Iowa Umbrella and Excess Liability Guide
Iowa’s construction standards allow a contractor to combine primary and umbrella/excess limits to meet listed liability limits, while a jurisdiction may raise those limits through a special provision. The current Iowa DOT General Supplement also allows excess/umbrella insurance for its non-federal-aid contracts and sets different limits from the archived April 2026 federal-aid standard. Before buying a layer, identify which contract form applies, whether the aggregate is project-specific, and whether auto and completed operations sit underneath it. 1,2

Umbrella or excess insurance adds liability limits above the policies named in the quote after a covered claim exhausts their limits. What to Watch for in Iowa
The contract form changes the number you compare
Iowa DOT’s federal-aid Section 1070 lists a $2 million GL aggregate, while the current non-federal-aid General Supplement lists $3 million general and completed-operations aggregates. Both permit excess layers, but they apply in different contract contexts. Read the solicitation’s incorporated section and special provisions before requesting or certifying a limit. 1,2
Check whether aggregate capacity is dedicated
The archived Section 1070 requires a designated construction-project general aggregate for CGL and says umbrella/excess may satisfy enumerated limits. That does not by itself establish project-specific aggregate treatment in the umbrella form. Ask whether each layer applies its aggregate to this project and whether completed-operations claims erode it. 1
Material-hauling work can change the auto policy requirement
The current General Supplement sets a distinct rule for contractors engaged solely in transportation of materials by reference to Iowa Code chapter 325A, then states $1 million commercial-auto limits for other contractors. If your subcontractor only hauls material or carries it across state lines, confirm the applicable class and auto layer with the contracting authority before applying the standard CGL umbrella schedule. 2
Registration checks workers’ compensation separately
Section 91C.2 allows a contractor to document workers’ compensation coverage, statutory relief, or that coverage is not required; it does not make umbrella insurance a substitute. Keep employee injury benefits and any employers’ liability layer separate from CGL/auto limits, and verify out-of-state bond or DOT prequalification documentation when applicable. 3,1
Who Regulates Insurance in Iowa

Iowa Insurance Division
The Iowa Insurance Division licenses insurance producers and maintains separate lists for licensed insurers and surplus-lines insurer categories.
