Key Differences Between Founder Shield and Heffernan Insurance Brokers

Business Changes Need a Defined Review Process

Founder Shield asks clients to report new products, business models, offices and territories so its team can evaluate coverage changes. Its certificate process also asks for contract insurance requirements when endorsements may be needed. Heffernan describes risk-management support and global-exposure placement. Ask both teams who reviews a proposed launch before sales begin and how the resulting changes reach the insurer; sending an update is not the same as obtaining an endorsement. 19 18 34

Growth Can Change How Much Risk the Company Retains

Founder Shield describes customizing packages through limits, deductibles and coverage selections. Heffernan discusses large deductibles, partial self-insurance and captives as possible arrangements. Those are different levels of program design, not evidence that one approach costs less. A finance team evaluating retained risk should request the expected cash exposure and advisory work alongside premiums, especially before accepting a larger deductible as a saving. 12 34 35

An AI Launch Can Change Product Eligibility

Founder Shield’s standalone generative-AI offering targets businesses using AI and excludes companies selling AI products. That distinction matters when an internal tool becomes a customer-facing service. Heffernan’s technology positioning does not itself establish terms for that new activity. Ask each team to identify the appropriate form and insurer for the revenue-generating product rather than treating general technology expertise as an eligibility answer. 14 35

What to Confirm in Quotes

List the launch dates, foreign entities and AI activities. Request named review responsibilities, proposed endorsements and a retained-risk analysis where relevant. Confirm each contracting producer and California authority: Founder Shield’s terms use differing entity names, and Heffernan’s displayed license does not settle its full engagement identity. Obtain service and compensation terms before appointing the advisor. 2 29 40

Service Comparison

Founder Shield vs Heffernan: documented services and availability

CriteriaFounder ShieldHeffernan Insurance Brokers
Business role

Founder Shield is a commercial insurance broker: it helps businesses choose coverage and arrange policies with insurers. Its terms say it does not insure the risk or decide whether a claim is covered. 1,2

Founder Shield operates within The Baldwin Group, which lists it among its acquired firms. Founder Shield describes itself as the group’s innovation arm. 3,4

The terms name The Baldwin Group Specialty Solutions, LLC as the contracting company, but the License Status section identifies Foundershield LLC as the producer. The reviewed records do not resolve which entity would appear on a new engagement; ask for its legal name and applicable license. 2,5,24

New York’s Department of Financial Services reported a $36,600 fine against Foundershield LLC for late filing of excess-line documents for recording and stamping during January 2019–March 2023. The consent order was approved on June 26, 2025. The notice concerns filing compliance, not a finding about claims payments. 24

Heffernan describes itself as an insurance broker and risk manager that shops markets, presents options, and places coverage with insurance carriers. It is not identified in the reviewed pages as the insurer that issues or pays claims on a buyer’s policy. Privacy language says it may share underwriting information with non-affiliated parties to solicit quotations from insurance carriers. 34,37,33,29

Public pages and a 26 August 2026 company release use the name Heffernan Insurance Brokers and display California license number 0564249. They identify F. Michael Heffernan as President and CEO. The reviewed official pages do not print a longer corporate legal name such as an “Inc.” suffix. Confirm the contracting producer name on the engagement agreement and policy. 29,52,30

Heffernan’s current site says it has been independent and employee-owned since 1988. A 2019 SkyKnight Capital announcement described a minority investment that recapitalized Heffernan’s ESOP while management said the firm would retain a culture of employee ownership. Current ownership percentages were not disclosed in the 2026 pages reviewed. 29,30,53

Heffernan Network Insurance Brokers is described as a wholly owned subsidiary, formerly OLI Insurance Services, that acquires or partners with independent agencies. Costero Brokers Ltd. appears as Heffernan’s London location listing. Heffernan Benefit Advisors is the name used on the employee-benefits page. These related names do not by themselves identify the producer or insurer on a California technology policy. 49,50,39,31

Customer focus

Founder Shield focuses on venture-backed and high-growth businesses, from early funding rounds through an initial public offering. Its practices include technology, life sciences, financial services, retail and transportation. 1,6

Heffernan Insurance Brokers is an independent retail brokerage that arranges business insurance, personal insurance, employee benefits, and financial-services products. Its technology practice says it specializes in mid- to late-stage technology companies, including venture-funded startups, pre-IPO companies, and firms using enterprise risk or self-insurance strategies. A separate small-business division describes serving sole proprietors through fast-growing companies, including technology businesses. 29,35,36,30

Application process

The Get a Quote link opens a portal with Create Account and Sign In options. Registration offers Google, Microsoft, or an email address and password. 7,8

