The owner and permissive-driver policy follows listed vehicles
Missouri’s certified owner policy must describe the covered vehicles and insure the named insured and others using them with express or implied permission, subject to the statutory terms and limits. Before an employee borrows a personal or rented auto for work, identify the vehicle’s owner policy and whether it names or excludes the actual driver; this statutory rule does not determine the business’s HNOA insured status. 1,2
A certified operator policy is tied to its named insured
Missouri’s certified operator policy insures the named person for liability arising from that person’s use of a motor vehicle they do not own. That is not a blanket statement that an employer is insured when an employee drives a non-owned auto. Ask whether the company itself is a named insured under its HNOA contract and whether it covers the relevant employee and business use. 2
The statutory minimum can omit employee injury and property in care
A Missouri motor-vehicle liability policy need not insure workers’ compensation liability, bodily injury to an employee while working or operating, maintaining or repairing the vehicle, or damage to property owned by, rented to, in the charge of or transported by the insured. Section 303.190(7) also says additional or excess coverage is not subject to that chapter’s requirements. Ask for the actual HNOA and other relevant policy forms before assuming these statutory minimum terms define broader employer coverage. 2
The owner’s duty has a narrow storage exception
Missouri generally bars an owner from operating, registering or allowing operation of a registered vehicle without financial responsibility; the statute excepts a vehicle that is inoperable or stored and not being operated. If employees use their own cars, ask what process checks current proof before a work trip rather than relying on an old card or registration. 1
