Commercial Property Insurance in Pennsylvania
Pennsylvania’s Insurance Department says destructive flooding has affected all 67 counties, and more than 40% of flood-insurance claims are outside high-risk areas. For a business flood policy, the Department says personal property is not included in the standard policy but can be added for a premium, so schedule inventory and equipment separately. 1,2
What Is Commercial Property?
Commercial property may fit your business if you own a building or rely on equipment and stock. Compare replacement-cost terms, deductibles and any coinsurance condition, and check lost-income protection separately. Read the national Commercial property guide.
What to Watch for in Pennsylvania
Check the Building Address on the Map
Pennsylvania PEMA directs buyers to locate a specific building or lot on the FEMA Flood Insurance Rate Map or ask the community floodplain administrator; the Insurance Department says all 67 counties have seen destructive flooding and claims also occur outside high-risk zones. Check each business address rather than relying only on a county label or a prior map. 1,2
Add Business Contents Deliberately
The Insurance Department says a business flood policy’s standard coverage does not include personal property, but contents coverage is available for an additional premium. Compare the contents limit and valuation for stock, machinery, computers, and movable equipment with the separate building limit and deductible. 1
Compare Flood Policy Forms
The Department says private flood policies may offer higher limits and additional options such as business-interruption coverage, while terms and exclusions vary. Ask whether interruption is included, what physical loss triggers it, and whether the deductible applies separately from building and contents losses. 1
Track the Proof-of-Loss Decision Date
Pennsylvania’s claims-settlement regulation generally requires an insurer to advise a first-party claimant of acceptance or denial within 15 working days after receiving properly executed proofs of loss. If more time is needed, the insurer must explain the reason within that period and send updates every 45 days after an initial 30-day interval; fraud-related arson exceptions allow a reasonable investigation period. 3
Who Regulates Insurance in Pennsylvania

Pennsylvania Insurance Department
The Pennsylvania Insurance Department publishes state tools to check licensed producers, agencies, and insurers, and its Consumer Services Online portal accepts complaints about insurers, agents, brokers, and public adjusters. The department also oversees Pennsylvania insurance business and consumer services. 4,5,6
Surplus-lines tax and stamping office
Reported tax rate: 3% of gross premium (2% for eligible surplus-lines risk retention groups) Pennsylvania charges 3% of gross surplus-lines premiums (2% for an eligible surplus-lines risk-retention group); the tax is in addition to premium, is borne by the insured, and is collected by the producer. For multistate risks, the 2025 Revenue instructions say all gross premiums are taxable when Pennsylvania is the home state, while Insurance Company Law §1621(d) says tax is levied only on premium reasonably ascribable to Pennsylvania risk; confirm allocation with your producer or the state. Surplus-lines coverage is excluded from the guaranty association, and qualifying large risks or exempt commercial purchasers may use distinct no-search routes, with the ECP route requiring disclosure and written request. 7,8,9,10
Providers With Documented State Licenses
These providers publish a national listing for Commercial property; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Pennsylvania. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.
ERGO NEXT InsuranceNext First Insurance Agency, Inc.Insurance producer · checked 2026-09-28ERGO NEXT’s current license table lists Next First Insurance Agency, Inc. in 50 jurisdictions, including Washington, DC; New York is excluded because its table rows name Next Insurance Services and AP Intego, not Next First. The table is company-reported; it does not establish product availability or provide state-regulator verification for each entry. 15
TechInsuranceSpecialty Program Group LLCInsurance producer · checked 2026-09-28TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map. 16
VouchVouch Specialty Insurance Services, LLCInsurance producer, Surplus-lines broker · checked 2026-09-28Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability. 17

Commercial Property in Pennsylvania: FAQ
Does a Pennsylvania business flood policy automatically cover inventory and equipment? 1
No. Pennsylvania’s Insurance Department says business personal property is not included in the standard flood policy, but coverage is available for an additional premium. 1
How long does a Pennsylvania insurer have to accept or deny a commercial property claim? 3
Generally, 15 working days after receiving a properly executed proof of loss. If the insurer needs more time, the regulation requires a reasoned notice within that period and status letters after an initial 30-day interval and every 45 days thereafter, subject to the stated fraud-investigation exception. 3
