What to Watch for in North Carolina
Coastal site and project size
In the 20 coastal counties, CAMA permits are divided into major, general, minor and some exempt work. Single-family homes require minor permits; major permits are needed for projects over 20 acres, construction over 60,000 square feet, or projects requiring other state or federal permits. The class affects the permit timeline, not insurance coverage. 2
Name the entity controlling the work
For projects covered by NCG01, NC DEQ says the permittee must be the same entity as the financially responsible party on the approved erosion and sediment control plan; an outside consultant cannot submit as permittee. Identify the owner, contractor and financially responsible party in the quote file. 1
Disturbance and phasing
NC DEQ applies the construction-stormwater program at one acre or more, including smaller work within a common plan of that size. Its erosion-plan instructions call for filing at least 30 days before disturbance unless an express pathway applies, and delegated local programs may be more stringent. Share the phasing and planned mobilization dates. 1,3

Reported tax rate: 5% of gross premium, less return premium, plus 0.4% NC Stamping Office fee for ordinary filed placements When North Carolina is the insured’s home state, surplus-lines tax is 5% of gross premium less return premium; ordinary broker-placed filings also carry a 0.4% stamping fee, while risk-purchasing-group and independent-procurement filings follow separate procedures. A diligent search is generally required; an exempt commercial purchaser may bypass it only after the broker discloses the admitted-market protection difference and receives the purchaser’s subsequent written request.
