Iowa trucking insurance: match the for-hire permit to the freight
Iowa DOT groups intrastate for-hire property permits into household goods, liquid non-dairy, liquid dairy and other freight. It says all for-hire carriers must maintain continuous liability and property-damage insurance, while cargo insurance must also be obtained but its proof is not filed with the DOT. Iowa adopts federal insurance limits as its minimum schedule; route and commodity still determine which class applies. 1,2
What Is Trucking?
Trucking coverage can address liability, damage to your trucks and cargo losses, but one quote may not include all three. If you haul goods for customers or yourself, compare those protections and check whether the quote needs motor-carrier or other commercial auto coverage. Read the national Trucking guide.
Iowa Requirements
| Requirement | Details |
|---|---|
| Intrastate permit classes | For-hire hauling between Iowa points requires intrastate authority. DOT’s property permit classes are household goods, liquid non-dairy, liquid dairy, and other property/freight. It says household goods alone require a filed tariff among property carriers. 1,2 |
| Liability filing and cargo insurance are separate | All for-hire carriers must maintain continuous liability/property-damage insurance; the insurer files Form E when Iowa DOT prompts it. The carrier must obtain cargo insurance, but DOT does not require cargo proof to be filed. 1 |
| Liability minimums vary by freight and vehicle | The DOT guide’s table lists $750,000 for nonhazardous property vehicles at least 10,000 lb GVWR, $300,000 for small non-hazardous freight vehicles below 10,000 lb, and higher amounts for specified hazardous classes. Use the table’s full commodity definitions, not the headline category alone. 1 |
What to Watch for in Iowa
Route and carriage type change which authority applies
Iowa DOT defines interstate commerce to include a wholly in-state leg that is part of a through movement originating or ending out of state. Its guide distinguishes intrastate for-hire permits from interstate regulated and exempt freight. Confirm the shipment’s full movement, not just pickup and delivery addresses in Iowa. 2
Make the filed liability evidence match the authority record
Iowa says the Form E name must exactly match both the intrastate application and FMCSA record. Ask the insurer to reconcile legal and DBA names before filing; the DOT says failure to maintain coverage can suspend the permit or certificate. 1
No cargo filing does not mean cargo is optional or covered
Iowa says cargo insurance must be obtained even though no cargo proof is filed with the state. A missing filing check is not evidence of protection. Compare actual policy limits, commodities, transit periods, temperature/theft exclusions and customer cargo values. 1
Who Regulates Insurance in Iowa

Iowa Insurance Division
The Iowa Insurance Division licenses insurance producers and maintains separate lists for licensed insurers and surplus-lines insurer categories. Its filing page routes most rate, rule and form filings through SERFF and identifies filings requiring prior approval; eligible surplus-lines insurers are not required to file or seek approval of their rates or forms. 3,9,8,4,5
Surplus-lines tax and stamping office
Reported tax rate: 0.925% of surplus-lines premiums when Iowa is the insured's home state, for 2026 When Iowa is the insured's home state, the 2026 premium tax is 0.925%, and the surplus-lines producer shall collect and pay it to the state in addition to gross premium. Placement generally requires an eligible surplus-lines insurer and a diligent search showing the full amount or type is unavailable from an admitted insurer; an exempt commercial purchaser may bypass that search only after the producer discloses that admitted insurance may be available and may offer greater protection and oversight, then the purchaser subsequently requests surplus-lines placement in writing. 6,7
Providers With Documented State Licenses
No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
