Inland Marine Insurance in Arizona
Arizona's rule sets separate conditions for two kinds of domestic shipment. For goods on consignment for sale or distribution, exhibition, trial, approval, or auction, it describes transit, custody by others, and return, when transportation hazards are insured; consigned goods at the consignor's premises are excluded from that category. For nonconsigned domestic shipments, it requires transportation hazards and a journey beginning and ending in the United States, and excludes manufacturing premises and arrival at premises owned, leased, or operated by the insured or purchaser. Builders' and installation risks have a separate worksite, transit, and temporary-storage classification, limited to policies insuring perils beyond Fire and Extended Coverage. These classifications do not promise coverage under a particular policy. Map each item's owner, shipment type, location, work phase, and transit leg before binding. 1,2

What to Watch for in Arizona
Name both ends of a shipment
For a domestic shipment not on consignment, Arizona's rule requires transportation hazards and a journey beginning and ending within the United States; it excludes the manufacturing premises and arrival at premises owned, leased, or operated by the insured or purchaser. Ask the insurer to identify the origin, destination, unloading point, and later storage locations in the proposed form. These endpoint terms do not describe the separate consignment category. 2
Consignment can change the location question
For goods on consignment for sale or distribution, exhibition, trial, approval, or auction, Arizona's rule describes transit, another party's custody, and return when the issuing company's coverage includes transportation hazards. It excludes domestic consignments on premises owned, leased, or operated by the consignor. If you consign samples, equipment, or goods, ask how the policy treats each custody period and the consignor's premises. 2
Separate installation from completed property
Arizona's rule describes builders' or installation risks for an owner's, seller's, or contractor's interest in machinery, equipment, materials, or supplies during installation, testing, building, renovation, or repair; a policy may cover work locations, transit, and temporary storage for property awaiting that work. This category is limited to policies insuring perils in addition to Fire and Extended Coverage. The rule describes different ending points for owners and sellers or contractors. Give the insurer the project phase, each party's interest, and the completion or acceptance milestone; the classification does not itself insure the project. 2
Who Regulates Insurance in Arizona

Arizona Department of Insurance and Financial Institutions
Arizona DIFI regulates insurance companies and insurance professionals, including producers and surplus-lines brokers. Its license search covers both individual or business licensees and insurance companies, and its complaint page explains how to file with the Department. 3,4,5
Surplus-lines tax and stamping office
Reported tax rate: 3% of gross premium and taxable policy fees, less returns; stamping fee rate not verified When Arizona is the insured’s home state, the tax is 3% of gross premium and taxable policy fees, less returned premium; the statute excludes stamping fees from that tax base. For a multistate risk, Arizona’s share is allocated by exposure under the statute. Arizona's surplus-lines policy notice says these policies do not receive guaranty-fund protection. Current stamping-fee amount was not independently confirmed from readable current evidence and is omitted. 6,8,10,11
The Surplus Line Association of Arizona
- Arizona has an exempt-commercial-purchaser search exception: A surplus-lines broker generally must make diligent effort to place an Arizona risk in the admitted market. For an exempt commercial purchaser, federal law removes that search only after the broker discloses the admitted-market protection difference and the purchaser then asks in writing for nonadmitted coverage. 7,9
Providers With Documented State Licenses
These providers publish a national listing for Tools, equipment and inland marine; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Arizona. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.
