Cowbell vs Gallagher

Compare Cowbell cyber programs with Gallagher’s technology brokerage when selecting a cyber policy and the team coordinating it.

Introduction

A startup revisiting cyber insurance after an enterprise security review has two decisions: which policy to buy and who coordinates it with the rest of the account. Cowbell offers broker-distributed specialty programs; Gallagher provides technology and broader commercial brokerage. They may represent complementary roles, but the reviewed sources do not establish a Gallagher appointment to any Cowbell program. 8 9 24

Listed products and programs, including policies arranged through insurers or partners. Optional endorsements are discussed in the analysis below. “Not listed” means no separate offering appears in the reviewed catalogue; confirm availability and policy terms with the provider.

Key Differences Between Cowbell and Gallagher

Compare the Specific Cyber Program

Cowbell's current U.S. cyber catalogue includes admitted Prime 100 and Prime 100 Pro, non-admitted Prime 250 and Prime One, and follow-form excess Prime Plus. These are separate programs with different revenue appetites, limits, coverage descriptions and jurisdictional bases—not interchangeable versions of one policy. 9,11,12,13,14,15

Gallagher’s technology practice markets combined technology E&O and cyber coverage without identifying one uniform insurer or policy form. A comparison therefore needs a named Cowbell product and an actual Gallagher-arranged proposal, especially if your customer requires both service-error and security-event protection. 24

Cowbell’s catalogue also includes Zurich Select Plus management liability through a distinct wholesale route. Do not assume a broker able to obtain Cowbell cyber can automatically place that product, or that Zurich underwrites every Cowbell line. 19 4

Security Services Are a Separate Scope Decision

Cowbell describes continuous risk ratings, policyholder insights, security connectors, cybersecurity training and resiliency support alongside its cyber products. Some services are complimentary or limited to a trial or first policy year; managed detection, penetration testing, identity monitoring and compliance support also appear as subscription services for qualified customers. 22,11,15

Gallagher describes submission, certificate and client-service tools for its technology practice. Those functions address insurance administration; they do not establish an equivalent subscription to Cowbell’s security services. Ask which work your own security team would still perform, who receives alerts, and whether any paid services are prerequisites or optional purchases. 24

Map Incident Response to the Brokerage Relationship

Cowbell describes an in-house cyber claims team and incident-response panel. Gallagher’s documented executive-risk claims advocacy is a broker service, not proof that it would replace the response panel under a particular cyber policy. Agree on first-notice instructions and the person coordinating insurer, counsel and internal teams before an incident. 21 25

What to Confirm in Quotes

  • Which Cowbell product or Gallagher-arranged form is proposed, and does it combine technology E&O with cyber?
  • Identify the insurer and California placement basis for that product; Cowbell’s admitted and non-admitted programs have different scopes. 12 16
  • List included security services, trial expirations, subscription costs and incident-response contacts.
  • If using both a broker and a specialty program, assign renewal, endorsement and claims-notice responsibility explicitly.

Service Comparison

Cowbell vs Gallagher: documented services and availability

CriteriaCowbellGallagher
Business role

Cowbell is a specialty-insurance platform and agency, not the insurer named on every policy. Cowbell Insurance Agency LLC says it is a U.S. property-and-casualty producer and may act as a general agent for one or more carriers; the issuing insurer remains responsible for the policy. 1,5,2

Cowbell identifies Zurich as a $60 million Series C investor and partner, while Zurich describes Cowbell as its technology collaborator for Select Plus. The reviewed sources do not describe Cowbell as a Zurich subsidiary or say that Zurich underwrites every Cowbell product. 4,19,3

Gallagher arranges business insurance and provides risk-management and employee-benefits consulting. Its technology practice serves startups through global enterprises. 24,25

Woodruff Sawyer is now part of Gallagher. Gallagher’s transition page retains access to Woodruff Sawyer client portals. 23

Gallagher Small Business identifies Arthur J. Gallagher Risk Management Services, LLC as its insurance-brokerage service provider. The exact producer for a former Woodruff Sawyer account should be confirmed in the engagement documents. 27,23

Access to insurers

Cowbell's materials name Palomar Specialty Insurance Company for Prime 100 and Prime 100 Pro, Palomar and Chaucer Specialty Insurance Company for Prime 250, and Chaucer for Prime One. Prime Plus and Prime Tech Plus name only A-rated carrier paper, while the Select Plus page says Zurich admitted paper without naming the issuing legal entity. 11,12,13,14,15,17,18,7

Gallagher describes access to multiple insurance markets. Its executive-risk practice says it considers carrier qualifications and client preferences when selecting potential underwriters; these pages do not identify the insurer that would write a specific startup’s policy. 28,25

Availability

Cowbell publishes producer and surplus-lines license lists covering all 50 states and the District of Columbia, but a license is not product availability. Current materials separately describe Prime 100 Pro in 47 states, Prime 250 nationwide on surplus or excess paper, and Prime Tech surplus-lines availability in all 50 states. 5,6,12,13,16

Gallagher Small Business publishes California license number 0D69293 and National Producer Number 19837 for Arthur J. Gallagher Risk Management Services, LLC. This is a company disclosure, not an independently verified license or confirmation that a particular California risk is eligible. 27

The reviewed technology, small-business product and producer pages do not establish a California-specific insurer, policy form or eligibility rule for each listed product. Obtain a quote identifying the producer and California placement route. 24,28,27

Servicing and renewals

Cowbell describes continuous risk ratings, policyholder insights, security connectors, cybersecurity training and resiliency support alongside its cyber products. Some services are complimentary or limited to a trial or first policy year; managed detection, penetration testing, identity monitoring and compliance support also appear as subscription services for qualified customers. 22,11,15

Cowbell's FAQ directs policyholders to their agent for cancellation and directs agents to Cowbell for endorsements. It describes different renewal workflows: Prime 100 proposals are generated roughly 60 days before expiration, while Prime 250 requires a signed renewal application and underwriting review before a quote is released. 20

Gallagher describes Go for client information and self-service, Submit for submission tracking and documents, and Verify for certificate management. Confirm which tools and service team your engagement includes. 24

For former Woodruff Sawyer clients, Gallagher links WS Connect for benefits and documents, Woodruff360 for policies, claim submission and certificates, and CSR 24 for certificates and auto ID cards. 23

Gallagher’s casualty practice describes pre-renewal meetings involving finance, HR, operations and risk-management stakeholders, alongside contract reviews and coverage-gap analysis. Confirm the renewal timetable and deliverables for your account. 32

Claims assistance

Cowbell says its in-house cyber claims team and incident-response panel are available around the clock. Its public intake instructions ask for the policy number or company name, the incident date and details, and a point of contact; coverage and claim payment still depend on the issuing insurer and policy. 21,11,14

Gallagher’s executive-risk practice describes a dedicated claims-advocacy team, including specialized attorneys, working with clients and carriers through claims. This establishes a stated support service, not a guarantee of payment or evidence of claims-handling quality. 25
