Cyber Liability Insurance in Missouri

Since January 1, 2026, Missouri-domiciled insurers and home-state producers must report specified cybersecurity events to the director within four business days after determination. The general breach law separately requires affected-resident notice without unreasonable delay when qualifying Missouri personal information is compromised. 1,2

What Is Cyber Liability?

Cyber insurance can help pay covered response costs and claims against your business after a cyber incident. If your business relies on data, software or outside providers, compare response limits, vendor outages and approval rules. Read the national Cyber liability guide.

What to Watch for in Missouri

  • A New Four-Business-Day Insurance Report

The deadline applies to licensees when Missouri is the insurer’s domicile or producer’s home state and an event is reasonably likely to materially harm a Missouri consumer or material operations. A second trigger covers 250 or more Missouri consumers plus a report to a supervisory body or material-harm likelihood. Ask the broker whether your insurer or producer qualifies and who starts this regulator clock. 1

  • Third-Party Events Start the Licensee Clock

For an event at a third-party service provider, Missouri starts the licensee’s reporting calculation the day after the provider reports it or the licensee first has actual knowledge, whichever is earlier. Map provider escalation contacts and preserve timestamps; the statute does not turn this into an insurance-coverage promise. 1

  • Separate Resident Notice and Insurance Report

When the insurance report is required, the licensee must also comply with Missouri’s consumer-notice statute as applicable and send the director a copy of consumer notices. Missouri consumer notice covers defined personal information and has its own law-enforcement and investigation/restoration timing provisions. 1,2

Who Regulates Insurance in Missouri

Missouri Department of Commerce and Insurance

Missouri DCI licenses insurance producers and insurers, reviews property and casualty rates and forms, and investigates complaints against insurance companies and producers. 3,4,5,6

Surplus-lines tax and stamping office

Reported tax rate: 5% of premium; Missouri taxes the entire gross premium when Missouri is the home state When Missouri is the insured’s home state, the state applies its 5% surplus-lines tax to the entire gross premium of a multistate policy; the regulator’s FAQ says the tax includes applicable fees. Eligible nonadmitted insurers do not participate in the Missouri Guaranty Fund, and Missouri generally requires the full amount or kind of coverage to be unavailable from admitted insurers before placement; an exempt commercial purchaser search exception has separate disclosure and written-request conditions. 7,8,9,10

Providers With Documented State Licenses

These providers publish a national listing for Cyber liability; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Missouri. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.

  • At-BayAt-Bay Insurance Services LLCInsurance producer, Surplus-lines broker · checked 2026-09-28At-Bay’s license page lists P&C producer and surplus-lines broker license numbers for all 50 states and the District of Columbia. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability. 13
  • HiscoxHiscox Insurance Company Inc.Insurer · checked 2026-09-28Hiscox’s U.S. company information states that Hiscox Insurance Company Inc. is licensed in all 50 states and the District of Columbia. • TechInsuranceSpecialty Program Group LLCInsurance producer · checked 2026-09-28TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map. 17
  • VouchVouch Specialty Insurance Services, LLCInsurance producer, Surplus-lines broker · checked 2026-09-28Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability. 18
