HUB International vs
Layr
Why Layr’s brokerage workflow software is not a consumer insurance storefront comparable to HUB International, and when a founder is actually choosing among brokers who might use Layr.
Introduction
HUB International and Layr should not be compared as two consumer agencies competing for the same online checkout. HUB is the broker a company appoints. Layr describes software and licensed support that other brokerages use to run small-commercial workflow, including a broker-branded portal. If you are a founder, the real question is whether you are hiring HUB (or Insureon) as broker of record, or hiring a different brokerage that happens to run on Layr. 4 40 39
Where Each Provider Shines
Where HUB International Shines
- HUB’s technology practice markets insurance and benefits programs to startups and software, hardware and digital-media companies, and says it currently insures more than 5,000 technology companies. 10
- HUB routes qualifying small commercial accounts to Insureon’s online quote and other business insurance to a HUB advisor or local office; there is no published self-serve bind path for mid-market programs on hubinternational.com. 8,11,12,13,10,6

Key Differences Between HUB International and Layr
Customer of the Software Versus Customer of the Broker
Layr’s public materials address independent brokerages that combine its workflow software with licensed support for small-commercial placement. The founder is not the documented software customer. 39 40 HUB’s client, on its About and terms pages, is the insured appointing a HUB brokerage subsidiary. 4 5
Layr’s legal role is that independent brokerages combine its workflow with licensed support. HUB’s client is the insured. A Layr-branded experience you see may still be your local agency’s appointment, not Layr as insurer. 41 47 5
Coverage Lists Belong to Different Relationships
Layr’s current catalogue and cyber offering describe what the platform supports for brokers. HUB’s coverage pages describe what HUB markets as a broker. Matching line names on both sites do not mean Layr underwrites HUB’s marine or surety products, or that HUB uses Layr. 45 9
Portals
Layr describes a broker-branded portal for documents, certificates, claims and renewals. HUB describes a risk-management information system (RMIS) and local certificate teams for HUB clients. If your broker uses Layr, you interact with that broker’s branded tools, not HUB’s, unless you also appoint HUB. 43 33
Application
Layr’s application workflow is the brokerage’s workflow on its software. HUB’s application is Contact Us or Insureon. Do not expect a Layr URL to bind a HUB policy. 42 8

Service Comparison
HUB International vs Layr: documented services and availability
| Criteria | HUB International | Layr |
|---|---|---|
| Business role | HUB International Limited describes itself as a full-service insurance broker and financial-services firm. Its website terms say HUB’s subsidiaries are licensed as insurance brokers or agents in various U.S. states and Canadian provinces. The reviewed product pages market brokerage of policies issued by insurers, not HUB as a risk-bearing carrier for those policies. 4,5,9 HUB’s About Us timeline states that in 2022 it acquired Insureon for digital delivery of small-business commercial insurance. Insureon and TechInsurance say they are part of HUB; Insureon says it operates as a division of Specialty Program Group LLC, doing business as SPG Insurance Solutions. TechInsurance describes itself as part of Insureon rather than as a separate HUB retail office. 4,34,35,36,37 | Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 47,39,40,43 The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 47,48,50 Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 40,44 |
| Customer focus | HUB’s San Francisco Mission Street office says its brokers work across commercial lines, personal lines and high-net-worth, and employee benefits, and names Bay Area industries including technology, venture capital, healthcare and life sciences, real estate and construction. The same page says the team helps startups navigate risk. That is office marketing, not a published eligibility list. 1,2 HUB’s technology-company page addresses fast-growing startups and established software, hardware or digital-media businesses. It lists a technology-specific mix that includes professional liability/technology E&O, cyber, D&O and other management liability, transactional/warranty insurance, workers’ compensation, employee benefits and key-person coverages. The page also claims more than 5,000 technology companies currently insured; that figure is company-reported and was not independently counted here. 10 HUB’s contact page says it supports small businesses through partner Insureon and directs companies with 50 employees or fewer or under $5 million in annual revenue to start with an online quote. Larger or other commercial needs are directed to HUB commercial-insurance teams or a local office search. Those thresholds are HUB’s routing rules, not a regulatory definition of small business. 8 | Layr provides insurance workflow software and licensed support for independent brokerages serving small-commercial accounts. Policyholders use a broker-branded experience rather than necessarily buying from a storefront carrying the Layr name. 40,41,43 |
| Application process | On hubinternational.com, commercial buyers are asked to contact a broker, connect with a specialist, or use Contact Us. Small-commercial inquiries meeting HUB’s stated size tests go to Insureon for an online quote. Product pages such as general liability, D&O, cyber and workers’ compensation use “Contact Us” or “Connect With a Broker” rather than an on-site bind flow. Privacy policy language refers to automation for insurance quoting, without documenting a public HUB retail e-commerce checkout for mid-market programs. 8,11,12,13,10,6 | Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 42,49 |
| Coverage lines | HUB publishes dedicated business-insurance product pages for, among other lines, general liability, commercial property, workers’ compensation, business owners policies, commercial auto (including hired and non-owned exposures and trucking), cyber, directors and officers, professional liability/E&O, crime, fiduciary liability, kidnap and ransom, surety bonds, medical malpractice, marine/inland marine and cargo, boiler and machinery/equipment breakdown, and mergers-and-acquisitions representations-and-warranties insurance. Its casualty page also lists product liability, umbrella and excess, and product-recall as program elements. Employee-benefits brokerage is marketed separately. Actual policy forms, limits and eligibility are not set by those marketing pages. 9,11,19,17,18,20,13,12,14,15,21,22,23,24,25,28,29,26,27,30,16 For technology companies, HUB lists professional liability/technology E&O, cyber, a patent package described as property, auto, liability and umbrella, international placements, cargo/stock throughput, property/builders risk, pollution liability, management liability including D&O, employment-practices liability, fiduciary liability, transactional/warranty insurance, crime, workers’ compensation, employee benefits, key-person life and disability, retirement solutions, and kidnap and ransom. 10 | Layr's current New Business Capture illustration shows general liability, commercial auto liability, commercial property, workers' compensation, umbrella and cyber liability/data breach as policy choices. The illustration is a product demonstration, not a guarantee that all six are eligible in every broker implementation or jurisdiction. 42 A still-live, 2021-branded Parcel Pro referral page also lists a business owner's policy, commercial crime, hired and non-owned auto and kidnap and ransom, and mentions management liability and errors and omissions. Most linked product pages now return 404, so these legacy/referral-page labels are not treated as confirmed current standalone offerings in this profile's coverage catalogue. 51,45 Layr's platform illustration includes cyber coverage, but its previously reviewed dedicated cyber product page returned a not-found response on re-access. Current coverage options, insurer, policy wording and eligibility need confirmation from the broker. The unavailable page does not establish that cyber placements have stopped. 45,42 |
| Servicing and renewals | HUB describes ongoing servicing through local account teams (ProEx notes local policy review and certificates of insurance), a Risk Management Information System for claims administration, certificate tracking and carrier/TPA data, and employee-benefits work that includes multi-year cost planning and renewal support. RMIS is described as available in various tiers. None of those pages publish a standard service-level agreement or fee for those tools. 16,33,30 | Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 43,50 Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 44 |
