Builders Risk in Iowa
Iowa's floodplain permit thresholds vary by project and location: current Chapter 71 uses a 10-square-mile drainage threshold in rural areas and 2 square miles in urban areas, with additional cases and exceptions. The DNR's PERMT tool can screen a site, but it does not submit city, county or Army Corps permit applications. 1,2
What Is Builders Risk?
Builders risk protects the project you are building, including materials meant for it, against physical loss until construction ends. The gaps that cost owners money are materials in storage or transit, the existing building in a renovation, and coverage ending when you occupy early. Read the national Builders risk guide.
What to Watch for in Iowa
Check the correct watershed threshold
Chapter 71, effective June 18, 2025, generally requires state approval for work in a rural stream floodplain draining at least 10 square miles or an urban one draining at least 2 square miles, measured downstream of the project. Protected streams, dams and certain projects near impoundments have separate rules, and delegated communities and exemptions affect the result. 1
Use PERMT with accurate project details
Iowa DNR says PERMT screens a site and project type and bases its determination on the accuracy of the information entered. Use the recorded screening result as a planning document, not a substitute for engineering or local review. 2
Keep local and federal approvals on the schedule
DNR states PERMT does not submit applications to local officials or the U.S. Army Corps of Engineers. A community participating in the NFIP may require a local floodplain permit, and separate federal approvals can apply; assign each permit and hold point before construction begins. 2
Who Regulates Insurance in Iowa

Iowa Insurance Division
The Iowa Insurance Division licenses insurance producers and maintains separate lists for licensed insurers and surplus-lines insurer categories. Its filing page routes most rate, rule and form filings through SERFF and identifies filings requiring prior approval; eligible surplus-lines insurers are not required to file or seek approval of their rates or forms. 3,9,8,4,5
Surplus-lines tax and stamping office
Reported tax rate: 0.925% of surplus-lines premiums when Iowa is the insured's home state, for 2026 When Iowa is the insured's home state, the 2026 premium tax is 0.925%, and the surplus-lines producer shall collect and pay it to the state in addition to gross premium. Placement generally requires an eligible surplus-lines insurer and a diligent search showing the full amount or type is unavailable from an admitted insurer; an exempt commercial purchaser may bypass that search only after the producer discloses that admitted insurance may be available and may offer greater protection and oversight, then the purchaser subsequently requests surplus-lines placement in writing. 6,7
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
Questions to Ask Before You Buy in Iowa
- Is the project area classified as rural or urban for Chapter 71, what drainage area is measured downstream of the site, and does another listed category apply?
- Has the team saved the PERMT screening determination and separately confirmed all local, sovereign-lands, Corps and water-quality approvals?
- How does the quote address flood or surface water at the building, temporary works and stored materials, and what delay terms apply if an approval or flood event interrupts construction?