Founder Shield advertises an application that takes under 15 minutes. That is an application-time claim, not a guaranteed time to receive insurer terms or put coverage in force. 6

To buy coverage, Founder Shield’s FAQ says you approve a proposal, select a payment method and choose the desired start date. Its team then follows up on documents needing electronic signatures and handles the insurer’s paperwork. 9

The public commercial path starts with a Contact Us inquiry. The empty form inspected on 16 September 2026 asks for first and last name, email, optional phone, insurance needed, and a description of operations, plus a required choice among Need A Quote, Other, or Would like to speak with someone. Submitting the form does not display a premium or bind coverage. 40

Heffernan tells technology buyers to work with a specialized broker who assesses the business and gathers quotes from insurers. Its cyber team says it determines exposure, shops the market, presents options, and guides coverage selection. Quick Insure is a separate path that markets faster quotes for selected personal and short-term business products. The reviewed pages do not promise a universal quote or binding turnaround for a growth-stage technology program. 35,37,41,40

Access to insurers

Founder Shield advertises access to more than 200 carriers. Its placement FAQ says it selects markets first by their willingness to insure the industry and risk, then considers growth capacity, service and claims handling. The network size does not establish how many insurers will quote your account. 6,10

The placement FAQ says Founder Shield works exclusively with AM Best A-rated carriers. This is the broker’s stated selection standard; the reviewed sources do not independently establish the current rating of every insurer it uses. 10

Founder Shield identifies itself as the distributor of the AI product and names Testudo as its underwriter. Testudo describes Lloyd’s-backed capacity and says its US entity places insurance without bearing the risk. The insurer or syndicates responsible for a particular quote still need to be identified. 14,16,17

Heffernan describes shopping multiple insurers rather than issuing policies itself. Named partners on reviewed pages include Thimble Insurance Services for short-term on-demand general liability and a third-party Propeller portal for some surety bonds. Transportation, healthcare, and marine-cargo pages refer to top, major, or exclusive carriers without naming them. Ask for the issuing insurer, admitted or surplus-lines status, and proposed forms on any quote. 37,45,46,44,42,29

Coverage lines

Founder Shield’s catalogue includes general liability, property, workers’ compensation, cyber, errors and omissions, directors and officers, employment practices, fiduciary and crime insurance. Specialized options include intellectual property, product liability, last-mile delivery, representations and warranties for acquisitions, and venture-capital asset protection. 11

Founder Shield offers individual coverages as well as startup packages. Its FAQ describes adjusting limits and deductibles, adding endorsements, and including or removing coverage types to match the business. 12

Its D&O guide distinguishes protection for individual directors and officers, reimbursement when the company pays to defend them, and coverage for the company itself. It also flags exclusions for claims brought by major shareholders. The actual form and endorsements determine which protections a quote includes. 13

Founder Shield markets a standalone generative-AI liability product for US businesses using AI in their operations, with revenue up to $10 billion. Its page excludes companies selling AI products, standard cyberattacks and intentional misuse. 14

The AI product page describes claims-made-and-reported coverage, so the timing of both the claim and its reporting matters. It describes a duty to defend covered claims, with defense spending reducing the available policy limit. Listed risks include AI-output errors, intellectual-property infringement or defamation, data disclosure, bodily injury and property damage. 14

Founder Shield’s AI page describes five coverage categories. Testudo’s current broker page lists six, adding AI regulatory violations. The summaries differ; confirm the proposed form and whether that additional coverage is included before relying on it. 14,15

The business-insurance page lists general liability, commercial property, commercial auto, workers’ compensation, and global/foreign exposures among basic coverages it can provide. Corporate and executive protection listed there includes employment-practices liability, directors and officers liability, fiduciary responsibility, cyber liability, and kidnap and ransom. The small-business page also lists errors and omissions and a business owner’s policy among coverages it can provide. 34,36

Specialty practices list additional products: builders risk for construction projects; marine cargo, logistics E&O, and surety bonds in the cargo program; trucking, final-mile delivery, motor truck cargo, and umbrella or excess in transportation; medical malpractice in healthcare; crime, fidelity/employee-dishonesty bonds, and hired/non-owned auto in the home-care program; and representations-and-warranties insurance in the private-equity and M&A practice. Employee benefits are offered separately through Heffernan Benefit Advisors, including group medical, dental, vision, life, and disability examples. 43,44,45,46,47,48,39

For buyers trying to control total cost of risk, Heffernan describes loss-sensitive and alternative arrangements including self-insurance, partial self-insurance, large deductibles, and captives. The technology page separately discusses self-insurance strategies for later-stage companies. These are options to evaluate in a proposal, not a standard policy form. 34,35,46
