Oklahoma builders risk: stormwater authorization and tornado season
Oklahoma requires an OKR10 stormwater permit before covered construction begins and says a city or county may require additional permit coverage. The state emergency agency reports tornadoes occur most often from March through May but can happen at any time. These facts do not establish builders-risk coverage; ask how the quote treats the address, project phase, wind terms and materials at each location. 1,2
What Is Builders Risk?
Builders risk protects the project you are building, including materials meant for it, against physical loss until construction ends. The gaps that cost owners money are materials in storage or transit, the existing building in a renovation, and coverage ending when you occupy early. Read the national Builders risk guide.
What to Watch for in Oklahoma
Get the permit operator and start date right
Oklahoma DEQ requires the owner or operator of qualifying construction disturbance—one acre or more, or a smaller phase in a common plan greater than one acre—to obtain OKR10 authorization before work starts and prepare a site SWP3. A city or county may require additional coverage. Share the operator, permit status and mobilization date with the broker. 1
An unfinished site faces a seasonal weather calendar
Oklahoma Emergency Management says the state averages more than 50 tornadoes annually, most commonly March through May, though they can occur anytime and bring intense winds and flying debris. If framing, roofing or materials will be exposed during the build, ask the broker about applicable wind, tornado and debris-loss terms. 2
Separate permanent work from site equipment
The state permit source addresses construction-site pollution controls, not what builders risk insures. Inventory materials intended for the building separately from contractor equipment, and ask whether each is covered at the site, in storage and in transit. 1
Who Regulates Insurance in Oklahoma

Surplus-lines tax and stamping office
Reported tax rate: 6% of premium and fees, plus 0.175% SLAS transaction fee For Oklahoma-home-state placements, OID says the 6% surplus-lines tax base includes premium and fees; SLIP also bills a 0.175% SLAS transaction fee. Oklahoma law requires a policy notice that surplus-lines coverage has no guaranty-association protection, so ask your broker to itemize the tax and transaction fee. 6,7,8
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
