A founder offered a broker-branded policy portal may see Layr in the service documentation while comparing a CFC technology quote. These names describe different layers. CFC supplies an insurance product; Layr markets software and licensed support used by independent brokerages. The practical question is whether the portal can administer the proposed coverage and who remains accountable for advice, not which brand has the larger coverage list. 5 2 31 34

Key Differences Between CFC and Layr

A Portal Is Not the Insurance Contract

Layr says its brokerage customer retains broker-of-record status while Layr handles sales, service and support. Its FAQ describes access through national insurers, wholesalers and the brokerage’s existing markets, without a current legal-entity panel. The portal therefore cannot establish which insurer will accept a technology company or whether that brokerage can place CFC. 31 35

CFC’s technology application goes back to the insurance broker and asks for detailed operational information. If that broker uses Layr, ask which party validates those answers and communicates underwriting conditions. This is a possible complementary arrangement, not a relationship established in the reviewed public materials. 3 31

A Demonstrated Cyber Choice Does Not Establish the Form

Layr’s current quote illustration includes cyber alongside general liability, property, auto, workers’ compensation and umbrella. Those demonstration choices do not establish eligibility in a particular implementation. Its previously reviewed dedicated cyber URL returned 404, leaving current product details to the broker. CFC’s technology brochure provides a more specific package description, but still is not the buyer’s issued wording. 33 36 2

Do not treat the disappeared cyber page as proof that placements stopped, or import its historical terms into a new proposal. Ask the broker for the actual cyber or technology form and identify whether it is intended to replace or supplement the proposed CFC policy. 36 35 2

Support and Financing Depend on the Implementation

Layr describes policy documents, certificates, payments, claims and renewal activity in a white-labelled portal. CFC’s documented cyber service instead centers on monitoring and technical response. Those functions can coexist, but the broker needs to assign urgent notice and routine service duties rather than assuming a portal claim entry starts every required response. 34 41 7 8

Layr’s broker FAQ and consumer compensation page describe different economics: a premium percentage while the brokerage retains commissions, versus carrier commission and a possible finance fee. The record does not reconcile their applicability. Request the actual arrangement; neither the broker’s retained commission nor CFC’s missing public fee schedule tells the policyholder the total cost. 35 37 6

What to Confirm in Quotes

  • Name the broker of record, Layr’s delegated service duties and the insurer on each policy; establish CFC access if proposed. 31 35 4
  • Request current cyber and technology forms rather than a portal illustration or historical product page. 33 36 2
  • Obtain the applicable financing agreement, full repayment amount, renewal notices and the emergency reporting path outside the portal. 37 35 8

Access to insurers

CFC’s regulatory page identifies Lloyd’s Syndicate 1988, managed by Asta Managing Agency Ltd. The reviewed U.S. technology materials do not name the insurer or participating syndicates for a California buyer’s actual policy; ask for those names on the quote and declarations. 4,2,3

Layr says it works with major national insurers, accesses other markets through wholesalers and can use a brokerage customer's existing carriers. It does not publish a current legal-entity carrier panel or promise that every market will quote every account. 35

The reviewed current product, portal and FAQ pages do not identify the issuing insurer or policy form for each available product. Those details must come from the actual proposal and policy. 33,36,35

Application process

The U.S. technology application asks a senior staff member to complete it and return it to the company’s insurance broker. It requests revenue, funding, subsidiaries, products, major contracts, security controls, IP procedures and claims history. CFC’s Connect portal separately supports broker trading and describes a broker appointment process. 3,6

Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 33,40

Servicing and renewals

CFC says its cyber service includes threat monitoring and alerts, a response app and round-the-clock technical incident support. These are company-described services; access, scope and any conditions should be checked against the proposed policy. 7

The reviewed Connect and technology application pages do not specify a customer-facing renewal timetable, certificate turnaround or dedicated account-management commitment for California technology buyers. Confirm those arrangements with the placing broker. 6,3

Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 34,41

Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 35

Fees and compensation

The reviewed U.S. technology brochure, application and Connect page do not disclose a buyer-specific premium, producer commission rate, broker fee or complete schedule of policy charges. Request a written breakdown of premium, taxes, fees and intermediary compensation before purchase. 2,3,6

Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 35,37

Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 37
