Separate Driver Injury Policy
During periods 2 and 3 the transportation network company must maintain, at no cost to the driver, personal-injury reimbursement of not less than $1 million per incident. That policy is not the liability limit and it is not cargo coverage. Ask to see it named on the quote. 1
The Period Definitions Follow a Rider
Section 181C.01 builds periods 1, 2, and 3 around a ride offer and a rider. A parcel acceptance is not those periods. Using the $1.5 million figure for a grocery route applies a rider statute to a trip it does not define. 2
Who Regulates Insurance in Minnesota

Surplus-lines tax and stamping office
Reported tax rate: 3% of taxable gross premiums less return premiums, plus a 0.04% stamping fee on taxable premium when Minnesota is the insured's home state When Minnesota is the insured's home state, 3% tax applies to taxable gross premiums less return premiums; the separate 0.04% stamping fee on taxable premium is paid by you to the broker. Minnesota requires a policy warning that insolvency loss payment by a nonadmitted insurer is not guaranteed. A diligent search generally applies unless a Minnesota-licensed producer unaffiliated with the surplus-lines broker refers the risk, which the statute deems unavailable from a licensed insurer; an exempt commercial purchaser also has a separate written-request route after the required admitted-market disclosure. 6,9,7,8,10
