Arizona umbrella and excess liability: separate contract limits from ride-period law

Arizona sets requirements for distinct activities. ADOT's CDL-testing-provider insurance schedule applies to covered providers but exempts a governmental agency not open to the public, which may submit a certificate of self-insurance. Separately, transportation-network-company (TNC) auto minimums change by ride phase; neither source creates a statewide umbrella mandate. 1,2

What Is Umbrella And Excess Liability?

Umbrella or excess insurance adds liability limits above the policies named in the quote after a covered claim exhausts their limits. It may fit if a contract sets higher limits; check which primary policies are listed and any gaps between them. Read the national Umbrella and excess liability guide.

Arizona Requirements

RequirementDetails
ADOT CDL testing provider agreementFor an in-scope CDL testing provider agreement, ADOT lists $1 million CGL each occurrence/$2 million general aggregate and $1 million combined-single-limit auto for owned, hired and non-owned vehicles used in the agreement, plus employers’ liability limits. The schedule does not apply to a governmental agency not open to the public; ADOT says it may instead submit a certificate of self-insurance. Confirm the contracting entity and required endorsements. 1
TNC liability changes by app periodUnder HB 2729, effective September 14, 2024, minimum primary motor-vehicle liability is $25,000/$50,000/$20,000 while available but before accepting a ride; after acceptance, primary coverage rises to $250,000 per incident, and to $1 million while a passenger is in the vehicle. 2
Workers’ compensation remains separateArizona employers secure workers’ compensation through an authorized carrier or an approved direct-payment/pool route. Excess liability is not a substitute for that statutory mechanism. 3

What to Watch for in Arizona

  • Schedule the right auto policy for each trip phase

A TNC driver’s exposure changes at ride acceptance and passenger transport. Confirm which policy is primary in each phase, who maintains it, and whether your commercial auto or umbrella form lists TNC use; the statute’s minimum is not proof of coverage for a particular claim. 2

  • Treat ADOT limits as a provider-agreement floor

ADOT’s limits apply to the CDL testing provider authorization, not all businesses. The insurance schedule does not apply to a governmental agency that is not open to the public; that agency may submit a certificate of self-insurance. Confirm whether the named provider fits that narrow exception, and obtain the signed agreement’s indemnity, endorsement and notice terms before placing excess coverage. 1

  • Do not use an umbrella to solve a statutory WC gap

Arizona law requires workers’ compensation to be secured through specified statutory options. Check employee classifications and approved self-insurance separately from liability-layer placement. 3

Who Regulates Insurance in Arizona

Arizona Department of Insurance and Financial Institutions

Arizona DIFI regulates insurance companies and insurance professionals, including producers and surplus-lines brokers. Its license search covers both individual or business licensees and insurance companies, and its complaint page explains how to file with the Department. 4,5,6

Surplus-lines tax and stamping office

Reported tax rate: 3% of gross premium and taxable policy fees, less returns; stamping fee rate not verified When Arizona is the insured’s home state, the tax is 3% of gross premium and taxable policy fees, less returned premium; the statute excludes stamping fees from that tax base. For a multistate risk, Arizona’s share is allocated by exposure under the statute. Arizona's surplus-lines policy notice says these policies do not receive guaranty-fund protection. Current stamping-fee amount was not independently confirmed from readable current evidence and is omitted. 7,9,11,12

The Surplus Line Association of Arizona

  • Arizona has an exempt-commercial-purchaser search exception: A surplus-lines broker generally must make diligent effort to place an Arizona risk in the admitted market. For an exempt commercial purchaser, federal law removes that search only after the broker discloses the admitted-market protection difference and the purchaser then asks in writing for nonadmitted coverage. 8,10

Providers With Documented State Licenses

These providers publish a national listing for Umbrella and excess liability; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Arizona. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.

  • CorgiCorgi Insurance Services, Inc.Insurance producer · checked 2026-09-28Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability. 15
  • RisklyticsRisklytics, Inc.Insurance producer · checked 2026-09-28Risklytics’ licensing page lists its Massachusetts resident agency license plus state license records in Arizona, Colorado, Illinois, Indiana, New Jersey, Ohio, Texas and Washington; it identifies the NPN record date as September 10, 2026. This list is company-published and not a product availability map. 18
  • TechInsuranceSpecialty Program Group LLCInsurance producer · checked 2026-09-28TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map. 19
  • VouchVouch Specialty Insurance Services, LLCInsurance producer, Surplus-lines broker · checked 2026-09-28Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability. 20

  1. Are you buying for a CDL testing provider agreement, a TNC driving exposure, or both—and which policy is primary for each activity?
  2. Does the quote identify TNC use, hired/non-owned autos and the exact underlying forms, including the ride-acceptance period?
  3. Will the ADOT contracting agency accept umbrella limits toward the stated per-occurrence limits, and what endorsements or notice terms must accompany the certificate?

Umbrella And Excess Liability in Arizona: FAQ

Does the Arizona TNC statute tell me that my umbrella covers rideshare driving? 2

Which vehicles are included in the ADOT CDL testing provider auto requirement? 1
