Arkansas Insurance Department Bulletin 13-2024 says the rating standards in Ark. Code Ann. § 23-67-208 apply to fire, marine, and inland marine insurance, and to combinations of those forms, regardless of the methodology used to produce the rate. A producer who wants a casualty line of authority must complete at least 20 hours of prelicense instruction that includes one hour on ocean marine and inland marine, listed apart from general liability. What to Watch for in Arkansas
Inland Marine Rates Still Have to Meet the Statute
Bulletin 13-2024, issued July 31, 2024, says an insurer must assure that rates, rating rules, and rating plans are not excessive, inadequate, or unfairly discriminatory under § 23-67-208. The bulletin applies that duty to inland marine and says the standard does not change because the insurer uses artificial intelligence or another methodology. Ask the broker which rating plan produced the quote, and do not treat a non-filed inland marine form as unregulated. 1
Travel Insurance Was Added to the Marine Section
A 2019 act added travel insurance, as defined in § 23-64-234, as a third subdivision of the marine-insurance section. The full current text of § 23-62-107, including any domestic-shipment or contractors-equipment subclasses, was not opened. Do not assume a travel policy and a contractors-equipment floater are the same filing. 3
The License Course Treats Inland Marine as Its Own Hour
Current 23 CAR § 14-103 requires a casualty-line applicant to take one hour on ocean (wet marine) and inland marine insurance, separate from the general-liability hour. That is a producer-education rule. It does not set a minimum limit for tools, cargo, or rented equipment. Ask which form schedules your items and which perils it leaves out. 2
