Fidelity Bonds for Iowa State Credit Unions
Iowa requires a state credit union to maintain a fidelity bond for employee and official fraud or dishonesty and separate general insurance for losses caused by people outside the credit union. The board should quote and review those protections as distinct parts of the statute; this is not a general Iowa business mandate; federally insured state-chartered credit unions also follow 12 CFR Part 713. 1,2
What Is Fidelity Bonds?
Fidelity coverage can reimburse certain losses when employees steal money or property they handle. If employees manage company funds, customer property or benefit-plan assets, identify each owner and compare the required protection for each interest. Read the national Fidelity bonds guide.
Iowa Requirements
| Requirement | Details |
|---|---|
| Covered institution and people | The requirement applies to state credit unions and protects against specified unlawful acts by employees or officials, directly or in collusion with others. 1 |
| Separate outside-person loss coverage | Section 533.308 separately calls for general insurance for losses caused by persons not associated with the state credit union; the superintendent can require additional coverage if current coverage is insufficient. 1 |
What to Watch for in Iowa
Confirm the charter before using this state rule
Section 533.308 addresses state credit unions, and Iowa Code §533.307 requires them to obtain federal deposit insurance; 12 CFR Part 713 therefore adds NCUA fidelity and review rules for federally insured state-chartered credit unions. Do not apply the Iowa rule to every financial institution or to an unrelated employer; confirm the charter and insurer. 1,2
Quote insider dishonesty and outsider losses separately
The statute distinguishes employee or official fraud, forgery, theft, embezzlement and related unlawful acts from losses caused by people not associated with the credit union. Ask how the fidelity bond and general insurance address those different actors rather than assuming one insuring agreement answers both. 1
Document why the amount is sufficient
The law requires an amount sufficient to indemnify losses and lets the superintendent require more if existing coverage is insufficient, with the board required to obtain it within 30 days after written notice. Keep the exposure analysis current as transaction volumes, access controls and assets change. 1
Who Regulates Insurance in Iowa

Iowa Insurance Division
The Iowa Insurance Division licenses insurance producers and maintains separate lists for licensed insurers and surplus-lines insurer categories. Its filing page routes most rate, rule and form filings through SERFF and identifies filings requiring prior approval; eligible surplus-lines insurers are not required to file or seek approval of their rates or forms. 3,9,8,4,5
Surplus-lines tax and stamping office
Reported tax rate: 0.925% of surplus-lines premiums when Iowa is the insured's home state, for 2026 When Iowa is the insured's home state, the 2026 premium tax is 0.925%, and the surplus-lines producer shall collect and pay it to the state in addition to gross premium. Placement generally requires an eligible surplus-lines insurer and a diligent search showing the full amount or type is unavailable from an admitted insurer; an exempt commercial purchaser may bypass that search only after the producer discloses that admitted insurance may be available and may offer greater protection and oversight, then the purchaser subsequently requests surplus-lines placement in writing. 6,7
Providers With Documented State Licenses
These providers publish a national listing for Fidelity bonds; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Iowa. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.
TechInsuranceSpecialty Program Group LLCInsurance producer · checked 2026-09-28TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map. 15
VouchVouch Specialty Insurance Services, LLCInsurance producer, Surplus-lines broker · checked 2026-09-28Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability. 16
