Telehealth Insurance in Minnesota
Minnesota lets an out-of-state physician treat patients located in the state through annual Board registration, if the physician meets license, discipline, and no-in-state-office conditions. Minnesota also mandates telehealth coverage and same-rate reimbursement for covered services, while audio-only coverage has a temporary statutory definition through July 1, 2027. 1,2
What Is Virtual Care And Telehealth?
Telehealth liability can cover claims arising from remote health care, such as a video visit or remote monitoring. If you provide care online, match the quote to your clinicians, services and patient locations; cyber and in-person risks need separate review. Read the national Virtual care and telehealth guide.
What to Watch for in Minnesota
Out-of-State Physicians Must Register Each Year
An unlicensed physician may provide interstate telehealth after confirming an unrestricted out-of-state license, no revoked or restricted license in any jurisdiction, no Minnesota office or in-person meetings, and annual Board registration. Registration also subjects the physician to Minnesota law and courts for state-patient care; ask the broker to schedule these clinicians and patient exposure. 1
Covered Services Receive Same-Rate Payment
Minnesota requires covered health plans to reimburse telehealth at the same basis and rate as the same in-person service, subject to statutory plan and service terms. Confirm your payer contracts, services, and provider network fit the law and accurately describe the business insured. 2
Audio-Only Definition Has a 2027 Sunset
Through July 1, 2027, Minnesota’s definition includes audio-only scheduled visits when the standard of care can be met that way, plus qualifying crisis or emergency mental-health and substance-use communications. Ask whether your policy and billing controls are prepared for this statutory window and any later change. 2
Who Regulates Insurance in Minnesota

Surplus-lines tax and stamping office
Reported tax rate: 3% of taxable gross premiums less return premiums, plus a 0.04% stamping fee on taxable premium when Minnesota is the insured's home state When Minnesota is the insured's home state, 3% tax applies to taxable gross premiums less return premiums; the separate 0.04% stamping fee on taxable premium is paid by you to the broker. Minnesota requires a policy warning that insolvency loss payment by a nonadmitted insurer is not guaranteed. A diligent search generally applies unless a Minnesota-licensed producer unaffiliated with the surplus-lines broker refers the risk, which the statute deems unavailable from a licensed insurer; an exempt commercial purchaser also has a separate written-request route after the required admitted-market disclosure. 6,9,7,8,10
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
