HUB International vs
Resilience
Why Resilience’s cyber and technology E&O specialty is a complement to HUB International’s brokerage rather than a replacement for workers’ compensation or a full commercial program.
Introduction
Resilience and HUB International both discuss technology errors and omissions (E&O) and cyber. Resilience is a specialty underwriting and placement story that still expects a broker. HUB is a multi-line retail broker. Resilience’s cyber and technology E&O materials do not describe statutory workers’ compensation, commercial auto or employee benefits as Resilience products. HUB markets those brokerage lines. The useful comparison is whether HUB (or another broker) will submit to Resilience as a market, not whether Resilience is a second full-service broker. 41 42 43 13 17 30
Where Each Provider Shines
Where HUB International Shines
- HUB’s technology practice markets insurance and benefits programs to startups and software, hardware and digital-media companies, and says it currently insures more than 5,000 technology companies. 10
- HUB routes qualifying small commercial accounts to Insureon’s online quote and other business insurance to a HUB advisor or local office; there is no published self-serve bind path for mid-market programs on hubinternational.com. 8,11,12,13,10,6

Key Differences Between HUB International and Resilience
Specialty Market Versus Appointed Broker
Resilience describes cyber and technology E&O products purchased through brokers, not a full-service retail brokerage for every commercial line. 39 43 HUB is that kind of retail broker for a multi-line program. 4 5
Resilience’s US producer still has to be checked for the state of issuance. HUB’s California retail producer remains unnamed on office pages. 48 5
Two Lines Versus a Catalogue
Resilience markets technology E&O for software, hardware and technology services alongside its cyber offering. 42 41 HUB lists those lines plus property, casualty, management liability and benefits. Resilience’s reviewed product materials do not market workers’ compensation; that is a difference in published catalogues, not a finding that HUB failed to place cyber. 9 17
Purchase Route
Resilience is purchased through brokers. HUB can be that broker, or Insureon can be the small-account producer. Insureon is not automatically a Resilience appointment. 43 8
Security Services
Resilience documents financial-risk prioritization and multi-entity cyber visibility as services that may be separate from insurance. HUB documents a risk-management information system (RMIS) and claims analytics. Do not treat Resilience assessments as HUB RMIS, or the reverse. 46 33

Service Comparison
HUB International vs Resilience: documented services and availability
| Criteria | HUB International | Resilience |
|---|---|---|
| Business role | HUB International Limited describes itself as a full-service insurance broker and financial-services firm. Its website terms say HUB’s subsidiaries are licensed as insurance brokers or agents in various U.S. states and Canadian provinces. The reviewed product pages market brokerage of policies issued by insurers, not HUB as a risk-bearing carrier for those policies. 4,5,9 HUB’s About Us timeline states that in 2022 it acquired Insureon for digital delivery of small-business commercial insurance. Insureon and TechInsurance say they are part of HUB; Insureon says it operates as a division of Specialty Program Group LLC, doing business as SPG Insurance Solutions. TechInsurance describes itself as part of Insureon rather than as a separate HUB retail office. 4,34,35,36,37 | Resilience combines cyber insurance and technology errors and omissions insurance with cybersecurity risk-management services. 39,41,42 Resilience identifies Ocrea Risk Services, LLC, doing business as Resilience Cyber Insurance Solutions, as its US insurance distributor and lists NPN 19169260. This company disclosure is not independent verification of a California license. 40 |
| Coverage lines | HUB publishes dedicated business-insurance product pages for, among other lines, general liability, commercial property, workers’ compensation, business owners policies, commercial auto (including hired and non-owned exposures and trucking), cyber, directors and officers, professional liability/E&O, crime, fiduciary liability, kidnap and ransom, surety bonds, medical malpractice, marine/inland marine and cargo, boiler and machinery/equipment breakdown, and mergers-and-acquisitions representations-and-warranties insurance. Its casualty page also lists product liability, umbrella and excess, and product-recall as program elements. Employee-benefits brokerage is marketed separately. Actual policy forms, limits and eligibility are not set by those marketing pages. 9,11,19,17,18,20,13,12,14,15,21,22,23,24,25,28,29,26,27,30,16 For technology companies, HUB lists professional liability/technology E&O, cyber, a patent package described as property, auto, liability and umbrella, international placements, cargo/stock throughput, property/builders risk, pollution liability, management liability including D&O, employment-practices liability, fiduciary liability, transactional/warranty insurance, crime, workers’ compensation, employee benefits, key-person life and disability, retirement solutions, and kidnap and ransom. 10 | Resilience advertises cyber coverage on primary and excess placements, with limits up to $20 million. Its product page describes privacy wrongful acts and eCrime, with eCrime limits up to $500,000; the quote must confirm applicable sublimits and conditions. 41 Resilience markets technology E&O for liability arising from technology businesses and advertises $10 million limits for US primary and excess placements. 42 |
| Application process | On hubinternational.com, commercial buyers are asked to contact a broker, connect with a specialist, or use Contact Us. Small-commercial inquiries meeting HUB’s stated size tests go to Insureon for an online quote. Product pages such as general liability, D&O, cyber and workers’ compensation use “Contact Us” or “Connect With a Broker” rather than an on-site bind flow. Privacy policy language refers to automation for insurance quoting, without documenting a public HUB retail e-commerce checkout for mid-market programs. 8,11,12,13,10,6 | Resilience presents insurance to brokers through a dedicated broker page and offers a public contact route for product inquiries. The reviewed pages do not document an end-to-end self-service purchase or a guaranteed quote or binding time. 43,45 |
| Access to insurers | HUB’s compensation page says it has access to the products and services of hundreds of insurers and that it focuses on a smaller set of “Strategic Carriers,” which may pay enhanced compensation. Property, casualty and marine pages refer to domestic, national, regional, specialty and global carrier relationships without publishing a complete appointment list. ProEx says it places more than $2 billion of premium with top-rated insurance carriers; that volume and rating language is company-reported and does not name the carriers. Issuing insurers therefore have to be taken from a quote, not from the public catalogue. 7,19,27,28,16 Insureon says it has access to 100+ insurance providers and names The Hartford, Chubb, Hiscox, Liberty Mutual and Travelers as examples. Those names are Insureon’s examples for its digital agency, not a statement that every HUB retail placement uses the same insurers, and they do not identify the issuing company on a particular policy. 34 | Resilience’s US disclosure names Homeland Insurance Company of New York or Homeland Insurance Company of Delaware as underwriting insurers. It does not specify which would issue a particular California quote. 40 |
| Servicing and renewals | HUB describes ongoing servicing through local account teams (ProEx notes local policy review and certificates of insurance), a Risk Management Information System for claims administration, certificate tracking and carrier/TPA data, and employee-benefits work that includes multi-year cost planning and renewal support. RMIS is described as available in various tiers. None of those pages publish a standard service-level agreement or fee for those tools. 16,33,30 | Resilience markets Edge for prioritizing security spending by estimated financial impact, and Arc for viewing cyber risk across multiple entities. These are risk-management services, not additional insurance coverage lines. 46,47 Resilience states that buying insurance is not tied to buying security services. Confirm which services are included in the proposed package and which require a separate agreement. 40 The current broker and product pages reviewed do not specify renewal documentation, a renewal price commitment or a standard servicing turnaround. 43,41,42 |
