# Iowa trucking insurance: match the for-hire permit to the freight

Iowa DOT groups intrastate for-hire property permits into household goods, liquid non-dairy, liquid dairy and other freight. It says all for-hire carriers must maintain continuous liability and property-damage insurance, while cargo insurance must also be obtained but its proof is not filed with the DOT. Iowa adopts federal insurance limits as its minimum schedule; route and commodity still determine which class applies.[^1][^2]

## What Is Trucking?

## What to Watch for in Iowa

### Route and carriage type change which authority applies

Iowa DOT defines interstate commerce to include a wholly in-state leg that is part of a through movement originating or ending out of state. Its guide distinguishes intrastate for-hire permits from interstate regulated and exempt freight. Confirm the shipment’s full movement, not just pickup and delivery addresses in Iowa.[^2]

### Make the filed liability evidence match the authority record

Iowa says the Form E name must exactly match both the intrastate application and FMCSA record. Ask the insurer to reconcile legal and DBA names before filing; the DOT says failure to maintain coverage can suspend the permit or certificate.[^1]

### No cargo filing does not mean cargo is optional or covered

Iowa says cargo insurance must be obtained even though no cargo proof is filed with the state. A missing filing check is not evidence of protection. Compare actual policy limits, commodities, transit periods, temperature/theft exclusions and customer cargo values.[^1]

## Who Regulates Insurance in Iowa

### Surplus-Lines Tax and Stamping Office
