Oklahoma Hired and Non-Owned Auto Coverage
Oklahoma’s financial-responsibility statutes recognize an operator's policy covering the named insured’s liability while driving a vehicle they do not own. The statute leaves policy exclusions and the actual insurance tower material, so verify that business trips, borrowed vehicles, and rentals are included in the employer’s HNOA wording. 2,1
What Is Hired And Non-Owned Auto?
Hired and non-owned auto (HNOA) liability protects the business when rented cars or employees’ own cars are used for work. It does not pay for damage to those vehicles, and it is not a substitute for commercial auto on vehicles the business owns. Read the national Hired and non-owned auto guide.
What to Watch for in Oklahoma
Oklahoma defines liability coverage for non-owned autos
Title 47 § 7-601(C) says an operator’s policy insures the named insured for liability arising from use of a vehicle the insured does not own, subject to owner-policy territorial and limit terms. Ask whether the policy is a qualifying operator policy or HNOA endorsement and confirm exclusions. 1
The related owner policy uses express or implied permission
Section 7-601(B) describes coverage for another person using a covered vehicle with the named insured’s express or implied permission. Require employees to obtain vehicle-owner authorization and report regular work use to their own carrier. 2
Oklahoma’s statutory limits are a floor, not an employer limit recommendation
Section 7-601 sets minimum liability amounts for a qualifying owner policy. Ask your broker to compare those limits with your employer’s potential vicarious liability and the actual HNOA limit, rather than treating the state minimum as sufficient. 2
Who Regulates Insurance in Oklahoma

Surplus-lines tax and stamping office
Reported tax rate: 6% of premium and fees, plus 0.175% SLAS transaction fee For Oklahoma-home-state placements, OID says the 6% surplus-lines tax base includes premium and fees; SLIP also bills a 0.175% SLAS transaction fee. Oklahoma law requires a policy notice that surplus-lines coverage has no guaranty-association protection, so ask your broker to itemize the tax and transaction fee. 6,7,8
Providers With Documented State Licenses
These providers publish a national listing for Hired and non-owned auto; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Oklahoma. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.
