Connecticut Builders Risk Insurance
Connecticut emergency officials identify river and snowmelt flooding, coastal inundation and urban flash flooding. The Insurance Department’s general glossary describes builders risk during construction and notes that forms may address transit or materials stored at the site. It does not identify particular flood, earthquake, collapse or landslide extensions; check the actual quote for each exposure. 1,2,3
What Is Builders Risk?
Builders risk protects the project you are building, including materials meant for it, against physical loss until construction ends. The gaps that cost owners money are materials in storage or transit, the existing building in a renovation, and coverage ending when you occupy early. Read the national Builders risk guide.
What to Watch for in Connecticut
Check more than coastal flood maps
Connecticut identifies year-round river flooding, snowmelt, coastal inundation and flash flooding in urban areas with limited drainage. Use the site location and drainage record to ask whether flood, surface water and sewer backup are included or excluded; the state hazard overview does not determine policy coverage. 1
Read each extension in the form
The Connecticut Insurance Department’s general glossary says builders risk applies during construction, customarily includes fire and extended coverage plus vandalism and malicious mischief, and may extend to special-form coverage. It also notes that transit and onsite stored property may be included, sometimes subject to a percentage. The entry does not name flood, earthquake, collapse or landslide as extensions. Ask the broker to identify the actual form and endorsements for each exposure, location and limit. 2
Match the submission to the permit’s code edition
Connecticut says its 2022 State Building Code applies to permit applications filed from October 1, 2022 and is based on the 2021 International Codes. Confirm with the local official which edition and amendments govern your project, then submit the approved plans and replacement values used for the quote. 3
Who Regulates Insurance in Connecticut

Connecticut Insurance Department

Surplus-lines tax and stamping office
Reported tax rate: 4% of gross premium when Connecticut is the home state When Connecticut is the insured’s home state, surplus-lines tax is 4% of gross premium; certain state and local government insureds are exempt, and broker or policy fees are not part of the premium-tax base. Connecticut’s required notice says these policies are outside the state guaranty association. Most placements require three declinations or an export-list qualification; an exempt commercial purchaser may qualify for the federal § 8205 search exception after disclosure and a written request. 7,8,9
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
