CFC vs
Pie Insurance
Separate CFC technology and cyber coverage from Pie’s workers’ compensation program when a startup hires its first employees.
Introduction
A startup hiring its first employees while signing a software customer needs to distinguish workplace-injury protection from liability for its product. CFC’s technology package addresses technology and cyber exposures; Pie’s core program is workers’ compensation, with selected other products supplied through partners. These may be separate pieces of the same insurance program rather than mutually exclusive purchases. 2 32 34

Key Differences Between CFC and Pie Insurance
Payroll Information Does Not Replace Technology Underwriting
Pie’s workers’ compensation quote begins with ZIP code and calls for payroll and class-code information. CFC’s technology application asks about products, client contracts, security and IP procedures. The two submissions measure different exposures. Give the payroll classification reviewer actual employee duties, and separately give the technology underwriter the consequences of software failure. 35 32 3
Pie also markets partner-supplied E&O and cyber, but the reviewed pages do not identify their current insurers. If considering those alongside CFC, obtain the partner’s forms first; do not assign Pie’s affiliated workers’ compensation carriers to a cyber proposal. 38 37 34
Payroll-Based Billing Still Leaves an Audit
Pie describes pay-as-you-go premium based on reported payroll with no initial deposit. It also requires an annual workers’ compensation audit that replaces estimates with actual information. For a startup adding staff quickly, ask how payroll changes feed billing and what records the audit needs; a convenient payment schedule is not a guarantee that the initial estimated premium is final. 47 48
CFC’s reviewed technology documents do not publish an equivalent billing schedule or complete charges. Compare the cost of each required coverage and its payment terms separately. There is no meaningful single “cheaper provider” conclusion from a payroll-based workers’ compensation quote and a technology liability quote. 2 6 46
Each Line Needs Its Own Availability and Notice Instructions
Pie’s public workers’ compensation footprint is inconsistent across its state page and other current materials. Its partner-product pages do not provide a complete state matrix. CFC’s California technology route also remains a quote-level question. Confirm employee locations and business activities directly rather than using either national brand description as approval. 40 42 33 4
Pie publishes workplace-injury reporting channels; CFC publishes general claims and urgent cyber routes. Keep both in the operating checklist if both coverages are purchased. A cyber notification is not an employee-injury report, and a brokerage’s intake should not be presumed to notify every affected insurer. 49 8
What to Confirm in Quotes
- Separate workers’ compensation, technology E&O and cyber requirements, naming the insurer behind any Pie partner product. 34 37 2
- Verify state/class eligibility, payroll-reporting integration, audit documents and any payment or waiver charges. 40 48 45
- Assign injury reporting and cyber incident responsibilities, with the current handler named for each policy. 49 50 8
Service Comparison
CFC vs Pie Insurance: documented services and availability
| Criteria | CFC | Pie Insurance |
|---|---|---|
| Business role | CFC is a specialist insurance provider operating an MGA model: a managing general agent performs underwriting functions for insurance capacity providers. Its disclosures identify CFC Underwriting Limited and the U.S. producer CFC USA, Inc.; the CFC brand should not be treated as the name of every policy’s insurer. 5,4 | Pie Insurance is a small-business commercial insurance group whose producer, Pie Insurance Services, sells and administers policies. Its affiliated carriers write workers’ compensation, while selected other products are offered through outside carrier partners. 31,34,32,36,37,38,39 Pie Group Holdings, Inc. owns the public website and is the regulator-listed parent of Pie Casualty Insurance Company. AM Best identifies the rated carrier group as Pie Insurance Group. 33,53,51 Pie identifies Pie Insurance Services, Inc. as the licensed producer that sells and administers policies; its legal page publishes state licenses but is not a substitute for a current regulator lookup in the buyer’s state. 34,54 |
| Access to insurers | CFC’s regulatory page identifies Lloyd’s Syndicate 1988, managed by Asta Managing Agency Ltd. The reviewed U.S. technology materials do not name the insurer or participating syndicates for a California buyer’s actual policy; ask for those names on the quote and declarations. 4,2,3 | Pie says workers’ compensation is underwritten by The Pie Insurance Company (NAIC 21857) and affiliates. AM Best says Pie began writing all of that business through The Pie Insurance Company and Pie Casualty Insurance Company (NAIC 10997) on January 1, 2024. 34,51,52,53 AM Best affirmed Pie Casualty Insurance Company’s pooled A- (Excellent) financial strength rating with a Stable outlook, effective April 24, 2026. A rating is an opinion of insurer financial strength, not a guarantee that a claim is covered or paid. 51 Pie says business owner’s, general liability and professional liability policies are underwritten by unaffiliated third-party insurers, and its cyber page refers to carrier partners. The reviewed public pages do not name the currently participating insurers for these products. 34,36,37,38,39 |
| Application process | The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 3,6 | A small business can start a workers’ compensation quote on Pie’s website or work through an insurance agent; appointed agencies use a separate partner portal. 31,30,32 The live direct quote starts with the business ZIP code. Pie’s workers’ compensation page says applicants also need their name, business name, annual payroll and class-code information. 35,32 Pie advertises an online workers’ compensation quote in about three minutes, while expressly stating that individual quote times vary. This is a company claim and does not establish how long underwriting or binding will take for a particular risk. 32,30 |
| Servicing and renewals | CFC says its cyber service includes threat monitoring and alerts, a response app and round-the-clock technical incident support. These are company-described services; access, scope and any conditions should be checked against the proposed policy. 7 The reviewed Connect and technology application pages do not specify a customer-facing renewal timetable, certificate turnaround or dedicated account-management commitment for California technology buyers. Confirm those arrangements with the placing broker. 6,3 | Pie’s policyholder account tutorial describes payment-method updates, instant or custom workers’ compensation certificates, policy details and downloads for policies, state posters, certificates and endorsements. Agent-served customers may need their agent for a custom certificate. 44,45 Pie requires an annual workers’ compensation premium audit that replaces estimated payroll with actual payroll information. Its audit partner may request payroll and employee records, cash-expense details and subcontractor certificates, so the final premium can differ from the initial estimate. 48 Pie says it sends a workers’ compensation renewal quote about 30 days before the current term ends for the policyholder’s review and acceptance. 45 |
| Fees and compensation | The reviewed U.S. technology brochure, application and Connect page do not disclose a buyer-specific premium, producer commission rate, broker fee or complete schedule of policy charges. Request a written breakdown of premium, taxes, fees and intermediary compensation before purchase. 2,3,6 | Published workers’ compensation options include annual, semi-annual, quarterly and monthly schedules, plus pay-as-you-go. The monthly schedule requires 16.6% upfront followed by ten monthly payments; pay-as-you-go uses reported payroll and no initial deposit. 46,47 Pie publishes a 3% credit-card convenience fee for new, single-state workers’ compensation policies, except in Florida, Nebraska, Maryland and Rhode Island. Its page does not describe this fee for multi-state or renewal policies. 46 Pie says each specific or blanket waiver-of-subrogation request carries a charge set by state rules and disclosed individually; the public FAQ does not give a dollar schedule. 45 Pie says partner agents receive commissions on new and renewal workers’ compensation policies, and its legal footer says compensation rates can vary among insurers. The reviewed current pages do not publish the standard rate or the amount attached to a buyer’s policy. 50,34 |
