CFC vs Travelers

Compare CFC and Travelers technology insurance for a startup adding overseas customers, staff or locations.

Introduction

A US startup signing its first overseas enterprise customer should distinguish a liability policy’s geographic reach from insurance needed for foreign staff or premises. Travelers markets both CyberRisk Tech and international programs; CFC’s technology page spans startups through multinational businesses. Neither audience description is a substitute for a country-by-country policy schedule. 30 48 1

Where Each Provider Shines

Where CFC Shines

  • Technology E&O, cyber and media in a package 2
  • Cyber threat monitoring and 24/7 incident support 7

Where Travelers Shines

  • Travelers markets technology insurance to startups and established tech companies, with CyberRisk Tech that can combine cyber and technology E&O. 30,33,31
  • U.S. business insurance is sold through independent agents; many small risks can be quoted and issued in an agent platform, while specialty technology accounts still need underwriting. 35,52,30,32,58,51

Listed products and programs, including policies arranged through insurers or partners. Optional endorsements are discussed in the analysis below. “Not listed” means no separate offering appears in the reviewed catalogue; confirm availability and policy terms with the provider.

Key Differences Between CFC and Travelers

Keep the Technology Comparison Separate from the Overseas Program

Travelers describes CyberRisk Tech with technology E&O, privacy/security, media, regulatory and breach-response agreements. CFC’s technology brochure describes E&O, cyber, media/IP, general liability and contract-related features. Compare the actual insuring agreements for the startup’s services, including where claims may be brought; a list of covered territories alone will not answer every contractual requirement. 32 2

Travelers separately describes Global Companion Plus+ and controlled master programs. Its US Global Companion Plus+ product is described as non-admitted, with international network arrangements discussed separately. Do not present that US contract as proof that a local admitted policy has been issued for a foreign subsidiary. CFC’s multinational customer description likewise does not document a complete local-policy arrangement for this buyer. 49 48 1

Surrounding Coverages May Come with Dependencies

Travelers’ technology catalogue lists property, workers’ compensation, commercial auto and umbrella as well as cyber. Its umbrella page says coverage typically requires underlying Travelers primary insurance. CFC markets excess options that can consider another insurer’s underlying policy. These are different published structures, not a finding that either will accept the proposed underlying program. Have the broker identify which policies must move together. 30 55 18

California regulator listings for Travelers concern named insurers, not every CyberRisk Tech or international form. CFC’s California technology route remains unresolved in its public disclosures. A domestic admitted insurer’s presence should not be used to settle either the technology product’s status or foreign local-policy requirements. 59 60 4

A Portal Feature Is Useful Only If This Account Receives It

Travelers describes MyTravelers billing, documents and claims tools, but real-time certificate features are limited to specified account segments. CFC Connect is a broker portal; its cyber response service has a different purpose. If overseas contracts generate frequent certificate or endorsement requests, ask the appointed broker to demonstrate the applicable process rather than infer it from either platform’s existence. 47 6 7

What to Confirm in Quotes

  • Which countries, entities, services and claim jurisdictions are covered by the technology form, and which need separate local policies?
  • Does an umbrella or international proposal depend on moving underlying policies, and what insurers and placement classifications apply?
  • Can this account use the advertised certificate tools, and who handles foreign endorsements and urgent customer requirements?

Service Comparison

CFC vs Travelers: documented services and availability

CriteriaCFCTravelers
Coverage lines

CFC’s U.S. technology brochure describes errors and omissions, cyber, media/IP infringement and general liability protection, including liability arising from client contract breaches. The brochure describes a package; the quote and wording determine which sections and exclusions apply. 2

CFC’s U.S. cyber catalogue lists Cyber Proactive Response, admitted cyber, Corporate cyber and cyber excess. These are distinct offerings; an admitted label on the website does not establish California eligibility or identical wording across products. 9

CFC markets management liability covering directors and officers, employment practices, fiduciary exposures and crime, and separately lists Side A DIC excess protection for directors and officers. Its U.S. management-liability brochure declines California-domiciled business; do not read these catalogue entries as California availability. 10,11

CFC separately markets intellectual-property insurance for infringement defense, enforcement and related IP risks, including patent exposures. Its scope should be compared with the narrower IP provisions in any technology quote. 14,2

