# Last-mile delivery insurance in Pennsylvania

Both 53 Pa.C.S. § 57A07 and 66 Pa.C.S. § 2603.1 require $50,000/$100,000/$25,000 while a driver is logged on and not on a prearranged ride, and $500,000 while engaged in a prearranged ride. First-party medical benefits include $25,000 for passengers and pedestrians and $5,000 for the driver. Both chapters define the ride as transportation of a passenger. Neither extends the limits to delivery of food, parcels, or property.[^1][^2]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Pennsylvania Requirements

| Requirement | Details |
| --- | --- |
| Logged on, not on a prearranged ride | $50,000 / $100,000 / $25,000[^1] |
| Prearranged ride | $500,000, plus medical benefits of $25,000 and $5,000[^1][^2] |

## What to Watch for in Pennsylvania

### The Ride Limit Is $500,000

Do not quote a $1 million engaged-ride limit into Pennsylvania. Both opened chapters set $500,000 of primary automobile liability on a prearranged ride. The logged-on period stays at $50,000/$100,000/$25,000. A form that uses another state's $1 million ride number is not these sections.[^1][^2]

### Medical Benefits Are Split by Who Is Hurt

Section 57A07 lists first-party medical benefits under 75 Pa.C.S. § 1711, including $25,000 for pedestrians and $5,000 for a driver, and the matching chapter uses the same medical structure for passengers and pedestrians versus the driver. A liability-only quote that skips those medical benefits is incomplete.[^1]

### City and Utility Chapters Match, and Both Are Passenger Rides

Title 53 and Title 66 print the same liability figures, so you do not get to pick a higher out-of-state number because two Pennsylvania chapters exist. Both define a prearranged ride as transportation of a passenger, ending when the last passenger departs. A goods delivery is outside both.[^2]

## Who Regulates Insurance in Pennsylvania

**Pennsylvania Insurance Department.** The Pennsylvania Insurance Department publishes state tools to check licensed producers, agencies, and insurers, and its Consumer Services Online portal accepts complaints about insurers, agents, brokers, and public adjusters. The department also oversees Pennsylvania insurance business and consumer services.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premium (2% for eligible surplus-lines risk retention groups) Pennsylvania charges 3% of gross surplus-lines premiums (2% for an eligible surplus-lines risk-retention group); the tax is in addition to premium, is borne by the insured, and is collected by the producer. For multistate risks, the 2025 Revenue instructions say all gross premiums are taxable when Pennsylvania is the home state, while Insurance Company Law §1621(d) says tax is levied only on premium reasonably ascribable to Pennsylvania risk; confirm allocation with your producer or the state. Surplus-lines coverage is excluded from the guaranty association, and qualifying large risks or exempt commercial purchasers may use distinct no-search routes, with the ECP route requiring disclosure and written request.[^6][^7][^8][^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://www.pa.gov/agencies/insurance/resources/search-tool-library) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Pennsylvania

1. Is the prearranged-ride limit $500,000 in both the Title 53 and Title 66 chapters?
2. Are first-party medical benefits included at $25,000 for passengers and pedestrians and $5,000 for the driver?
3. Is the trip a passenger ride, or a goods delivery neither chapter describes?

## Last-Mile Delivery in Pennsylvania: FAQ

### What limit does Pennsylvania require during a prearranged transportation-network ride?

$500,000. Both 53 Pa.C.S. § 57A07 and 66 Pa.C.S. § 2603.1 set that primary limit.[^1][^2]

### Do those Pennsylvania chapters set a parcel-delivery minimum?

No. Both define the prearranged ride as transportation of a passenger.[^2]
