# Last-mile delivery insurance in Minnesota

Minn. Stat. § 65B.472 sets primary liability of $50,000 per person, $100,000 for two or more persons, and $30,000 property damage in period 1, when the driver is logged on and has not accepted a ride offer. In periods 2 and 3, proceeding to the pickup and transporting the rider, primary coverage is not less than $1.5 million, and the company must also maintain personal-injury reimbursement of not less than $1 million per incident at no cost to the driver. Section 181C.01 defines those periods around riders. The opened sections do not set a goods-delivery minimum.[^1][^2]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Minnesota Requirements

| Requirement | Details |
| --- | --- |
| Period 1, logged on, no ride accepted | $50,000 / $100,000 / $30,000[^1] |
| Periods 2 and 3 | $1.5 million primary liability, plus $1 million personal-injury reimbursement[^1] |

## What to Watch for in Minnesota

### The Engaged Periods Are $1.5 Million

Do not quote a $1 million ride limit into Minnesota. Section 65B.472 sets not less than $1.5 million for death, injury, or property damage in periods 2 and 3. Period 1 stays at $50,000/$100,000/$30,000 and is not the engaged-period number.[^1]

### The Company Buys a Separate Driver Injury Policy

During periods 2 and 3 the transportation network company must maintain, at no cost to the driver, personal-injury reimbursement of not less than $1 million per incident. That policy is not the liability limit and it is not cargo coverage. Ask to see it named on the quote.[^1]

### The Period Definitions Follow a Rider

Section 181C.01 builds periods 1, 2, and 3 around a ride offer and a rider. A parcel acceptance is not those periods. Using the $1.5 million figure for a grocery route applies a rider statute to a trip it does not define.[^2]

## Who Regulates Insurance in Minnesota

**Minnesota Department of Commerce.** The Minnesota Department of Commerce regulates insurance companies and producers, reviews rates and forms, and investigates complaints. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of taxable gross premiums less return premiums, plus a 0.04% stamping fee on taxable premium when Minnesota is the insured's home state When Minnesota is the insured's home state, 3% tax applies to taxable gross premiums less return premiums; the separate 0.04% stamping fee on taxable premium is paid by you to the broker. Minnesota requires a policy warning that insolvency loss payment by a nonadmitted insurer is not guaranteed. A diligent search generally applies unless a Minnesota-licensed producer unaffiliated with the surplus-lines broker refers the risk, which the statute deems unavailable from a licensed insurer; an exempt commercial purchaser also has a separate written-request route after the required admitted-market disclosure.[^6][^9][^7][^8][^10]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://www.commerce.mn.gov/commerce/licensing/license-lookup/) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Minnesota

1. Is primary liability at least $1.5 million in periods 2 and 3, not $1 million?
2. Is the $1 million personal-injury reimbursement policy in force at no cost to the driver during those periods?
3. Is the trip a rider offer under § 181C.01, or a goods delivery outside those periods?

## Last-Mile Delivery in Minnesota: FAQ

### What liability limit does Minnesota require after a transportation-network ride is accepted?

$1.5 million. Section 65B.472 sets that primary coverage for periods 2 and 3, and it adds a separate $1 million personal-injury policy.[^1]

### Does Minnesota's transportation-network statute set a parcel-delivery minimum?

No. Section 181C.01 defines the periods around a rider, and the insurance section does not add a goods-delivery limit.[^2]