CFC offers fintech insurance combining financial and technology liability with other financial-sector risks, eHealth for digital-health businesses, and life-science packages for businesses such as device or drug developers and nutraceutical companies. These sector products require their own underwriting and terms. 23,19,22

CFC’s U.S. product pages also market professional E&O, property and general liability, media liability, medical malpractice, product recall, kidnap and ransom, and umbrella protection over professional liability, general liability or cyber. This catalogue does not mean every line is included in a technology policy or available for every California risk. 12,13,21,20,16,15,18

CFC markets representations and warranties insurance, small-business buyer and seller protection, and secondary-liquidity transaction solutions. These are transaction-specific products rather than ordinary operating-company liability coverage. 17

Other CFC specialty offerings include carbon-credit delivery, cancellation and lender non-payment insurance; a CORSIA guarantee product; standalone sexual abuse and molestation liability through Safeprotect; terrorism insurance; and marine hull-war and kidnap-and-ransom cover. Their presence on the U.S. site does not resolve California placement eligibility. 25,26,27,28

On its technology pages, Travelers lists CyberRisk Tech (technology E&O and cyber options, including media and regulatory-proceedings agreements on the cyber page), Global Companion Plus+, general liability, commercial property, workers compensation, commercial auto and umbrella. Other current offering pages list a small-business technology-services BOP, management-liability lines (D&O, EPL, fiduciary, fidelity and crime, kidnap and ransom), professional E&O, inland marine including cargo, equipment breakdown, surety and commercial umbrella/excess including a Northfield surplus-lines option. 30,32,31,37,56,42,44,43,55

Availability

CFC reports that CFC USA, Inc. holds producer licenses in all 50 states and Washington, D.C., plus excess and surplus lines authorization in California, Georgia, New York and Texas. It identifies its California licensing name as CFC General Insurance Agency, Inc. This is CFC’s disclosure, not an independently checked California license record or confirmation of product eligibility. 4

CFC’s January 2026 U.S. management-liability brochure lists California-domiciled business and standalone employment practices liability under risks it declines. This restriction is specific to the described management-liability offering; it does not establish a California exclusion for every CFC product. 11

The reviewed U.S. technology page, brochure and application do not establish the currently available admitted or surplus-lines route for a particular California startup. CFC announced admitted technology E&O in 2023, but the reviewed materials do not supply a current California product eligibility schedule. 1,2,3,29

Travelers describes Business Insurance as offered primarily in the United States, with additional operations in the United Kingdom, Ireland and other markets including Lloyd’s. Domestic business insurance is marketed through independent agents and brokers rather than as a single nationwide self-serve shop for every product. 58,57,50

California’s insurance department lists The Travelers Indemnity Company (NAIC 25658) and Travelers Casualty and Surety Company of America (NAIC 31194) as property-and-casualty insurers with Unlimited-Normal licenses. Travelers’ agent directory also lists agencies in California. Those facts do not establish that a specific technology product, CyberRisk Tech form, BOP class or Global Companion Plus+ coverage is available or admitted for a particular California risk. 59,60,53,48

Application process

The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 3,6

Travelers tells business buyers to get a quote through an independent agent, using a public agency locator. Its 2025 Form 10-K says Select Accounts uses an automated underwriting platform so agents can quote, bind and issue a substantial amount of small-business risks, while more complex risks are underwritten with company personnel. Technology and CyberRisk Tech pages likewise tell buyers to consult an agent or Travelers representative; a direct public bind path for technology packages was not found on the reviewed pages. 35,52,30,32,58,51

Servicing and renewals

CFC says its cyber service includes threat monitoring and alerts, a response app and round-the-clock technical incident support. These are company-described services; access, scope and any conditions should be checked against the proposed policy. 7

The reviewed Connect and technology application pages do not specify a customer-facing renewal timetable, certificate turnaround or dedicated account-management commitment for California technology buyers. Confirm those arrangements with the placing broker. 6,3

MyTravelers for Business is described as an account portal for paying bills, reporting and tracking claims, retrieving policy documents and printing auto ID cards. Certificates of insurance and adding additional interests while creating a certificate are described as available in real time only for certain Select Accounts and National Programs Commercial Multi-Peril customers. Contact-us copy tells business policyholders to contact their agent for policy-service questions. 47,35
